A company director, he was elected to Council in August 1973. His first term as Mayor began in August 1976. When Cr Wallinga was re-elected Mayor in 1980-1, he was also the newly elected President of Kew Lions Club. During his two mayoral terms, Cr Wallinga attended many functions representing the City of Kew, opening events, presenting awards and leading the Council in decision-making. When he retired from Council in 1982, he continued to live in Sackville Street until January 1992, when he moved to Mitcham. Fountain Head Brewery Armstrong's. Part of a collection of Photographs by Mr. O.G. Armstrong as commissioned by the Shire of Stawell for the Inter-colonial and Paris Exhibition in Melbourne in 1866. The brewery, a three-storey high building, was established close to two streams which joined the Concongella Creek near Armstrong, although the water required to run the brewery was obtained from a natural underground spring which is still visible. Further findings of Gold in Victoria around 1859-1860 brought a large rush of miners to the area. Some stayed on to become merchants, farmers, etc. Jens Kofoed, a shipwright from the Netherlands, was one who came to the area at this time. He and his family move to Armstrong in 1860, establishing the Fountain Head Brewery, which employed quite a number of people for about 40 years. stawell industry

Carnival (Dutch: Carnaval) is an important annual event heralding Lent in the southern provinces of The Netherlands, with each village often having its own "Carnavalsclub" and traditions. Many Dutch immigrantsg from the southern provinces have continued this tradition and formed their regional Carnavals Clubs in Australia. Each club has its own colourful uniforms, including specific hats. There are potentially three types of hats: A formal hat for official events, a work hat for use during normal club nights and for those members lucky enough to be chosen for a year as the "Prince" of the club, a Prince's Hat. Dutch Carnival is primarily a festival celebrating human folly which is why the hats are like jesters' caps. "Carnaval" comes with a rich tradition of ridiculing people and institutions of authority, and so, for instance, the "Prince" is saluted with military salutes which are performed the wrong way round, to the great merriment of onlookers. Special songs celebrating the foolishness of people in high places, such as politicians, are composed each year for "Carnaval". The Vliet is a canal in the western Netherlands, in the province of South Holland. It starts at the Oude Rijn at Leiden and joins the Delfshavense Schie canal at Delft. Places along its banks include Voorschoten, Leidschendam, Voorburg, The Hague and Rijswijk. The canal was dug in 47 AD under command of Roman general Corbulo, who wished to connect the river Rhine, of which the current Oude Rijn stream in Roman times was the main branch, to the Meuse estuary. It is unclear what the canal's trajectory was beyond the current city of Delft; the Delfshavense Schie canal, which connects Delft to the Nieuwe Maas river was not dug until 1389. In the Middle Ages the Vliet was an important trade link that attracted all kinds of trade, as it flowed through the heart of the County of Holland. Windmills have been constructed alongside the Vliet, including the completely renovated mill 'De salamander' in Leidschendam. The Vliet area was particularly attractive among richer families, who built their mansions along its banks.An historic small town scene etched (or possibly printed) on thin metal and subsequently fastened to a plywood backing. The delicately presented scene is said to show the intersection of Old Church Street and the Vliet Canal bridge in Voorburg, as well as a section of wharf. On the canal are one large and two much smaller vessels. A very tall crane-like construction arises from the wharf to the roof of waterside buildings. The people are soberly dressed in possibly 17th or 18th century costumes.On the reverse has been written: "Oude Kerkstraat Brug over de Vliet Voorburg". Photos of plaques at the base of trees at the Shrine of Remembrance. One is of the Lone Pine planted from by Legacy from the seeds of a cone from Gallipoli and planted by Legatee Stan Savige in 1933 in remembrance of fallen comrades of the 24th Battalion. The plaque is in the form of the red and white diamond badge of the 24th Battalion. This tree had to be removed in 2012 due to its age had led to safety concerns. Also a plaque from the Olive tree of peace planted by Legatee Frank Doolan in 1973 which was the 50th anniversary of Legacy. Other trees were for Netherlands' Service Personnel, and the 18th squadron NEI-RAAF Forces Association, and the fallen comrades of the RAAF Beaufort squadrons. There is also a tree for the 'Carry On' Club of Victoria. These photos were taken at the same time as views of the Legacy Garden and photos of the man and donkey statue at the Shrine of Remembrance. Believed to be late 1980s when the garden was renamed for Legacy, and before 1998 when the statue of the Widow and Children was installed.
