The gardens enabled the students to sit for examinations for registration by the Pharmacy Board of Victoria. They all had attended the first Industrial Safety and Accident Prevention Course conducted by Melbourne Technical College in 1948. Due to his long service to safety and prevention there is the Harold Greenwood Thomas Lifetime Achievement Award. This is the most prestigious award by the Institute and may be issued to a person who has demonstrated a combination of long term outstanding and influential contribution to the profession in a specific or generalist area of Occupational Health and Safety and Work Health and Safety, where there work has made a major impact on outcomes in Australian workplaces. The Award will be issued once annually, but the board retains the right not to award in any given year, or in special circumstances more than once in a year. It Award is for an individual. Eureka is a significant event in Ballarat's History3 page handwritten document 3pm 3 December. Speak up, Mr Speaker ! Ballarat is calling! 100 years have gone by - Celebrations are at hand.. . but lo! there is no speaker 3 O'clock has past and gone, the official party to open the centenary celebrations of Eureka has not arrived. Of course the programme has been changed so often and so much that a little event like this wouldn't even matter. Only Peter Lalor might mind; he's been waiting since 18 to see this anniversary. He's not even cold but my, is he wet! Time 3.15 pm, still no sign of the elusive meeting and commemoration; only a few stalwarts are waiting now... What Rain! Plenty of it but just then a glimpse of brightness appeared under the western sky. Tho' warming up perhaps Peter's cold .... Its' Ballarat, we know , but are you referring to the weather or public spiritedness. Perhaps there have been too many partisan influences in the great Australian event at Ballarat and the tacit official attitude. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. VIOSH conducted a Certificate Course in Occupational Safety and Health for the Fijian Department of Labour and Industrial Relations in 1996. The course was held in the Government Training Centre Fiji. The group was made up of Labour and Factory Inspectors. Steve Cowley led this program. It was from 23 September to 18 October, 1996. Two students from the course then visited Ballarat. One was Ashok Nath. Collection of exercise books used by E J (Jack) Barker when he attended Footscray Technical School. He studied Diplomas in Electrical Engineering and Mechanical Engineering - three year course - 1942-1944. Prior to this he had attended Williamstown North State School then Williamstown High School. He changed to Footscray Technical School as he was less interested in the academic subjects and more interested in technical subjects. He chose Engineering as it gave access to Diploma Courses and tertiary studies. This enabled him to enter the University of Melbourne and do a Bachelor in Mechanical Engineering - 1945, 1946, and 1947. In 1948 he did a Diploma in Education at Melbourne University. From this path he was able to follow a career in teaching and his first appointment was at the School of Mines in Ballarat, (SMB) 1949. He became the first Vice Principal of SMB in 1960 and then Principal in 1964 to 1976. From 1976 to his retirement in 1987, he was the Foundation Director of Ballarat College of Advanced Education (BCAE).
