Sir Edward Mitchell was the chairman of the Edward Wilson trust, which enabled the building of the Braille Library during a time of great economic turbulence due to the last months of World War 1. This commemorative trowel was given to him in thanks for his (and the trust's support) of the project, which would ultimately provide a great resource to blinded soldiers who were prepared and able to learn Braille. Sir Henry de Castres Kellett (1851-1924) the son of a hereditary baronet, was born at Mt Gambier, South Australia in 1851. His English title had been created in Ireland in 1801, but the family was originally Norman with the later branches living in England and Ireland. Sir Henry Kellett assumed the title in 1906. Henry Kellett was a prominent Kew retailer, continuing his father’s newspaper and stationery business in Bulleen Road (now High Street). At various stages, he also acted as an insurance, postal and real estate agent. He lived in Walpole Street and later at Lota Begg (now demolished) in Westbrook Street, East Kew. In 1884, Henry Kellett was elected to the Kew Borough Council and served for 40 years; a remarkable example of public service. He was elected Mayor for a single term in 1888-9. Sir Henry de Castres Kellett died in St George’s Hospital in 1924 following a tragic car accident in Cotham Road, Kew while on Council business. The vehicle, in which he was travelling with fellow councillors and the Town Clerk, collided with a tram. The original Hall Braille writer was modelled on the typewriter and was the first successful mechanical point writer. Frank Haven Hall, Superintendent of the Illinois Institution for the Blind, introduced his invention to the public on 27 May, 1892 at Jacksonville, Illinois. It was manufactured by Harrison and Seifried, Chicago, ca 1892. The carriage moves one space to the left as the keys are released. The styli in the embossing heads are controlled by the keys as are the bars on a typewriter. The styli operate from the back so that letters appear in the normal position for reading. Braille writers enable all dots in a Braille cell to be created simultaneously. This model was found in the Braille and Talking Book Library in South Yarra prior to the staff departure in 2000. In 1967 the site for the Mt Helen Campus was selected and purchased to permit the tertiary division of the Ballarat School of Mines - the Ballarat Institute of Advanced Education (BIAE) to move from the crowded Lydiard Street site, to occupy new accommodation designed for the purpose. The brief given to the campus master planners called for the creation of a modern, attractive, efficient and stimulating concept. It called for careful landscaping and enhancement of the environment, but above all it demanded flexibility for an unpredictable future. During 1974 major new directions were made at Government level quite beyond the scale of change that had been foreseen in 1967. This change was to be that of merging BIAE and the State College of Victoria at Ballarat (formerly Ballarat Teachers' College) into one large new college of broadened scope. By the end of 1974 joint committees representing the still separate, autonomous Councils of the two institutions had agreed on the means of achieving the merger to the extent that a new brief as prepared and given to G.J. Harrison, one of the original master planners who had been chosen to revise the plan to meet the new needs.
