Eaton who was the South Australian representative on the River Murray Commission for 27 years. Mr. Eaton was a member of the Institute of Civil Engineers, London, and the Institution of Engineers, Australia. He was awarded the ISO in 1934. The Institution of Engineers awarded him its highest honor—the Peter Nicol Russell Memorial Medal—in 1938. Mr. Eaton was regarded as one of Australia's leading authorities on the River Murray.
