The first controls over the production and distribution of products in Australia were introduced in 1940, partly due to disruption of shipping. In 1942, after Japan entered the War, comprehensive rationing was introduced to manage shortages and control civilian consumption. After the War, rationing was gradually phased out. Clothing rationing was abolished on 24 June1948. The last rationed product was tea, which ended in July 1950.Many young men from the City of Moorabbin volunteered for active service during WW2 .The market gardeners had to manage their farms with reduced labour. They were commissioned by the famous London hat retailer “Lock & Co” to invent a close-fitting, low-crowned hat for their customer Mr. Edward Coke. It would be sturdy and not easily knocked or blown off the wearer’s head. The difference between a Bowler hat and a Derby hat is simply that Bowler hats are British, Derby hats are American. The Bowler / Derby hat was devised in London during a time when the top hat was the upper-class men’s hat of choice and the lower social class wore soft, cloth caps. However, the top hat was impractical and inconvenient for those on horseback as it easily toppled over and was easily damaged. Bowler hats were termed “stiff” hats– they were given a coat of shellac in the construction process and therefore never conformed to the shape of the wearers head. While very stiff, the hat is lined in a beautiful, soft silk to ensure comfort. The Bowler hat marked the first middle ground between formality and casual wear. c1900 The Derby hats were very popular for all classes in USA including criminals like Butch Cassidy & Sundance Kid and c1920 many fashionable women also wore them. They lived in Little Lonsdale Street, Melbourne, for some years, where their son James John Clarke Higgins was born in 1850. JAMES JOHN CLARKE HIGGINS moved to Brighton East when he married Ruth Simmonds in 1873. The couple lived on Jasper Rd near the corner of Centre Rd for the rest of their lives, and produced eight children HERBERT JOHN HIGGINS was the sixth child born in 1886, to James John Clarke Higgins and Ruth Simmonds, and grew up in Centre Rd, Brighton East, now Bentleigh. He was renting and working a property on Jasper Rd from the time he was married in 1913 to Victoria Matilda Long, daughter of Charles John Long and Annie Matilda Allnutt. Herbert John bought his property on Jasper Rd in 1921. [Metropolitan Board of works plan 3220, Municipality of Moorabbin, shows that in 1928, Higgins Rd was planned (and probably built soon after). Herbert was a dairyman and market gardener. He bred and milked cows and sold milk, cream, butter and eggs to the locals. He supplied hay/corn to be made into chaff to J L Smith’s produce store. He also leased land from other farmers in the area and helped work their land. c1950 he sold the property in lots, some privately, others to the Municipality. Some lots became part of Hodgson Reserve, Higgins Road, Bentleigh, and another lot, the Bentleigh Bowling Club. Herbert and Victoria, known as Queenie, had five children between 1914 and 1928.
