This folder is contained in a plastic slip-cover and labelled 'Harold Hugh Jeffrey'. The folder itself is padded and covered with a grey suede-like material, featuring a velcro tab to keep it closed, with gold-tipped corners and the emblem of the Official Secretary to the Governor-General embossed in gold on the front. It opens to reveal on the right a laminated certificate appointing Hugh Jeffrey as a member of the Order of Australia, signed by Bill Hayden.
