"The architect of Eltham's new library, Mr Harold Bartett, at the opening of the library last week said: " Decisions to build such cultural builidngs as this with so little money and so many other basic items on the priority list are not taken without long hours of thoughtful debate demanding the wisdom of Solomon, the knowledge of a Moses, the business acumen of a money changer, the tender heart of a Rachael, the couriage of a David and last, but not least, the armour of a centurion." Thus, he described the attributes required in a municipal councillor. Mr Bartlett is a former councillor and is still honorary planner for the shire." H. E. Possibly a picnic for returned servicemen from Gallipoli. This photo was taken in front of the Police Paddocks with the police station on the left. Model T Fords parked with soldiers, drivers and locals resting on the police paddock in front of the Queenstown (St Andrews) station. The RACV Volunteer Motor Corps service during World War One was the reason the organisation was granted its Royal prefix. Automobile Club of Victoria members volunteered their time and vehicles to collect returning soldiers and nurses from ships at Princes Pier, Port Melbourne. Trips were also often arranged for convalescing soldiers to country areas for picnics and to “revive spirits”. The soldiers were also picked up from the Austin Hospital in Heidelberg and Mont Park Military Hospital in Macleod. Queenstown (St Andrews) was a common picnic spot. The Evelyn Observer reported on June 9. 1916 "Some 75 returned soldiers visited Queenstown on Sunday, 28th ult., and were hospitably entertained by local residents who had provided refreshments sufficient for 150. Mr. Milne in an appropriate speech welcomed the soldiers, and Mr. Robison suitably responded.” The photo was reproduced page 108 of “The Diamond Valley Story" by Diane H. At the beginning of the 1930s, when I first began to take any sort of interest in art, I had the natural feeling of youth that anything that had happened thirty to forty years ago was already far down the dark and backward abysm of time. As for today, all that one of my generation can do is to enjoy what is enjoyable and avert one's eyes and close one's ears against the rest. This is the time of life one realizes that distaste, as well as taste can be cultivated. Well, youth repeats itself in each generation and among the young there will always be .some determined and dedicated to the making of new images of the physical world. All artists throughout history have shared this common experience. All have remembered the suddenly-formed friendships, the sketching expeditions and camps, the first exhibitions, the formation of groups, the 'manifestos' - these last to return in later life all too often as embarrassments - but above all, the enthusiasm. 'Bliss was it in that dawn to be alive but to be young was very heaven'. Thus we can be time-travellers back one hundred and six years to that first plein-air camp set up by Roberts, McCubbin and Abrahams on part of David Houston's property at Box Hill. This was indeed the prelude to all that followed: Mentone and the meeting with the young Streeton painting on the rocks, and Heidelberg later.

The subject of this photograph, David Charteris McArthur was the founding manager of the Bank of Australasia in Port Phillip (Melbourne). McArthur was born in 1808 in Gloucester, England, and educated in Scotland. He worked for an insurance firm in Edinburgh where in 1835 he married Caroline nee Wright. McArthur and his family party sailed from the U.K. to arrive in Sydney in October 1835, where he joined the Bank of Australasia when it opened in Sydney in December. McArthur sailed to Melbourne in August 1838 with 3000 pounds in coins, protected by armed guards and two bulldogs, to open the Melbourne branch of the Bank of Australasia. The branch grew quickly, servicing both private and government customers. He opened many branches in the goldfields during the1850’s. In 1862 he was appointed as general inspector of branches. He spent time with the bank in New Zealand. On his return to Melbourne, at age 57, he was put in charge of the entire bank. McArthur lived in the hills of Heidelburg, Melbourne. He was the first chairman of Associated Banks and was advisor to politicians and merchants. He was retired in October 1876 by the London directors and given a free trip to London, an annuity and a seat on the bank’s Advisory Board. McArthur was active in the community, being a member of the Mechanics’ Institute, on the committee that advised Governor Hotham on the Colony’s finances, chairman of the Heidelburg Road Board, one of the original trustees of the Library of Victoria in 1853 and president of trustees of the Public Library, Museums and National Gallery of Victoria in 1880-83. He was also on many other community organisations. He died in his home “Charterisville” in East Ivanhoe in 1887. He and Caroline had no children. The Melbourne branch of Australia and New Zealand Bank has a portrait of McArthur in its boardroom. St John's Church, Heidelberg, commemorates him with a stained-glass window entitled 'King David'. The McArthur Gallery in the National Gallery of Victoria is also named after him. (David's brother, Donald, moved from Sydney to Melbourne in 1836 with the first government survey team.) ABOUT THE BANK OF AUSTRALASIA In 1836 the Bank of Australasia was established in London by Royal Charter. In 1951 the bank merged with the Union Bank of Australia, to form ANZ Bank Limited. In 1970 it merged with the English, Scottish and Australian Bank to become Australia and New Zealand Banking Group Limited. Since that time the ANZ has acquired other banks and introduced Internet banking and mobile banking. BANK OF AUSTRALASIA IN WARRNAMBOOL The Bank of Australasia first opened in Warrnambool in July 1854 in a building on Merri Street. The manager was Mr Samuel Hannaford. The bank then purchased and moved to a stone building on the corner of Timor and Gibson Streets, previously owned by Cramond and Dickson and almost opposite the Examiner’s office. In January 1957 Mr W.H. Palmer became the new manager and was there until November 1869. The bank then built its own building on the corner of Timor and Kepler Streets in 1859. Mr Basil Spence, the teller, was appointed acting manager in 1869 and Mr H.B. Chomley was the next appointed manager, in April 1873 and was still manager in 1886. The municipality of Warrnambool first banked with the Bank of Australasia from 1856 to April 1857. David Charteris McArthur was the founding manager of the Bank of Australasia. Louis Buvelot ( 1814–1888), born Abram-Louis Buvelot, was a Swiss landscape painter who lived 17 years in Brazil and following 5 years back in Switzerland stayed 23 years in Australia, where he influenced the Heidelberg School of painters. Arriving in Melbourne in February 1865, after leaving the cold of Switzerland, which was impacting on his health, for the warmth of Australia, Buvelot was in business as a photographer in Bourke Street for a year but soon resumed his painting. He lived in Melbourne for a number of years before moving to Fitzroy. The National Gallery of Victoria purchased two of his paintings and he continued painting until his death in 1888. He was buried at the Boroondara Cemetery, where a large monument was erected in his memory. Fernshaw was a rural township 63 km northeast of Melbourne and 10 km northeast of Healesville. Situated on the Watts River, near where a log had fallen making a convenient crossing, Fernshaw was settled in the 1860s. It provided good country for orchards and berry growing. The location was at the foot of Blacks Spur, with Mounts Juliet and Mondah rising on either side, providing spectacular scenery. There were nearby fern gullies giving rise to the name – ‘shaw’ is old English for thicket or wood. By 1875 Fernshaw had a post office (1865), two hotels, a school (1871), and stores. It was famed for its beauty, attracting tourists. In 1886 the Melbourne and Metropolitan Board of Works began work on the Watts River water catchment scheme – later to become Maroondah – and the Board obtained approval for the catchment country to be reserved and kept free of settlement. The July 1973 appeal's target was $500,000, which with government subsidies aimed to pay for a nine-story building alongside stage one - a combined ten-storey teaching, research and medical centre. The new block was planned to provide the Austin Hospital with 218 additional beds, eight extra operating theartres and a comprehensive range of medical, diagnostic, therapeutic and anciliary services. The Hurstbridge Methodist Church was built in 1925. A vestry was added in c.1949. The Edwardian hall was originally located in Greensborough and moved to Plenty in 1965. It was moved to Hurstbridge in 1985. Hilda Charlotte Foster, 1902 - 1990, was a Double Certified Nurse when, at the age of 35, she successfully applied to the board of the Australian Inland Mission (AIM) to work at an outback field centre in South Australia. Born and raised in suburban Melbourne, she had been inspired by stories told to her by other missionaries about the fulfilment to be gained working amongst Aboriginal communities. Given her religious faith and nursing skills, she believed she could make a difference. She worked in Oodnadatta in South Australia for two years (1937-1939), followed by a stint in Innamincka in New South Wales in 1940 -1942. Before she became a nurse, Hilda Foster trained to be a Sunday School teacher and was a member of the Sunday School Council of Victoria. She completed first aid courses run through the Presbyterian Deaconesses Institute in Carlton, Victoria, and in 1930 successfully applied to become a trainee nurse at the Austin Hospital for Incurables, in Heidelberg. She commenced her training there in 1931, before moving to the Women's Hospital in 1933. In 1934 she had six months at the Fairfield Infectious Diseases Hospital, before returning to the Austin, where she was employed when she sat her final exams in November 1934. Her combined skills made her a most attractive option for the Australian Inland Mission.
