In 1981 the Shire of Eltham Historical Society was asked by the Victorian Place Names Committee to comment on a proposal by the Shire of Eltham to assign names to parklands in Eltham as follows:- "Eltham Common" - the area between the municipal offices, Main Road, the Eltham railway -line, and Panther Place and containing Shillinglaw Cottage. The Shire has advised that this name has been used locally for the site since about 1975. "Alistair Knox Park" - the area bounded by the Eltham railway -line, Panther Place, Main Road, Bridge Street, and Susan Street, and through which flows the Diamond Creek. The area has been known locally as "Eltham Town Park" The proposed name "Alistair Knox Park" had created some local controversy with a number of reversals of the Council's decision and letters to the local paper both for and against the proposal. The society was reluctant to be drawn into this controversy particularly as there were known to be members with strong views both for and against the proposed name. The society appreciated the work done by Alistair Knox both in the formulation of the park concept and in its development but because of the controversy generated by the proposed naming and also because of the wide general use of the park by the public·, the name Eltham Town Park was felt more appropriate. The society noted that there was no outstanding historical associations with the land comprising the park which would warrant naming the park after any particular person, place or event. No objection was raised to the Eltham Common proposal as set-out above. The decision was made in the knowledge that Alistair Knox had been associated with the society over many years and was a prominent figure in the recent history of Eltham. He was regarded as a key figure in the environmental building movement and in particular was renowned for his use of mud bricks as a building material. He served as a councillor of the Shire of Eltham from 1971-1975, his final year as Shire President. It was during these years that the proposals to create the park in its present form were shaped and Alistair played a leading part in the decision to make it a landscaped passive recreational park rather than a sporting area. The parklands comprise a section of the Diamond Creek valley. The creek itself flows through the centre of the area which is overlooked by steep hills on each side. The parks form part of the land purchased from the Crown in 1851 by J.M. Holloway and then subdivided into allotments and called "Little Eltham". While most of the area was subdivided into residential lots the creek valley was subdivided into lots suitable for small farms. Some further subdivision took place over the years and the whole of the parks now comprises eight separate titles. A list of some of the former owners has been compiled but exhaustive research on all owners has not been carried out. The ownership of one parcel has been traced back to when it was purchased from Holloway by John Hicks Petty in 1874, long after it was subdivided. Other families owning land within the area over the years included Lyon, Rees, Clark, Waterfall, Carrucan, Graham, Hill and Morant. The character of the valley area has remained rural while development occurred on each side. Early photos show the area as orchard and grazing land. In 1901 the railway was constructed through the area resulting in the timber trestle bridge across the Diamond Creek. which is an important feature of the park landscape. A memorial obelisk to the Eltham servicemen killed in World War 1 was erected at the south eastern corner of the park. The site is now within the intersection of Main Road and Bridge Street and the memorial was shifted in the 1950s to the Eltham R.S.L. clubrooms. Following the financial failure of the local sub-branch, the memorial obelisk was again relocated to the Eltham War Memorial building precinct in 2011. During the early 1960's the Council started purchasing the land which now comprises the parks. In the late 1960's the area to the east of the Diamond Creek was used as a garbage tip and filled above the flood plain of the creek. When this area was filled the tip was transferred to the west side of the creek. From the early 1970's the area has been progressively developed as a park for passive recreation with ornamental lakes, extensive tree planting and landscaping. The character of the valley before the days of the tip has been recreated and this has earned a Landscape classification from the National Trust, an unusual honour for a man-made landscape. The parks are not only attractive in appearance. Kids of all ages enjoy the Miniature Railway. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p163 On Sundays in Eltham thousands of children, mums, dads and grandparents can be seen travelling around Lower Eltham Park in tiny trains. They are among the two and half million passengers who have travelled on the Diamond Valley Railway since it officially began in 1961. The miniature railway originally operated from the 1940s at Chelsworth Park, Ivanhoe, until flooding caused it to be moved to the Eltham Lower Park in 1959. The railway is modelled on the 1920s era – the heyday of passenger rail travel – and the trains are built on a scale of two inches to the foot (1/6). Although not exact replicas, trains include models of the Spirit of Progress, Puffing Billy, The Overland, Dog Boxes, Vic Rail S class, G class and a NSW 81 Class. The three and a half kilometres of track is set amongst native plants and picnic areas. A friendly hoot or the clang of a bell occasionally punctuates the tranquillity as a train emerges from a treed bend with passengers excitedly waving to onlookers. For $3 the train takes you on a 13-minute two-kilometre ride. Passengers sit in single file in the narrow train, which clatters along tracks built to the scale of the Australian narrow gauge of three feet six inches (1.1m). These are used in Queensland, South Australia, Tasmania and Western Australia. Safety standards are stringently kept. Even before you buy a ticket notices tell you that you must wear closed shoes. You can even borrow these, and you are given a pair of socks for the ride! Blue-overalled volunteers check tickets, see you aboard, and drive the train. They are mainly retired men who can at last devote their time to what little boys dream of – playing with trains. Passengers are instructed in safe behaviour, then the station master waves a white flag and off we go. The guard sits at the back with his whistle and green flag at the ready. The winding track, fringed by native trees and bushes planted by volunteers, stands on crown land managed by Nillumbik Council. The train clatters along the track and crosses a bridge over a drain elevated by name to The Blow Fly Creek. We pass by Meadmore Junction at a speed of three kilometres an hour. Then on through a tunnel, accompanied by squeals of delight, and after a few moments of blackness, light glimmers at the end. On we go, past the original platform, along another route past busy Main Road through Pine Creek Station, over a bridge and through another tunnel with more screams of delight.Then a signal stops us before the ‘all clear’ to return to our original point of departure. The railway services its passengers – the largest number of any miniature railway in Australia – with a fleet including: six diesel locomotives, three steam locomotives, eight sets of passenger cars and one battery electric Dog Box set. Members also privately own 20 locomotives and powered carriage sets as well as four carriage sets.1 All the trains are stored on-site in workshops, sheds and a tunnel. The railway is entirely run by volunteers, so that all ticket money is used for maintenance and extensions, and some goes to local charities. Since 1991, the entire railway has been rebuilt, including an upgraded signalling system. About half of the 120 volunteer members are active with about 35 working each Sunday, and a dozen or so working every Wednesday. Members are trained to positions of station assistant, booking officer, train guard, train driver or signalman. Members construct new carriages and locomotives as well as maintaining track, signalling and rolling stock.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. The Yarra River Footbridge was opened in August 2004 and links the Diamond Creek Trail between the Shire of Nillumbik and City of Manningham. Eltham Town Park was partially constructed on a tip site. The park and lake were landscaped in 1973-1974. As early as late 1980 a proposal to rename it Alistair Knox Park was met with significant community resistance with a petition of 1600 signatures against however Council ultimately pushed the name through in 1987. Many residents continued to call it Eltham Town Park for some years later.
