Booklet, 25 years of Melbourne Legacy (H57)
A succinct account of the work of Melbourne Legacy to mark their first 25 years of service. Compare with 00936 which dealt with the first 21 years. By 1948 11,255 families and 27,747 children had been cared for at a total cost of ninety seven thousand, nine hundred and fifty five pounds. The major expenditure was on Residences such as Holmbush which accounted for 30% of the money. ESCo Employee Hours Work Record book that has been used by an ESCo/SEC inspector, H. P. James as a record / note book for his personal collection or papers or journal titled "Out of the Past". Book sewn with string in 36 page sections, blank end papers, board covers with stipple paper out sides and Rexene cloth binding. Comprising plain paper end papers and 104 printed pages (52 leaves), with each sheet printed in black on feint ruled paper for recording the hours worked and other details of drivers and conductors employed by ESCo. Printed for daily use, with Day and date page headings - made out for the 1930's. Images: Book - i1 Inside front cover - i2 Members Certificate - i3 Has been used to gather mementos such as photos, articles, newspaper clippings, letters and other miscellaneous documents on Ballarat local history. Newspaper cuttings etc often have side notes written by Mr. James. Inside front cover has certificate recording Mr. James membership to the Ballarat Historical Society for 1940. Receipt signed by Edward Crimmins. Also a newspaper cutting on the cost of pensions to Lord Nelson's family. On facing page a photo of Queen Elizabeth, a printer colour cover or sheet about Walt Disney's "Pinocchio", a newspaper cutting regarding Father's Day and a black and white photograph of a young girl in a hospital carriage being pushed by a man. Pages numbered odd numbers only in the top right hand corner in pencil. Primary items are: 1 - Coloured cover to a writing tablet, titled "Australian Birds". Currency - Commonwealth of Australia War Savings Certificate 1 pound, 20 Aug 1941
Olive Commonwealth of Australia-issued War Saving Certificate of One Pound face value. The expiration date (27 August 1948) has been handwritten into the appropriate space at the top of the certificate, while the original issue date, 27 August 1941 is filled in by hand. The note's individual serial number, F 195972, appears twice on the face. The certificate was issued at Whittlesea and contains the signature of "J C Gibbs". The Chinese School was attached/run by the Town Mission. "THE CHINESE SUNDAY SCHOOL . The opening services of the newly erected Chinese Sunday school building in connection with the Town Mission, were brought to a close on Monday night by a tea and public meeting, held in the Mission Hall. The now building, which presents a very nice appearance, and is an improvement to that part of the Main road, was erected at a cost of £95 ; Mr H. R. Caselli acting as honorary architect, kindly prepared plans, etc. A new front fence was erected at a cost of £l6, which, with all other expenses, amounted to £126 3s 6d. Previously to the present effort collections and subscriptions were obtained as follow; —Mr Burnett's service, £l8 11s 5d; Chinese Sunday school anniversary, £9 16s 10d; concert on Easter Monday, £8 15s; Phoenix Foundry, per Mr Pethard, £7; sub scriptions, £23 8s 6d, leaving a debtor balance of £57 7s 9d. The. collections on Sunday were good. Mr Lee Young, of the Chinese store, Main road, kindly gave the tea, whioh was a valuable donation. The proceeds of the tea meeting will be about £l0. The building was prettily decorated by Mr Chessell, Mrs King Hook, and the gir!s.connected with the sohool. Mr Moorshead, the caterer, gave all the school children tea gratis- Mrs Lee Young, Miss Emma Lee Young. Miss G. Kay, Miss J. Hong Gong, Mrs King Hook, Mrs Stoneman, and Mrs Pethard waited at tables. Mr M. D. Morgan presided at the public meeting in the Mission Hall, and was supported platform by the Mayor of Ballarat East, the Revs. J. White, J. J. Perrin, and E. Turner, who delivered excellent and suitable speeches; but previously, however, offers of donations - to clear off the debt were made by Mr D. Ham, £10; the chairman, £5; Mr and Mrs Whitrick, £2 17s; a number of donors of £1 each, and less sums, which, with the collec tions, amounted to £58 16s 7d. This sum, with the sale of the cottage.on the ground, clears the debt, and leaves the com mittee a few pounds in hand towards lining and seating the building. A pleas ing feature in the meeting was the hearty giving of several Chinese Christians, including Mr Le Young; also singing by the Chinese chil dren, led by Mr Pethard. When the result was made known tbe whole, meeting stood and sang —“ Praise God from whom all blessings flow," for the success in having the place opened free of debt. Votes of thanks were passed to Mr Caselli, and all who took part in the effort: and one of the happiest meetings ever hold by the mission was brought to a close by again singing the doxology and the benediction." Edna Barrie handwritten notes – copied 18th October 2013 web The early story of the Wesleyan Methodist Church in Victoria At Melton between Bal [Ballarat] and Melb [Melbourne] was introduced by the Revd Wlm Blamires in 1862 ably seconded by the late Mrs Westlake (afterwards Mrs Spargo). Mr J James, the active and indefatigable Revd Eb Taylor and such workers as Atkinson Corr and Ferris. Mawson and John Dare 1867 the foundation stone of the present church was laid. Revd D Waugh 1867. Melton and Toolern Vale have benefited by the generous help of Mr J Browne esquire of White Hills Station Diggers Rest and are now comprised in the Sunshine Circuit. Written at a later date – Wesleyan 16-4-1867 then Methodist 3-10-1867. Bluestone building cost Lsd 350-13-6. Seating 40 pounds Rev Ken Moore Methodist opened at Brooklyn Rd Melton South c1940 closed c 1972. Timber Church shifted from Staughton Vale, prior to this Services held in Victoria Hall Melton South. The source of the information – ? and date notes were made On the Chart outlining Melton Churches the following additional notes- At opening (nil Plaster, nil ceiling) Slate roof. Closed 1910-1911- most likely from 1867 Express My research - Melton Express noted 15th Aug 1939 porch added to Church at Melton South making the date earlier than 1940. Photographs taken when the building was being used as the UC Opp Shop and demolition of the building showing the porch. Charles Ernest Barrie was prominent in the life of the Methodist Church and established a thriving Sunday School. He built the Chaff Mills at Melton South in 1900. In 1910 he sold the Mill to Glover Onians and moved to a farm at Trundle NSW, where he lived for about a year. In May 1911 he purchased “Darlingsford” in Melton when it came on the market. The address Elizabeth St Moonee Ponds appears in the family records during this period and during WW 1 they also lived at Ascot Vale where the Lang parents lived. On returning after the war to Melton to occupy the Darlingsford house, which had been occupied by a caretaker. The family joined the Presbyterian Church. Evidenced in the Church Minute Book. 1920 What happened to the Methodist Church between 1910 – 1920? How long did it exist while in the Bluestone building in Palmerston St (Heritage listed 2008) When did the church commence in Victoria Hall? Built 1910 on land donated by C E Barrie. I attended the Methodist Church Melton Sth when monthly services were held in the afternoons. The poster includes a cartoon by Arthur Jordan, with a conversation between an ailing man and a good man after baths visits. There are several reviews dating from 1906 to 1908 extolling the healing powers of the baths' waters. In February 1877 a Baths Company (1050 shares) was formed in the town of Warrnambool for the establishment of the baths at the south end of Gillies Street. The baths were filled with sea water from Lady Bay, originally pumped by a windmill situated near the current Surf Lifesaving Club and carried by iron pipes to the Public Baths; later the water was pumped by gas motor. Hot and cold fresh water baths were advertised. The gentlemen’s bath was 100 feet long and 50 feet wide, of graduating depth. A second bath, solely for ladies, was 60 feet long by 30 feet wide. Hot Sea-water Baths were also part of the institution, and were sought after for their ‘wonderful curative powers’, and ‘incomparable’ as a ‘tonic for the feeble’. In June 1881 the Hot Sea Baths were opened, and both hot and cold water baths were supplied at reasonable charges. Patrons came from near and far to receive the benefits. The manager of the Baths was J. Kirkpatrick. The Baths Company struggled for several years without success so in 1883 the baths were sold to the Borough Council for 1250 pounds. The original shareholders received nothing for their outlay; the overdraught was over the sale price. In May 1884 the Council announced that an estimated they has spent 1000 pounds in improving the baths since purchasing them and were now returning an income of 11 per cent. The poster promotes the healing powers of the hot sea water baths that were in use in Warrnambool in the late 19th century through to the early 20th century. The baths were a place for fitness, health and social activity, an example of the recreational activities during this period.Poster, black and white, mounted on card. The cartoon was sketched by Arthur Jordan. The poster was printed by The Thompson Printing Co. Warrnambool. In 1885 he bought the freehold in the Great Land Sale for 780 pounds.12 shillings and 8 pence and then carried out extensive renovations. The double storied addition was added in 1893. The hotel continued under various licensees until it burned down in 1977 under the name "Fishermen's Arms". The foundation stone for the new church was laid by the then Prime Minister, Mr R G Menzies, in 1953. The tender of 13,300 pounds submitted by Mr R S Grills was accepted in 1952. Work was completed in November 1958. The cost of the carpets was met by the Ladies' Guild and the windows in the children's chapel were given in memory of the Rev T W Leggatt by members of his family. Book - Book - Prospectus, Working Men's College, Melbourne, Prospectus, 1899 twelfth edition, 1899
Used at School of Mines Ballarat. The Working Men’s College was founded in 1881 by a prominent grazier and philanthropist, The Hon. Francis Ormond, who donated £5000 towards the establishment of the college. The Council of the Melbourne Trades Hall then matched Ormond's initial donation by rallying its members. On 4 June 1887, the college opened in its purpose-built building on the corners of Bowen Street and La Trobe Street in Melbourne, with a gala ceremony. It became the third official provider of higher education in the new Colony of Victoria (the Melbourne Athenaeum was founded in 1839 and the University of Melbourne in 1853). The college was the predecessor to the current-day Royal Melbourne Institute of Technology (RMIT University). Adjoining the college in the 1890s were the Supreme Court of Victoria (later the Melbourne Magistrates' Court) and the Melbourne Gaol - both which are now part of RMIT today. A list of Scholarship Governors and Life Governors is included. The former have donated 250 Pounds Sterling and upwards, the later have donated 20 Pounds and over but less than 250 Pounds Sterling. The Patron of The Working Men's College was His Excellency The Right Honourable Lord Brassey. The President of the Council was Professor W C Kernot. Badge - Legacy Appeal badge, A.J. Parkes, 1966
This Legacy badge is one of a set of badges collected by Dr W R Angus from the organisations in which he was involved. The badge was made by A.J. Parkes of Brisbane, an Australia-wide firm that has been making badges for over a century. The $2' and "£1" (one pound) embossed on the back dates the badge dates the badge to the year 1966 when Australian money was in the process of converting from pounds and pence to decimal currency's dollars and cents. It is interesting to note that the dollar sign "$2" has two vertical lines through the 'S', but the Australian currency sign for a dollar has only one vertical line. The badge may have been produced before the date of decimal conversion, which began on February 14th, 1966. A J Parkes may have ordered the badges before the published use of the dollar symbol. The set of badges is now part of Flagstaff Hill’s comprehensive W.R. Angus Collection, donated by the family of Dr W R Angus, surgeon and oculist. The W.R. Angus Collection: - The W.R. Angus Collection includes historical medical equipment, surgical instruments and material belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) and Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. It includes historical medical and surgical equipment and instruments from the doctors Edward and Thomas Ryan of Nhill, Victoria. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant. He was also Acting House surgeon at the Nhill hospital where their two daughters were born. During World War II He served as a Military Doctor in the Australian Defence Forces. Dr Angus and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later added the part-time Port Medical Officer responsibility and was the last person appointed to that position. Both Dr Angus and his wife were very involved in the local community, including the planning stages of the new Flagstaff Hill and the layout of the gardens there. Dr Angus passed away in March 1970.This badge is significant for connecting Doctor Angus to organisations that he supported. It is also historically significant for representing Australia's conversion to decimal currency. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The Collection includes historical medical objects that date back to the late 1800s.Legacy Appeal badge; an oval-shaped metal and enamel badge, white enamel on gold, with the Legacy symbol of a flaming torch in the centre. It has a vertical stick pin and inscriptions on the back. It was made by A.J. Parks, Brisbane. The badge was given to a donor of $2 (£1 or one pound) to Legacy. Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. Equipment - Standard measure, Mid to late 19th Century
The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995. J & M Ewan History: J&M Ewan was a Melbourne firm that began by selling retail furniture and wholesale ironmongery. They had substantial warehouses situated at the intersection of 81-83 Elizabeth and Little Collins Streets, the business was established by James M Ewan in 1852. Shortly afterwards he went into partnership with William Kerr Thomson and Samuel Renwick. When Ewan died in 1868 his partners carried on and expanded the business under his name J & M Ewan. The business was expanded to provide a retail shop, counting-house and private offices. Wholesale warehouses adjoined these premises at 4, 6 and 10 Little Collins Street, West. This company provided and sold a large and varied amount of imported goods into the colony that consisted of agriculture equipment, building materials, mining items as well as steam engines, tools of all types and marble fireplaces. They also supplied the Bronze measuring containers in the Flagstaff Hill collection and the probability is that these containers were obtained by the local Melbourne authority that monitored weights and measures in the mid to late 19th century. The company grew to employ over 150 people in Melbourne and opened offices at 27 Lombard St London as well as in New Zealand and Fiji. The company also serviced the Mauritius islands and the pacific area with their steamship the Suva and a brig the Shannon, the company ceased trading in 1993. Robert Bate History: Robert Brettell Bate (1782-1847) was born in Stourbridge, England, one of four sons of Overs Bate, a mercer (a dealer in textile fabrics, especially silks, velvet's, and other fine materials)and banker. Bate moved to London, and in 1813 was noticed for his scientific instrument making ability through the authority of the “Clockmakers Company”. Sometime in the year 1813 it was discovered that one Robert Brettell Bate, regarded as a foreigner in London had opened a premises in the Poultry selling area of London. He was a Mathematical Instrument maker selling sundials and other various instruments of the clock making. In 1824, Bate, in preparation for his work on standards and weights, leased larger premises at 20 and 21 Poultry, London, at a rental of four hundred pounds per annum. It was there that Bate produced quality metrological instruments, which afforded him the recognition as one of one of the finest and principal English metrological instrument-makers of the nineteenth century. English standards at this time were generally in a muddle, with local standards varying from shire to shire. On 17 June 1824, an Act of Parliament was passed making a universal range of weights, measures, and lengths for the United Kingdom, and Bate was given the job of crafting many of the metrological artifacts. He was under instruction from the renown physicist Henry Kater F.R.S. (1777-1835) to make standards and to have them deposited in the principal cities throughout the United Kingdom and colonies. Bate experimented with tin-copper alloys to find the best combination for these items and by October 1824, he had provided Kater with prototypes to test troy and avoirdupois pounds, and samples with which to divide the troy into grams. Bate also cast the standard for the bushel, and by February 1825, had provided all the standards required of him by the Exchequer, Guildhalls of Edinburgh, and Dublin. In 1824, he also made a troy pound standard weight for the United States, which was certified for its accuracy by Kater and deposited with the US Mint in 1827. Kater, in his address to the Royal Society of London, acknowledged Bate's outstanding experimentation and craftsmanship in producing standards of weights, measures, and lengths. An example of a dry Bronze measuring container made specifically for J & M Ewan by possibly the most important makers of measurement artefacts that gives us today a snapshot of how imperial weights and measures were used and how a standard of measurement for merchants was developed in the Australian colonies based on the Imperial British measurement system. The container has social significance as an item retailed by J & M Ewan and used in Victoria by the authorities who were given legal responsibility to ensure that wholesalers and retailers of dry goods sold in Victoria were correct. The container was a legal standard measure so was also used to test merchants containers to ensure that their distribution of dry goods to a customer was correct.Maker Possibly Robert Brettell Blake or De Grave, Short & Co Ltd both of LondonContainer bronze round shape for measuring dry quantities has brass handles & is a 'half-bushel' measurement"IMPERIAL STANDARD HALF BUSHEL" engraved around the top of the container. W. Thorne architect of Albury designed the library building and the plan was approved in June 1915 The building contractor was J. W. Cochrane of Albury. The land was purchased from Mr. Walter Huon. On the 28th July 1915 the Shire President, Councillor Beardmore, laid the foundation stone for the building that would become the Wodonga Public Library. Almost 12 months later, on the 8th March 1916, the library was officially opened. It was the pride of Wodonga. The Shire Council closed their doors for a brief period so that all staff could attend the opening and the teachers and children of the local schools also attended. Councillor Beardmore declared that “it was an asset that would return a profit- not in pounds and shillings and pence but in the development and furnishing of the minds and lives of our young people”. It was known as the Beardmore Library. The Wodonga Athenaeum, in an out of the way location, had closed in 1914 after continuing reports of a lack of funds and the proceeds of the sale of the building went towards the building of the new library. In 1915 the library building committee started to put together a building fund for a new library. The library, situated at 78 High Street, was funded almost exclusively by the public. The books from the Athenaeum were presented to the library committee at the opening in 1916. The new library was both a place for education and recreation, a communal space to socialise, which also boasted a billiards room downstairs. In March 1970 construction of a new Civic Centre which included a library began in Wodonga. WIth its completion the following year, the original library was closed down. The building was vacant for some time and deteriorated badly. It was later purchased by Peter Middleton, who extensively restored the building. It is now the home of Middleton's Carpets.These images have local significance as they document an important building in Wodonga.2 photos - one black and white and one in colour of the same brick building. The poster advertises these Swimming Baths as “the most complete in the Southern Hemisphere”. In February 1877 a Baths Company (1050 shares) was formed in the town of Warrnambool for the establishment of the baths at the south end of Gillies Street. The baths were filled with sea water from Lady Bay, originally pumped by a windmill situated near the current Surf Lifesaving Club and carried by iron pipes to the Public Baths; later the water was pumped by a gas motor. Hot and cold fresh water baths were advertised. The gentlemen’s bath was 100 feet long and 50 feet wide, of graduating depth. A second bath, solely for ladies, was 60 feet long by 30 feet wide. Hot Sea water Baths were also part of the institution, and were sought after for their ‘wonderful curative powers’, and ‘incomparable’ as a ‘tonic for the feeble’. In June 1881 the Hot Sea Baths were opened, and both hot and cold water baths were supplied at reasonable charges. Patrons came from near and far to receive the benefits. The manager of the Baths was J. Kirkpatrick. The Baths Company struggled for several years without success, so in 1883 the baths were sold to the Borough Council for 1250 pounds. The original shareholders received nothing for their outlay; the overdraught was over the sale price. In May 1884 the Council announced that an estimated they has spent 1000 pounds in improving the baths since purchasing them and were now returning an income of 11 per cent. Historically significant to Warrnambool and the recreational facilities available in the 1880s to 1900s.
