The original Shire of Eltham was founded in 1871. Prior to its founding, the district was managed by the Eltham District Road Board, which was established in 1856. The initial rate assessment commenced in 1857 for the year ending October 14, 1858. The honour of being recorded with the first assessment went to a farm of 110 cultivated acres at Lower Plenty, owned by John Porter and occupied by Albert Baines. It was assessed at 6d/acre providing for a rate income of £2 15s. In July 2017, officers at Nillumbik Shire Council discovered some early Eltham Road District Assessment books and donated them to the Eltham District Historical Society. The seven volumes were the district’s first six years of rate assessments. This was a unique and significant record of early settlers in the pre-Shire of Eltham. They immediately became one of the oldest and most valuable items in our collection. An article on page 5 in the Eltham and Whittlesea Shires Advertiser, Friday, 21 November, 1941 titled: ‘District’s Early History‘ states: “The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was £153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra.” Given the precious nature of this collection, priority was given to digitise the rate books and place them in suitable archival storage to minimise further handling. Subsequent discussion amongst our Collections team arrived at the conclusion that the most appropriate home for this valuable record was the Public Record Office Victoria (PROV), the archive of the State Government of Victoria and who are charged with archiving and caring for all Government related records. An approach was made to PROV who confirmed these records would complete their collection of rate assessment books for Eltham. This collection of 19 photos was most likely taken in 1979 in Air Survey Squadron. The PDP 11/70 minicomputer shown photos .2P to .3P was the operating system introduced in 1977 as the mainframe system for the control of the APC4, aerial triangulation block adjustments, SORA OP Analytical Orthophoto control, APR Analytical Terrain Profile Recorder computation, graphics, and general computing. The Zeiss (Jena) Stecometer analytic stereocomparator for air photography shown in photos .5P to .9P was introduced at Air Survey Squadron in 1963. Aerotriangulation production was expedited using computers for analytical photogrammetric processes. The technician accurately measured between pass, tie, and survey control points on aerial photographs. The OMI/Nistri AP/C-3 analytical plotter shown in photos .10P and .11P was introduced in 1972–1973. Photo .11P shows a coordinatorgraph attached to the AP/C-3. The Zeiss D2 Planimat Stereoplotter shown in photo .12P was used for analytical orthophoto control. Wild PUG4 point transfer devices shown in photos .17P to .19P were introduced in c1968 superseding the PUG2 devices. PUG4 devices were used by technicians to stereoscopically view the photography containing the survey control points and the mapping aerial photography. These four photographs of SPR Santina (Argetto) Straube capturing topographic features – plotting with a Wild B8 stereo plotter were most likely taken in c1980. Introduced in 1966, the Wild B8 stereo plotter was used for plotting topographic detail and contours. These analogue machines were manually controlled by adjusting the control knobs for the orientation of the 3D image. The B8s used a nine-inch square photo image on a film or glass diapositive which allowed highly accurate extraction of map features. At first, plotting by B8 and B9 equipment was undertaken at the aerial photography scale of 1:80,000 in pencil onto a controlled plotting sheet. Sheets were then inked up and reduced photographically to the 1: 100,000 publication scale for scribe impression production. In these photos SPR Santina (Argetto) Straube was plotting with a pencil or ink pen mounted at the far end of the pantograph arm. The plotting procedure was upgraded to direct plotting in ink with photographic reduction to publication scale. In 1975 four B8s were upgraded with tri-axis locaters as part of the Input Sub-system to enable digital extraction to AUTOMAP 1’s topographic database. When AUTOMAP 2 was introduced in 1982 these B8s were upgraded, and additional machines added to expand the Army Survey Regiment’s digital capture capability. Pocket 2 - Nipping impressions of Weekly Ticket Punches used on the golden Square route. Pocket 3 - Bendigo Tramways Co. Ltd - 3d ticket. The three tickets have a value of 3d each. They feature an illustration of the Bendigo Tram, with the 3d price, printed in green ink on cream paper. There is a large Capital T printed in black ink. During the first goldrush of the 1850s, Chinese miners referred to the Bendigo region (then Sandhurst) as Dai Gum San 大金山 - literally 'Big Gold Mountain'. The Golden Dragon Museum is situated in the city of Bendigo, Victoria, Australia. The museum is dedicated to the culture and history of Chinese Australians, particularly in the region. Built on the historical site of one of Bendigo's Chinatowns, the museum's precinct also includes Chinese Gardens and a temple to Kuan Yin. Through the museum accreditation program, it was the first accredited museum in Victoria and opened in 1991. This set of 18 photographs were taken at a Corps Day Parade held at the Army Survey Regiment, Bendigo in July 1987. The Parade Commander was CO LTCOL Don Swiney MBE, and the Reviewing Officer was the Colonel Commandant (honorary appointment) of the Survey Corps - COL Clem Sargent (Retd). The Corps Day Parade was held to commemorate the 72nd anniversary of the formation of the Royal Australian Survey Corps. The first signature at the top of the front cover is "Tom Dunphy 6th Batt". This was his invitation he had signed by attendee's. He was very involved in the 6th Batt Association in Bendigo. This set of 23 photographs were taken at the Corps Day Parade held at the Army Survey Regiment, Bendigo on the 1st of July 1995. This occasion was to commemorate the 80th anniversary of the formation of the Royal Australian Survey Corps. The Parade Commander was CO LTCOL Duncan Burns, and the Reviewing Officer was the Deputy Chief of the Defence Force MAJGEN G.D. Carter AM. Also in attendance was his MA MAJ M.D. Bornholt AM and the COL COMDT of the Royal Australian Survey Corps COL Don Swiney MBE. On this occasion the Reviewing Officer presented the Defence Force Service Medal to SGT Graham Hales and SPR Ken Labouchardiere for 15 years of efficient remunerated service in the Australian Army. SSGT Russ Mollenhauer received the Defence Force Service Medal clasp in recognition of 20 years of service. The view is looking southeast from near Eltham Road (present-day Sherbourne Road) across Bolton and Bridge streets towards the village of Little Eltham running down the main road (Maria Street) . On the immediate right is Mrs Mary Jane Smart's family home located on the north side of Bridge Street at the intersection with Bolton Street, facing Bolton Street (now part of present day Brisbane Street and occupied by the Kitchen Design Centre). An original early settler's cottage, it was built by Mary Jane Smart's parents, Edwin Bailey and Jane (nee Matthews). Mary Jane Smart was born in the cottage. She married an Englishman, Alexander Wilson Smart who disappeared to Western Australia in the early 1900s in search of gold. He ultimately married again in W.A., committing bigamy and then committed murder and was hung in 1911. This set of 33 photographs of sports action was taken on Flag Day, an annual sports competition between the Army Survey Regiment (ASR) and the School of Military Survey (SMS), at Bendigo on the 13th of May 1977. Softball was held at Beischer Park Strathdale, sailing was most likely held at Lake Eppalock, rifle shooting at Wellsford Rifle Range and tug-of-war at Fortuna. The venues for basketball, golf, squash and volleyball are unknown. The two RA Svy units took turns each year to host the event. Personnel from the ASR’s Detachment located at Bonegilla were part of the SMS’s teams. The day competition usually comprised basketball, cross country, golf, sailing, squash softball, tennis, rifle shooting, touch football, tug-of-war and volleyball. The evening competition often included darts, carpet bowls, hookey, quoits and snooker. See items 6025.15P for photo proofs of sports action and 6326.25P for softball action and taken on the day.
