Seated behind him are Dr Leslie Koadlow AO (1920-2006) and Mrs Kathleen Gervasoni, Mayoress of Kew, among others (partially obscured). An article pertaining to the event (along with several other photos) appears on page 1 (the cover page) and page 3 of the Vol. 11, December 1978 issue of the Rheumatism and Arthritis Association of Victoria's quarterly newsletter, News Review. In the article, it is reported that the Mayor, Cr. Gervasoni, unveiled the plaque and officially opened Action House, while the Mayoress, Mrs. Gervasoni, officially opened the fete and Christmas Family Fun Day. Norm served on the Committee of the Sub Branch from 1985 to 2003, he was Treasurer from 1989 to 2003.
