On the 14th of October 2023, Australians were asked to vote on a proposal to change the wording in the constitution 'To recognise the First Peoples of Australia by establishing an Aboriginal and Torres Strait Islander Voice.’ Only 39.9 per cent of legal votes were in favour of this change, and there was not a majority in any of the six Australian States (there was a majority, however, in the Australian Capital Territory). On the 26th June, 2023 Councillors with the The City of Greater Bendigo discussed their position on The Voice to Parliament and decided to support the Yes campaign while pledging to provide information on both sides of the debate to residents. Cr Margaret O’Rourke introduced the motion and spoke at length about the importance for Council to adopt the recommendation. “Recognising the Aboriginal and Torres Strait Islander voice in the constitution ensures that Indigenous Australians have a direct and meaningful role in shaping policies and laws that impact them'. Several Councillors voiced their concern over whether the City could formally support one side of the debate, while seeking to provide neutral information saying that it did not pass the commonsense test. On March 2, 1940, Sir Winston Dugan, Governor of Victoria unveiled the busts of the six first prime ministers of Australia at a ceremony on the long avenue of Horse Chestnuts. The donor, Richard Armstrong Couch, was born in Ballarat in 1868. Edmund Barton (1849 –1920) was an Australian politician and judge who served as the first Prime Minister of Australia, in office from 1901 to 1903. He was appointed prime minister on 1 January 1901, the day on which the new federal constitution came into effect. The Prime Ministers Avenue is a feature of national significance, set in the magnificent Horse Chestnut Avenue of the Gardens. The 28 Prime Ministers of Australia are displayed as bronze portraits mounted on polished granite pedestals. The collection includes a portrait of one of the founding fathers of Federation, Alfred Deakin, who was the first Federal Member for Ballarat and the second Prime Minister.3/4 view using flash of the bronze bust and granite pedestal of Prime Minister, Edmund Barton in the Prime Ministers Avenue. The Fred Rochow Railways Collection incorporates photos related to the operation of the Wodonga Railway Station including different types of trains and railways staff C. 1930 – 1990. It was donated to the Wodonga Historical Society by Fred Rochow, a railwayman who spent many years based in Wodonga. He joined the Victorian Railways on 17th June l947 and retired in 1988. For some time, he was a member of the Australian Federated Union of Locomotive Enginemen and served a term as a member of the Trades Hall Council. He had an extensive knowledge of the struggles that took place to achieve better conditions for railway workers. Fred worked for many years as a fireman and then worked his way up the ranks to driver, experiencing many changes from the days of steam locomotives through to diesel trains, locomotives and even the modern XPT train. He worked throughout Victoria at different stages of his career, with his final working years focused on the northeast of Victoria and the Albury to Melbourne line. After his retirement, Fred continued to share his love of steam miniature trains with the community. Locomotive Engine Drivers and Firemen’s Association - The first railway union in the world was created in Melbourne in 1861 with the formation of the Locomotive Engine Drivers Association of Victoria. The Association was formed seven years after the official opening of Victoria’s first railway line in 1854. In 1872, the association expanded to include firemen. The name of the association became the Locomotive Engine Drivers and Firemen’s Association to reflect the change in constitution. Over time this Association amalgamated with organisations in other states and eventually became the Australian Federated Union of Locomotive Employees which still operates today.This collection has local and statewide significance as it captures images of trains, locomotives and personnel who operated the railway services in Wodonga and throughout Northeast Victoria. The railways played a critical role in opening up Victoria and connecting Australia for trade, business, social communication and transport. A portrait of John Bennet Bruce. John became President of the North Melbourne branch of in 1910. The Australian Natives Association (ANA) was founded in Melbourne in 1871. Its membership was restricted to white men born in Australia and its aim was to benefit them.Certificate issued by the Australian Natives Association. Portland Branch's ex President's certificate. Issue to Mr W.A. Mills. Occupied the position from 16 May 1938 to 15 May 1939. Signed by the President and the Secretary (illegible, faded). The certificate has the Australian emblem at the top under which is an orange banner with the words ' Australian Natives Association' across. Under this is a woman in classical style dress holding an Australian flag in her right hand and a document in her left which reads, 'Constitution of the Australian Commonwealth'. A circular frame states the owner of the certificate and why it was issued. On the other side of the circle is a man. He wears leather riding boots, cream trousers and a blue shirt. He is holding something in his left hand. Under is a central star in which is an image of Australia. Either side is a picture of the sea with an Aboriginal man standing at the shore by some boats. Framed portrait of Bruce Small who was President of the Association for the Blind 1955-1964. It is part of a series of paintings commissioned by the VAF Board to commemorate the work of past presidents of the organisation. Mr Small stands in his Gold Coast mayoral robes, which consist of a dark blue velvet with ermine trim and a white ruffled shirt.. He wears a mayoral chain of office around his neck and glasses, with his hands clasped in front of him. Sir Bruce Small joined the Vision Australia’s General committee in 1944 and became President of the organisation in 1955. He developed an efficient team with Sir Hubert Opperman (for many years the world’s number one cyclist), whom he brought in as Vice President and Mr. Pat Lightfoot, himself president for many years. Sir Bruce had to leave school at an early age after the death of his father in order to support his family. The lessons he learned from this episode in his life created a man of quick wit, with a razor sharp mind and the skills of a gambler - attributes that enabled him to achieve his goal of “aiming for the stars”. This was put into effect when he proposed a plan for 3 new Vision Australia nursing homes in 5 years at Ballarat, Bendigo and Brighton at a cost, which at that time seemed impossible but which was finally achieved between 1957 and 1959, through astute financial management. Sir Bruce also supported the concept of organisational decentralization and made amendments to the constitution, which enabled the associated branches of the Vision Australia (then the Association for the Advancement of the Blind) to form local committees. This was in order to generate local interest in the blind people in the community and engage them in fund raising and running of the nursing homes. Although he resigned in 1964 when he moved to Queensland he still retained an interest in Vision Australia. Sir Bruce had always pushed for a symbol for Vision Australia which would be recognized by the public and serve a useful purpose. This took the form of a beacon which was erected at Brighton, overlooking the sea, having a twofold purpose – a reference point and guiding light for small craft, and symbolically for blind people a guiding light to direct them to a safe harbour. Sir Bruce switched on the guiding light at in 1969 having already donated the cost of $3000. Prior to joining Vision Australia, Sir Bruce had operated the Malvern Star bicycle business in Glenferrie Rd. He promoted and expanded the business making Malvern Star the industry leader in Australia. This was aided by his friendship with Sir Hubert Oppermen, who promoted Malvern Star bikes through his role as world’s number one cyclist.
