As the Yarra became unsuitable as a source of water, several attempts were made to find alternative sources for the growing population of Melbourne. It was not until 1891 that the efforts to sewer Melbourne came to fruition with the setting up of the Melbourne Metropolitan Board of Works (MMBW), now known as Melbourne Water. From 1891 until 1992, it was the responsibility of the MMBW to safeguard public health by providing a sewerage system and a safe water supply system. In 1992, The MMBW merged with a number of smaller urban water authorities to form Melbourne Water. The seal incorporates the coat of arms of Melbourne and the United Kingdom, and the motto of the board 'Publica Merces Salus Mea', 'Public Health is my Reward'. Text around the circular edge and in banners below two shields. The banners have leaves entwined. Above the two shields there is a kangaroo in profile beneath sun rays. One shield is part of the Coat of Arms of Melbourne and has a hanging fleece (top left quadrant), whale (top right quadrant), a bull (lower left quadrant) and a three-masted ship (lower right quadrant). The other shield is part of the Coat of Arms of the United Kingdom and has three lions passant (top left and lower right quadrants) representing England, a lion rampant (top right quadrant) representing Scotland and a harp (lower left quadrant) representing Ireland. The pennant was part of the collection owned by Helen Veitch when she was a student at the Ballarat Teachers' College in 1948. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. This photograph is a visual record of Mrs. Hallenstein who was President of Royal District Nursing Service (RDNS) from 1967-1974. In February 1970 the Royal District Nursing Service (RDNS) hosted the First International Congress on Domiciliary Nursing and, as President of RDNS, Mrs. Hallenstein presided over the opening ceremony. Mrs. Hallenstein played an integral roll in the planning and correspondence to the College of Arms, London, which concluded with the Royal District Nursing Service being granted a Coat of Arms in 1970. In 1949 Mrs. D. (Elsa) Hallenstein was elected as a member of the Committee of Management of the Melbourne District Nursing Society (MDNS) and After-Care Hospital, and In 1951 was elected as a member of the Committee of Management, and appointed to the Board of Directors of the Nursing Service Division, of MDNS and After-Care. In 1957 when the Society and After-Care Hospital separated, Mrs. Hallenstein was on the first Committee of Management of the now Melbourne District Nursing Service whose Headquarters was located at 452 St. Kilda Road, Melbourne. In 1962 she was elected as a Vice-President and in 1964 as senior Vice-president of MDNS until 1967 when she became President of the Committee of Management of the now renamed Royal District Nursing Service (RDNS), a role she held until 1974. The Coat of Arms of the Shire of Orbost has been designed in the form of a cross in which five stars are set on a shield. This was typical of those used by many shires and cities throughout Victoria and the Commonwealth. A small crown above the cross indicates the loyalty of the President, Councillors and Ratepayers to the reigning King or Queen. The inner circle of the shield contains four figures, a sheaf of wheat, a factory, a cow, and a ship, which represents the activities of agriculture, fishing, industry and dairying undertaken in the district. Originally part of the Bairnsdale district, Orbost split away as part of the Shire of Tambo in 1882, and became a Shire in its own right as the Shire of Croajingolong on the 30th may 1892. The name changed to the Shire of Orbost on 17 February 1893. Orbost was divided into four ridings on 31st May 1895, they were the North, South, East and Central riding, which was represented by three elected councillors. The Shire coat of arms was on the wall on the right of the front entrance to the building and was removed from the current building when Orbost Shire Council was amalgamated into East Gippsland Shire in 1994.The current building was opened on Friday 28th February 1969 by the Premier of Victoria, The Hon. The Bathurst Class Corvette, fitted out with a range of armaments, was launched in Sydney 1941. The ship began service in Bass Strait in 1941. At the end of the year it called into its namesake city, Warrnambool, where the crew paraded for the public marching eastwards along Timor Street. A gift of books for the ship’s personnel and a plaque bearing the City of Warrnambool’s Coat of Arms were presented to the ship. The ship was involved in evacuating a family of nine from the Dutch East Indies that was later successful in its challenge of Australia’s Immigration Restriction Act (White Australia Polity). The ship had many other appointments around Australia. On 13th September 1947 HMAS Warrnambool was leading a flotilla of minesweepers in northern Queensland’s coastal waters, clearing mines previously laid to defend Australia. The ship hit a mine, which exploded and very quickly sunk the ship. Boats from the nearby ships rescued most of the seamen although one was killed at the time. The survivors were taken by the HMAS Swan II to Darwin, and they went from there to hospitals in Brisbane and Sydney. Three of these men later died from their injuries. A number of items were recovered by Navy divers in 1948 including the ship’s bell and a plaque with Warrnambool’s Coat of Arms. In 1972-75 the wreck was sold and other items were salvaged. This chain was part of the official regalia worn by the Mayor of the City of Sandringham before the amalgamation into Bayside City Council in 1994. The chain was seen as an outward sign of power, authority, and responsibility and was a formal, full-dress type of regalia that was worn by the mayor over their robes at ceremonial functions. The large central drop medallion features the design of the council sea, and the links of the chains are made of cutwork initials of each Mayor. The Sandringham seal was designed by Sans and McDougal had been selected in 1917, by a special committee and its main features are the Sandringham pier and breakwater, with a yacht in full sail as an inset, supported by two dolphins. The motto reads 'Omni Opere' which translates to ‘With all earnestness.’9 carat yellow gold mayoral chain for the City of Sandringham. Consists of two concentric circles of 57 small oval links, with an Australian Coat of Arms as a centrepiece and a large 'drop' medallion of the City of Sandringham seal below. Each oval link is made up of the cutwork initials of a mayor, the surrounding oval border has an inscription above the initials which gives the mayor's name; an inscription below gives dates of office; the earliest is Cr. B.J. Ferdinando 1917-18, and latest is Cr. S.T. Russell 1993-94. The ovals are surrounded by decorative scrolls and are joined by small curb chains. The outer circle contains 31 links, while the inner contains 26. On both shoulders sit decorative bars, joining the front of the chain to the back. The main medallion has an oval central panel that features the coloured Sandringham seal in enamel depicting two sailboats in the water, a pier protruding from the left, a coastline on the right with two pine trees. Above the scene are decorative triangles in light blue and yellow, above which is another section in dark blue containing a third sailboat. The seal is flanked by two engraved dolphins and above it sits an engraved St Edward's gold crown filled with red enamel. Below the seal, there is a ribbon containing the Latin motto 'OMNI OPERE' which is engraved and filled in dark blue enamel. On 13th September 1947 HMAS Warrnambool was leading a flotilla of minesweepers in northern Queensland’s coastal waters, clearing mines previously laid to defend Australia. The ship hit a mine, which exploded and very quickly sunk the ship. Boats from the nearby ships rescued most of the seamen although one was killed at the time. The survivors were taken by the HMAS Swan II to Darwin, and they went from there to hospitals in Brisbane and Sydney. Three of these men later died from their injuries. A number of items were recovered by Navy divers in 1948 including the ship’s bell and a plaque with Warrnambool’s Coat of Arms. In 1972-75 the wreck was sold and other items were salvaged. In 1995 a memorial plaque was erected in Warrnambool near the RSL. NOTE: The RAN built a second HMAS Warrnambool FCPB204, launched in 1981 and decommissioned in 2005. There was also a steam ship SS Warrnambool built in London 1892 and broken up in 1926. The family was threatened with deportation and made the first successful appeal to High Court regarding that Act. This photograph was taken at the scene of the wreck of the HMAS Warrnambool J202 on September 13th 1947. The photographer has captured the ship as it sinks at sea, with, it seems, crew still on board.. The HMAS Warrnambool J202 was commissioned by the Royal Australian Navy for use as a minesweeper during World War II. At the end of the year it called into its namesake city, Warrnambool, where the crew paraded for the public marching eastwards along Timor Street. A gift of books for the ship’s personnel and a plaque bearing the City of Warrnambool’s Coat of Arms were presented to the ship. The ship was involved in evacuating a family of nine from the Dutch East Indies that was later successful in its challenge of Australia’s Immigration Restriction Act (White Australia Polity). The ship had many other appointments around Australia.
