History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Ballarat College of Advanced Education made a preliminary submission for a Post Graduate Institute Course in Safety and Loss Control in 1975. This was forwarded to the External Advisory Panel and other experts for comment, etc. Comments were constructive and some modifications were made. These have been incorporated in this Second Draft dated August 1976. The aim of the course is to assist the administrator in identifying such accidental loss producing areas as - injury. plant damage, fire, breaches of security, property and storm damage, pollution, transportation, product liability and occupational disease. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat has a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. In 1990, it was renamed the Monash University College and in 1993 became the Gippsland Campus of Monash University. In 2016, Federation University Australia announced plans to take possession, over a two-year period, of Monash’s Berwick Campus in the south-east corridor of Melbourne. Federation University Australia, or FedUni, is headquartered in Ballarat and offers programs in Higher Education and Vocational Education and Training to regional Victoria and beyond. The University’s commitment to educational and social equity, teaching excellence, research distinction, environmental sustainability and regional capacity building has enabled it to develop in a way that draws on its proud heritage to inform its future. Its regional character sets a framework for the University’s priorities but does not constrain it from serving wider community interests, nationally and internationally. The 1st Contingent departed Fremantle on 7 November 1899 and returned on 29 December 1900. The 2nd Contingent departed 3 February 1900 and returned 8 December 1900. Due to the shortage of khaki material, the 1st Contingent uniforms wore their blue militia tunics, blue puttees and a dark blue puggaree on departure. An Anglo Boer War Service of Reconciliation is held annually on the first Sunday in June at the "Fallen Soldiers" (Boer War) Memorial in Kings Park attended by descendants and representative of all combatant nations. The date selected is the closest Sunday to the date of signing of the Treaty or Peace of Vereeniging (31 May 1902). The steam engine indicator, or dynamometer, is an instrument used on a steam engine (such as that of a vessel or train) to measure and record the change in the pressures of the engine’s cylinders during their operating cycle. The engineer would use it to identify problems or defects such as bad valve settings or constricted steam pipes. It could indicate the difference in efficiency caused by adjustments made to the engine, being able to instantly measure the variation of pressure from the engine stroke at any given time. This force of power would be registered by a pencil, fitted to the adjustable arm, which would trace a line on paper wound around the cylinder. The recorded information could be used in conjunction with mathematical tables. This particular instrument was made by T.S. Mc Innes, one of the better manufacturers of engine indicators. Mc Innes engine indicators were still being used in the mid 1900’s. This specific instrument was used by Mark Forsythe of North Berwial, Scotland and late of Ararat, Victoria when he was chief engineer on the “SS Talawena” in 1892. The Port of Warrnambool, in Victoria, harboured steam ships that carried both passengers and cargo along the south west coast in the late 1800’s and into the 1900’s. The engineer of a steam ship was responsible for reaching and maintaining the optimum level of steam energy to serve the locomotion and efficiency of the steam ship. The engineer would use a steam engine indicator to measure and record information to achieve this purpose. Engine Dynamometer or Steam Engine Indicator in square, fitted oak case. This brass instrument is used to measure and record steam pressure for setting up and adjusting valves on a steam engine. It has an oscillating recording drum with vertical, silver clip attached for holding paper in place around the drum. The drum oscillates left to right. There is a pulley attached to a length of cord, which is attached to the drum. Beside the drum is a fine metal arm, vertically adjustable, small hole in the end to hold a pencil. Inscription stamped into bracket of the arm. The engine indicator is mounted on a hinged side of the case that swings out ready for use. Attached chains prevent the side from opening past vertical. There is storage for other accessories and an empty compartment in the base (where a scale or ruler may have been located). The case has a collapsible wooden handle, brass hinges and two brass, hook-shaped catches. There is a code stamped inside the lid. It contains a brass, ‘T’ shaped steam-cock (or stop cock) with two open ends made of metal pipe with different sized threads. (Turning the handle on top opens and closes the space in the pipe and would close off the flow of steam from one end to the other.) Also inside the case are three different spiral springs, each with a threaded nut on the end that has a threaded hole inside it. Used by Mr Mark Forsythe when chief engineer on the SS Talawena in 1892 “T.S. MC INNES PATENT” and “522 _ _” (last 2 digits are unreadable) pressed into the arm of the brass indicator. “[ ] X ’ stamped inside the lid of the case. Clothing - Brassard Khaki Peacekeeper United Nations Namiba, 1989
Brassards were worn on the right arm by an Australian soldier on active duty with the United Nations. This brassard was worn by Sapper Tommy Wickham on peacekeeping duty in Namibia. The Australian Army contributed soldiers to the United Nations Transition Assistance Group (UNTAG) peacekeeping mission to Namibia between 1989 and 1990. Sapper Wickham gave the Brassard to Ken Howe in 1992-93, and Ken donated it to the Beechworth RSL around the year 2000. The Australian contribution to the UNTAG mission was the largest deployment of Australian troops since the Vietnam war. Sapper Wickham was one of 300 soldiers sent to Namibia. Polyester/Cotton brassard in a light green. Sewn on the main body of the brassard are two round patches, the first patch represents Australia and features a kangaroo in gold and the words 'Australia' in white, the second represents the United Nations featuring the United Nations symbol. The brassard is secured to the sleeve by a slit in the top through which the shoulder strap is threaded and elastic strip around the arm.
