RERVISED STATEMENT OF SIGNIFICANCE, CONTEXT, 2010 What is significant? The 1880 bichromatic brick church and the surrounding site to the title boundaries. How is it significant? The church is architecturally, historically, socially and spiritually significant to the Shire of Nillumbik. Why is it significant? The church is architecturally significant as a finely detailed example of a brick 19th century rural community church, one of only four in the Shire (Criteria E & B). The church is historically significant as an important link with the time when Eltham was a small, insular country settlement. Also for the historical evolution visible in the complex, with the modest 1880s church and larger red brick rear hall from the early 20th century as a reflection of population growth in the area (Criterion A). The church is historically, spiritually and socially significant because it has played, and continues to play, an important part in the spiritual and social life of the community (Criterion G) - Victorian Heritage Register. Shilinglaw Cottage in its original location on Main Road Eltham with the three Mediterranean Cypress trees (“Shillllinglaw trees”) in the garden. Note a fourth pine to the right. This image was taken shortly before its relocation. Believed to be have been taken by John Collins, 17 Oct 1963 as per other images held by the State Library of Victoria Author / Creator: John T Collins 1907-2001 , photographer. J.T. Collins Collection, La Trobe Picture Collection, State Library of Victoria. Shillinglaw Cottage is significant to Eltham’s local history. It is one of the earliest known buildings still in existence. Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is made from hand made bricks laid in a Flemish bond pattern. In the 1960s it was marked for demolition to make way for the construction of new council buildings but a community campaign saved the cottage and it was re-located. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book Shillinglaw Family of Eltham 1660-2007, Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. It is suspected that George Stebbings may have acquired the property from Cochrane in 1874 as it is noted that he had a tenant for a period, James Rossiter, who was the editor for the Evelyn Observer in Kangaroo Ground in 1874 (LATE SHIRE OFFICE AT KANGAROO GROUND (1934, February 16). Photograph of stables at Montsalvat, Eltham. Montsalvat is an artist colony, established by Justus Jorgensen in 1934. It is home to over a dozen buildings, houses and halls set amongst richly established gardens on 48,562 m2 (12 acres) of land (Wikpedia). Situated at 810 Main Road on the corner of John Street. The Church was surrounded by a picket fence and tall pine trees. The Church was built by George Stebbings in the 1850s and is an example of fine craftmanship. Formerly Wesleyan, Methodist then Uniting church; the foundations of the church building were constructed with stone from the walls of the first Eltham State Primary School (No. 209) building which collapsed in 1874 and were purchased by Robert David Taylor. The Reynolds/Prior Photograph Collection, Presented to the Eltham District Historical Society, 14 June 2006 by Ross McDonald. A second copy was also presented to the Andrew Ross Museum, Kangaroo Ground The Reynolds family were early settlers in Research. Reynolds Road is named after this family. The Reynolds/ Prior collection of photographs were taken by Tom Prior, the maternal uncle of Ivy Reynolds, around 1900 and the 60 photos in the album give a fine overview of many of the landmarks of Research and Eltham over 100 years ago. lvy lived in the family home for many years at 106 Thompson Cres Research. Ivy's father, Ernst Richard Reynolds and grandfather, Richard Reynolds, lived at the same address. Ivy's father Richard worked for Mr. Trail on his property in Research. Reynolds Road is named after the family. Mr Tom Prior (wife Eva) worked at the Melbourne zoo. He was very innovative and made his own camera, using the black cloth hood to exclude the light. The photographs are a reminder of the rural nature of Research and Eltham and its rich heritage. This item shows the excavation of the side of a railway track using a pneumatic shovel and a rail mounted truck by two workmen. The period covered was well before State Health and Safety requirements, such as helmets, became law. It also details that the workmen were from European heritage as their head coverings were a handkerchief knotted at each corner. This was typical for workmen of this heritage, others used caps or hats or no head covering at all (the macho male look)The photograph of this item was one of many depicting great achievements and opening up the region. A visual link or time capsule of the 1950s rural/mining sectors clashing with the established rural industriesThis photo depicts the time (1950's) and place (Bogong and Mount Beauty) where construction workers had an immense impact, not only on the physical environment but also on the social and economic development of the Victorian Alps region. The fast expansion of smaller settlements brought about increased pressures on the welfare viability of certain subgroups within the region e.g. farming, droving and commerce (caravan hawkers versus static shops). These changes brought about a heightened awareness by both local and State Governments to upgrade not only facilities within the region but also access to the region. This book is a "snapshot" in time (1950s) detailing life in Australia covering a time when a "man's word and handshake" were his moral and quasi legal bond, and the now relative defunct saying "smoko" (having a "time out" from work for a cigarette and tea or coffee). The book spans an era where the male was still the "head" of the family even though for a majority of families the women took on the many "male only" roles during the World War II period. This shift in the leadership of the family hierarchy is mentioned, so ever slightly, (not to offend the still predominant macho male image) in both rural and city environments. The effects of the war, and later the push for women's emancipation and equality in both family, social, workplace and political areas of life, since this book was published, is now finally resolved. However there are still some sections of the recent migrate population where this male dominance is causing a few problems.The significance of this book is not only because it was donated by Mrs C. Roper ( from the Roper Family, a pioneer Kiewa Valley and surrounding Region family - originally beef cattle graziers) but also a Kiewa Valley resident and family, experiencing the shift in the social and economical life of post World War II rural Australia. The strong heritage link to this region of many families still residing within its boundaries, is a clear affirmation of the bond that the Kiewa Valley and its Regions have upon family unity. This unity within the rural environment is something that is attracting more and more families from sometimes alienating city life.This printed coloured sketched, or painted paper sleeve of the book is freely wrapped over a dark red hard cover. Into the front of the cover is pressed a standing pose of a farmer with long sleeves rolled up over his elbows. Behind him and to the right are what appears to be three sacks of wheat and next to him is a merino sheep. To the left and down are two dogs one with a fox in its jaws. The book contains 240 pages, 300 illustrations in gravure and 25 pictures in full colour. In 2017 known as the Kangaroo Ground Operations Centre a facility for hire managed by the Shire of Nillumbik. On 7 February 2009 (Black Saturday) the CFA Incident Control Centre (ICC) was located here. Described in "Worst of Days: Inside the black Saturday firestorm" by Karen Kissane (access via Google books): "..the ICC is part of a mud brick complex built in the 1980s as an emergency operations centre for several agencies, including the State Emergency Service. It is also home to the headquarters of the CFA's Lower Yarra Group. A small office with a whiteboard would be the incident controller's office throughout the office, but a larger central room, with data projectors, "smart boards" and maps would house the rest of the team.."Statement of Significance From the Victorian Heritage Database (2010) What is significant?
