The original Shire of Eltham was founded in 1871. Prior to its founding, the district was managed by the Eltham District Road Board, which was established in 1856. The initial rate assessment commenced in 1857 for the year ending October 14, 1858. The honour of being recorded with the first assessment went to a farm of 110 cultivated acres at Lower Plenty, owned by John Porter and occupied by Albert Baines. It was assessed at 6d/acre providing for a rate income of £2 15s. In July 2017, officers at Nillumbik Shire Council discovered some early Eltham Road District Assessment books and donated them to the Eltham District Historical Society. The seven volumes were the district’s first six years of rate assessments. This was a unique and significant record of early settlers in the pre-Shire of Eltham. They immediately became one of the oldest and most valuable items in our collection. An article on page 5 in the Eltham and Whittlesea Shires Advertiser, Friday, 21 November, 1941 titled: ‘District’s Early History‘ states: “The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was £153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra.” Given the precious nature of this collection, priority was given to digitise the rate books and place them in suitable archival storage to minimise further handling. Subsequent discussion amongst our Collections team arrived at the conclusion that the most appropriate home for this valuable record was the Public Record Office Victoria (PROV), the archive of the State Government of Victoria and who are charged with archiving and caring for all Government related records. An approach was made to PROV who confirmed these records would complete their collection of rate assessment books for Eltham. At a small ceremony held Friday, April 20 at the Local History Centre, Eltham, members of the Society and our Collections team, along with Ms. Vicki Ward, MP for Eltham, presented the seven volumes for 1858-1863 along with the complete set of digital files to Mr. David Taylor, Community Archives Manager and Mr. Charlie Farrugia, Senior Collection Advisor, Public Record Office Victoria.Born Digitalassessment ledger, donation, eltham courthouse, eltham road district, local history centre, public records office victoria (prov), rate books, eltham district road board -

Book, J. W. Payne, The Plenty: A Centenary History of the Whittlesea Shire, 1975
This book traces the one hundered years of the development of the Shire of Whittlesea, from the discovery by Hume and Hovell in 1824 to the time of the centenary in 1975. The intervening years saw the settlement of Vandemonians, Sydney-siders, English, Scots, Irish and Germans, Black Thursday, the building of the Yan Yean Reservoir, the Plenty River flour millls, the timber industry, fruit-growing and export and vineyards. Personalities and pubs, subdivisions, stories of the Findon Hunt Club and various Shires including Epping. History of education and transiton from rural to urban in the south of the Shire. The work is illustrated with maps and photographs. The Shire is now the City of Whittlesea and is an immediate neighbour to the north of the Shire of Nillumbik. shire of whittlesea -

Election Day, Legislative Council Elections, Tuesday, 4 June 1907, Maria Street (Main Road), Eltham. Group of men standing outside George Knapman’s forge on Election Day (4 June 1907) for the Legislative Council. Voting was conducted in the Eltham Courthouse next door, visible behind the forge. At that time women did not have the right to vote; two women wait on the horse and buggy and two others are looking on from the verandah of the house next door. A dog also sits patiently on the road. The Police Station and residence are just visible on the corner of Brougham Street. The Reynolds/ Prior collection of photographs were taken by Tom Prior, the maternal uncle of Ivy Reynolds, around 1900 and the 60 photos in the album give a fine overview of many of the landmarks of Research and Eltham over 100 years ago. lvy lived in the family home for many years at 106 Thompson Cres Research. Ivy's father, Ernst Richard Reynolds and grandfather, Richard Reynolds, lived at the same address. Ivy's father Richard worked for Mr. Trail on his property in Research. Reynolds Road is named after the family. Mr Tom Prior (wife Eva) worked at the Melbourne zoo. He was very innovative and made his own camera, using the black cloth hood to exclude the light. The Kinglake National park was established in 1928 and consisited of 11,300 acres located in the Shire of Eltham at that time. A short distance upstream from the old wooden Warrandyte Bridge, the Yarra river was at one time dammed to give power to a large wooden waterwheel which drove a plant for crushing gold. Up until around 1908 the waters of the Yarra, pent up by a stone weir, forced their way past this old wheel turning it to crush the precious quartz. In 1925 the reamins of the State Battery were removed. The large water wheel (thanks to the forethought of a local resident, Mr. P. Situated on the Yarra River, 5.5 kms south of Christmas Hills on private property. This timber trestle bridge is said to have been built some time after 1907 by Melbourne master-builder, David Mitchell (the father of Dame Nellie Melba), to connect his two "Henley Farm" properties with Lilydale. In earlier days, when the McPhersons owned the property, their children used a punt to cross the river to attend Yering Primary School. View from Shire of Eltham War Memorial tower at Garden Hill, Kangaroo Ground, probably taken shortly after the memorial's re-dedication held 8 Nov. 1951. On November 11th 1926 the Shire of Eltham War Memorial Tower at Kangaroo Ground was opened. It is regarded as one of Melbourne’s most outstanding lookout towers. It commands a magnificent 360 degree panorama from Kinglake across the Diamond Valley to Macedon and the You Yangs. It is built on a peak which was once a volcano, 237 metres above sea level. After World War one a memorial cairn was erected on the site, and in 1925 a committee of public-minded citizens began to plan for a tower. Many generous donations of material and money were forthcoming so that in 1926 the Governor General Lord Stonehaven was able to unveil the plaque before a crowd of 500 people There was some concern in the 1960s when the Forests Commission wanted to build a firespotters cabin on the top. At first R.S.L. branches opposed the idea, but it was realised that this use could combine with its use as a tourist attraction, and would ensure its maintenance for the future. Today the Kangaroo Ground tower provides one of the best views around Melbourne and is a fitting memorial to those who died in two world wars. From: Historic items for Diamond Valley Community Radio September 1990 (EDHS collection) On November 8th, 1951, the memorial was re-dedicated by the Governor of Victoria, Sir Dallas Brookes with the addition of the names of men from the Shire of Eltham who fell in the Second World War. Further wreaths were added in time for the 2001 Reembrance Day service to commemorate the men from th shire who had fallen in the Malayan, Korean, Borneo and Vietnam campaigns.This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' The watercourse passes under the road and railway at this point. Significant flash flooding occurred along this water course on Christmas Day 2011 causing significant damage to the railway line and road and flooding of Judge Book Village. A sculpture of local author Alan Marshall welcomes visitors in the grounds of Eltham library. Alan loved telling stories and talking to children and his own story overcoming the legacy of polio has been an inspiration to generations of Australians. Marcus Skipper, the sculptor, knew Alan well and the sculpture is said to capture his spirit and appearance perfectly; the jumper was even cast from one of Alan’s own. A realistic depiction (almost life size) of Alan Marshall (1902-1984) cast in bronze with green patination. Dressed in a jumper and slacks, Marshall is shown perched on a crutch, holding a book to his heart, gesturing to his audience to come and listen to his words. It was scupluted by local artist Marcus Skipper (b.1950 Melb. died 2011). HISTORICAL INFORMATION Alan Marshall was an author of more than fifteen books, and lived much of his life in Eltham. He became a central figure in the area's arts community of writers, artists, sculptors, film makers, actors and musicians . He is shown stroking a book to his heart, perched on a crutch, which references his disability (contracted polio when he was young), and his status as one of Australia's most successful and loved authors. His most famous book, 'I Can Jump Puddles' is based on his life story and the obstacles he faced as a child in trying to overcome his disability. Marcus Skipper submitted the idea for the work to the first 'Art in Public Places' Awards in 1990. The selectors at the time recommended that the work would be more suitably placed near the Eltham Library. It was commissioned and installed for the new Eltham Library, which was designed by Greg Burgess in 1994. It was partially funded by the then Shire of Eltham's Art Development Fund (Eltham Arts Council) and the rest donated by the artist Marcus Skipper. - Highlights from the Nillumbik Public Art Collection. "The setting and location are ideal and Marcus has really captured the typical Marshall character. It has attracted much favourable comment since its completion. .. Alan Marshall, A.M., O.B.E., Hon.LL.D. (1902-1984) was born at Noorat, Victoria and became one of Australia's most famous authors. His association with the Eltham area began in 1920 when he started his first job as a junior clerk at the Eltham Shire Offices, Kangaroo Ground. In the 1940s he spent some time living at Research. From 1955 he lived in Eltham for nearly 20 years. Disabilities resulting from polio as a young child did not prevent a wide range of experiences. Alan's occupations have been listed as clerk, night watchman, fortune teller, freelance journalist and author. He has been patron of many disadvantaged Children's Societies. Alan's books are numerous and include novels, short stories, children's books, history and travel. Among the best known are his autobiographies "I Can Jump Puddles" and "This is the Grass". Others include "These are My People", "Ourselves Writ Strange", "People of the Dreamtime", "The Gay Provider" and "Wild Red Horses".
