The St Kilda Esplanade Market has been operating on Sundays since December 1970. Initially known as The Art Bank, and displaying works by 20 or so artists, it soon expanded to include works by potters, leatherworkers and other craftspeople. In 2016 food vendors were added. Over the years the Market has fluctuated in size to more than 250 stalls. Vida Horn was the founding librarian at St Kilda Library. She helped plan the library from 1970 and worked there from its establishment in 1973 until her retirement in 1987. She was a lifetime member of the St Kilda Historical Society and founding member of the St Kilda Festival Committee and Garden Festival Committee. Prior to its demolition in 1979, the St Kilda Municipal Depot occupied a 1.2 hectare site at 33 Inkerman Street St Kilda. The land was initially purchased by the Council in 1867 as a site for a permanent market, which ceased to operate in about 1882. In October 1923, the Council discontinued the practice of disposing garbage by burial in tips when it opened a garbage incinerator at the Depot. After thirty years this incinerator had become both obsolete and objectionable to health and was replaced in March 1953 by American-designed Monohearth Garbage Destructor Units. According to the Council, these Destructor Units were the only ones of their kind in Australia and they removed all the objectionable features of garbage disposal (particularly for the employees). They were expected to serve St. Kilda's requirements for the next 80-100 years. In 1957 the Council said that the Destructor Units had 'enabled substantial economies to be effected in the annual costs and have proved a very successful venture. The Council now destroys the garbage from the City of Brighton, which pays for the privilege, and it is anticipated that other Municipalities will also take advantage of ihe benefits of this modern and, in Australia.' See 'City of St Kilda 1857-1957 A Brief Outline of Progress and Development' [82] In 1994, as a result of the local government amalgamation process combining the former Cities of Port Melbourne, South Melbourne and St.Kilda, the new City of Port Phillip owned three municipal depots. The St. Kilda municipal depot site became surplus to requirements and, in 1996, the City of Port Phillip resolved to use the site for a community housing project under the City of Port Phillip Housing Program. Formerly New Bath & Criterion, built in 1856. New Bath demolished in the 1860s. A new hotel was built in 1878 and altered in 1921, when it changed hands and an entertainment venue was incorporated into the former exclusively residential building. Famed for live music, it is one of the earliest, largest and most prominent 19th-century resort hotels in Victoria. The George Hotel in St Kilda was one of the largest and most well known hotels in Victoria and the largest in Melbourne outside the city. By the late 1970s and early 1980s, renamed the Seaview in 1976, it no longer operated as a hotel and fostered Melbourne's alternative and punk music scenes. It was de-licenced and closed in 1987 and redeveloped in the mid 1990s as apartments, with bars, cafes and shops at ground level and an art gallery and cinema. On 6 January 1996, Harry Hogg, a local photographer and a member of the Save St Kilda movement, sent the photographs of the demitasse coffee cup to the new owner of The George, Donlevy Fitzpatrick. His covering letter said: 'The reason for this note is to send you copies of photographs of a fragment of a demitasse coffee cup I unearthed recently from along the light rail in Albert Park. St Kilda was declared a city on 2/12/1890 by the Governor of Victoria The Right Hon. John Adrian Louis Hope, the Earl of Hopetoun, GCMG (28/11/1889 - 12/07/1895). This event was commemorated 100 years later, on 2/12/1990, by the unveiling of a plaque by the current Governor Dr J. Davis McCaughey AC (18/02/1986 - 22/04/1992). Also in commemoration of the centenary, a conservatory in the St Kilda Botanical Gardens was opened that day by the Mayor, Cr. Melanie Eagle.
