Rationing regulations for food and clothing were gazetted on 14 May 1942. Rationing was introduced to manage shortages and control civilian consumption. It aimed to curb inflation, reduce total consumer spending, and limit impending shortages of essential goods. The broad reasoning behind the introduction of rationing was to ensure the equitable distribution of food and clothing. It was also hoped that a cut on consumer spending would lead to an increase in savings, which in turn could be invested in war loans. Australians were never as short of food nor rationed as heavily as civilians in the United Kingdom. Rationing was enforced by the use of coupons and was limited to clothing, tea, sugar, butter, and meat. From time to time, eggs and milk were also rationed under a system of priority for vulnerable groups during periods of shortage. Rationing was administered by the Rationing Commission. The basis for policing food rationing was through the surrender of coupons before rationed goods could be supplied. This had to occur between traders as well as consumers. Coupons were passed back from consumers to retailers, from retailers to wholesalers, and in many cases from wholesalers to producers, who were requested to return them to the commission. Breaches of rationing regulations were punishable under the general provisions of National Security Regulations by fines of to £100 or up to six-months imprisonment. Responding to the complaint that these penalties were inadequate, the government passed the Black Marketing Act at the end of 1942. Voltaire (1694-1778) is a famous and influential French philosospher. The library purchased the 70 volumes of his complete works in the middle of the 19th Century. This purchase was made by Redmond Barry from the London booksellers Guillaume.This a rare set of volumes in Australia in excellent condition.70 Volumes of leather bound books with gold embossing. These are 2 volumes of 16th Century legal tracts, for Justices of the Peace about how to conduct court business. They were purchased for the library in the 19th Century.Very rare. These books appear to have been published in successive years as the inscription on one is 1875 and the contents of another deals with the history of India in 1878. The owner of the volumes was William Cassady (1824-1885).In 1846 he settled near the Merri River in the district that is today the Cassady's Bridge area in Caramut Road, Warrnambool. The property was called "Boughton". He married Elizabeth Anderson in 1857 and they had eleven children surviving to adulthood.These volumes are of antiquarian interest as they are an attractive example of the type of books owned by early settlers in the Warrnambool district. The activities of the British in India would have been of interest to settlers in other parts of the British Empire at that time. The books are also of interest as they belonged to William Cassady, a prominent early settler in the west Warrnambool area.These are five volumes of hard cover books with green covers and elaborate scrolls and decorations on the front covers and spines. The title lettering on the front covers is in black and gold. Each volume has several pages of black and white illustrations (steel engravings)at the front of the books, all with protective tissue paper. Some of the tissue paper is torn or missing. There are several coloured maps. The pages are gilt- edged.The third volume has the top part of the spine and binding torn away. These books contain reports of the Supreme Court of Victoria in 1960 and 1961. They came from the Ardlie family, members of which have been associated with Warrnambool and legal affairs since the early 1850s. John Ardlie came to Warrnambool in 1852 as the Clerk of Courts and his son William Ardlie was a prominent lawyer in Warrnambool for over 60 years. If it is this William Ardlie’s stamp in these volumes then it was used after his death.
