WINLATON 1956 - 1993 • Established in 1951 with the name “Winlaton” the property was a children’s home run by the Mission of St James & St John. • By 1953 it was acquired and ran as a state facility under the same name (Winlaton), for female offenders and for girls under protection orders - otherwise known as ‘wards of the state’. • By the time of its closure in 1993, it was operating under the name “Nunawading Youth Residential Centre”, housing both males and females. WINLATON YOUTH TRAINING CENTRE By 1956, the state had constructed a purpose-built facility at Winlaton which would cater for both girls, and young women, who were under either a protection order/ward or who were female juvenile offenders. Some of the juvenile offenders were transferred to Winlaton from other facilities such as Turana, originally called the Royal Park Depot, due to overcrowding, or from convents. With the new facilities Winlaton, supposedly, could offer a separate training, education and treatment regime for those girls or young women who had been admitted under protection orders separately to those who had been committed under a custodial order. With this focus on training and rehabilitation the facility had 3 residential sections, or cottages. A Winlaton “trainee”, showing signs of good behaviour and progress, could be promoted up through any of the 3 cottages and likewise demoted down with bad behaviour. However, by 1957 one of the 3 cottages at Winlaton housed sentenced offenders and wards of state together. A 4th hostel – named ‘Leawarra’ - was added in 1959 which functioned as a reward, or privilege, for residents deemed worthy. Of note, this hostel kept offenders segregated from wards of the state. Juvenile offenders were termed as “trainees” through the Social Welfare Act 1960. By 1985 Winlaton was restricted to only providing programs for young offenders. 'Menin Gate at midnight' was painted by Will Longstaff to commemorate those soldiers with no marked graves on the Western Front during the First World War; also known as 'Ghosts of Menin Gate'. Longstaff attended a ceremony dedicating the Menin Gate memorial to the soldiers of the British empire forces, just outside the town of Ypres, Belgium, on 24 July 1927. The memorial was dedicated to the 350,000 men of the British and Empire forces who had died in battles around Ypres, and bears the names of 55,000 men with no known grave, over 6,000 of whom were Australians. Longstaff was profoundly moved by what he witnessed and that night, unable to sleep, Longstaff returned to Menin Road and later claimed to have had a vision of spirits of the dead rising out of the soil around him. On returning to his studio in London he painted 'Menin Gate at midnight' in a single session. Today 'Menin Gate at midnight' has achieved the status of a national icon. The painting retains its ability to provoke an emotional response and to communicate the scale of the loss of life and the devastation of war. However as people now have a very different understanding of war, the painting serves a slightly different function. Whereas in the past people responded to the painting as it related to the loss of a loved one and their own personal grief, now the painting communicates the loss experienced by a whole generation. The vast number of those who were killed, and the immensity of the damage wrought during the First World War, requires that those who sacrificed their lives should not be forgotten. Longstaff used well-known motifs to trigger emotion. His scarlet poppies are flowers that could be found in the Flanders fields, but they also carry the traditional connotations of shed blood and remembrance; they represent a floral blanket covering the bloodied bodies of unknown soldiers; at the same time, like the paper poppies worn on Remembrance Day, they are a tribute from the living to the dead. The portrayal of the steel-helmeted soldiers rising from the cornfields extends the range of visual emblems used by Longstaff: the plentiful harvest; the harvest of men; the steel-helmeted crosses covering the graves of many soldiers; and the helmeted bayonets raised in cheer and victory.ww1, menin gate, wark vc club -

Two cardboard parts to a printed programme. On one is a posy of violets and the printing: "Programme German Masque Ball, Tuesday 22nd. The second lists 15 dances. Printed by A. Brookley, Printers. Also are the following two articles from Trove: From the Bendigo Advertiser and the Bendigo Independant, Wed 23 Aug 1905: GERMAN MASQUE BALL. The pleasant plan of fancy masque ball, which for nearly 20 years now has been an annual fixture at this season, is always looked forward to with delight. It is got up by the Bendigo Deutcher Verein, in aid of their free library. The function took place last night in the Masonic Hall and was most enjoyable, and all who took part in it were delighted. The hall was tastefully decorated with flags, flowers and ferns. Bockelmann's Band occupied the stage and discoured sweet music. Many of the items on a long programme were of Mr. Bockelmann's own composition, notably the schottische "Bendigo," the waltz 'Como, 'and the waltz "Golden City." By 9 o'clock there were about 80 couples on the floor. Amongst the merry troupe of dancers were youths and maidens in all sorts and descriptions of gay costumes, including flower girls, Japanese lady, German peasant, lily of the valley, Mercia, Geisha girl, French Vivandiere, red dominos, black dominos, "The Last Rose of Summer," rose, sailor girls, gondolier, Pierot, Charles II., Tipperary boy. Toreador, Romeo, Prince Le Var, huntsman, Indian prince, fireman, barristers. jockeys, cricketers, etc. Many of the Iadies were in evening dress, but wore the masque. The arrangements were admirably carried out by the secretarv. Mr. J. D. Khaland, while it would be difficult to find a better M.C. than Mr. J. Armstrong. The dancing was witnessed by a large number of the public, who were accommodated on a temporary gallery at one end of the hall. A small charge was made for their admission, which helped to swell thelibrary funds. An excellent supper, served in Mr. W. C. Dick's best style, was much enjoyed. Produced c. 1910 by The Rose Stereograph co. This colourised photographic postcard shows the exterior of the administrative buildings at Mayday Hills mental hospital with three young boys in the foreground. This postcard forms part of the extensive Rose Series. (P. 4689) of postcards being produced by the Rose Stereograph co. which depicted landmarks from across Australia. Despite the early date attributed to this image, according to Walsh dates from this series place the postcards being produced typically between 1920-54. Mayday Hills Hospital, then known as the Beechworth Lunatic Asylum was constructed between 1864-67 designed by The Public Works Department. The hospital is made up of a number of buildings, landscaping, ha-ha, workshops, laundry, administrative facilities and farmland, it was constructed in 'Italianate' style by a team of up to two hundred and fifty workers (Woods p. 122). The asylum was established in response to the need for the regional shire to locally care for those particularly affected by their time working the Ovens goldfield during the Indigo Shire gold rush era where poor living conditions and isolation were significantly affecting the welfare of a great many people through poverty and lack of resources. The gaol and orphan labour systems were not able to effectively support to give housing, rehabilitation and ongoing care for the mentally ill, and transporting to Melbourne by waggon was a time consuming and counter-productive solution when the metro facilities were already overcrowded. According to Woods (A Titan's Field p. 122), between 1901 and 1911 a large percentage (thirty five percent in 1901 and twenty four in 1911) of the Beechworth population were either patients or inmates of Beechworth institutions, Mayday Hills accounted for some six hundred and seventy four patients in 1901, Beechworth's Mayday Hills was chosen as the site of Victoria's newest asylum, at the time, due to the landscape and altitude. The hilltop atmosphere and the native fauna, it was argued, would assist in the cure of the patients kept at the hospital (Wood 1985, 122). The positioning of the hospital had a beneficial effect on the rural town and the large volume of people living at the hospital and contributing to this population growth is counted as reason for the survival of Beechworth as a regional township. Mayday Hills continued to function as a mental hospital up until 1995 when it was sold to LaTrobe university. The building and grounds are listed on the Victorian Heritage Register under criterion A, B, D, E and F. The building and grounds are listed on the Victorian Heritage Register under criterion A, B, D, E and F.These photographs give a good indication of the ongoing use of Mayday Hills from its original establishment in the 1860's through to almost one hundred years later when these photographs were taken. The clarity of the images combined with the style and make of the cars in the foreground give a good indication of the time period and show the continued use and need for the facility over the years. The monument with time capsule was established by the Shire of Eltham Historical Society to commemorate Victoria’s 150th anniversary and mark the former location of the Eltham Town Centre, which existed along this section of Main Road, then known as Maria Street. The unveiling was conducted 10 November 1985 by Cr. Mary Grant (Shire President). The monument was constructed with a concrete base and the main feature is an old tyring plate or disc. The Time Capsule Ceremony involved lowering the sealed time capsule into place, bolting down its container lid and then concreting over the lid. The capsule contains items relating to present day (1985) Eltham and its people including a video film made by Joh Ebeli and also details of families and organizations who have contributed to construction of the monument. It is to be opened in the year 2035. The Society received an excellent response from local people, firms and organizations by way of assistance with this project. Graham Beyer, who originated the project, arranged many of the donations. He and his firm, Package Handling Equipment, donated the time capsule itself and carried out fabrication of sections of the monument. The design of the monument was adapted by Graham Beyer from drawings by Joh Ebeli. Charmac Industries donated the container for the time capsule and a cast gun metal name plate for the monument. BMG Concrete donated concrete for the base which was constructed by Caridi Construction Company. Northbourne Garden Supplies donated materials for the paving around the monument. Robert Becker from Eltham Apex directed construction of the paving by Society members. Terry Hutchinson donated the use of his crane to lift the tyring disc into place. Financial contributions were also made by the Eltham Chamber of Commerce and the Rotary Club of Eltham. In 1987 in commemoration of the Society’s 20th Anniversary, Joh Ebeli suggested the commissioning of a plaque to be added which explains the functions of the various items used in the Society’s Victorian 150th Anniversary Monument and this was unveiled by its designer, Joh Ebeli, on October 10, 1987. Circa 2010-2012 the monument was damaged through vandalism. The mounts for the ring had been broken. Document, Why I founded the Somers Camp, 1933
A typed reprint of an article that appeared in The Herald. It is an account of the founding of Somers Camp by Lord Somers. The camp began in 1921 when the Duke of York started a summer camp for boys at Littlestone Aerodrome in England. It was an experiment in bringing together boys from different walks of life to encourage understanding and mutual appreciation of each other. While Lord Somers was Governor of Victoria he started a similar camp here with equal success. Part of the text: "Our aim is to change and improve the mental attitude of the boys to each other — to beget a state of mind in which the two sets merge in each other. As the period of the Camp is short — only one week — every effort is made to give the boys full scope for recreation and play. We do not wish to give them a busman's holiday and saddle them with numerous domestic duties, and so they are free of nearly all these, and can devote the whole of their time to themselves. We wish, too, to give them absolute freedom, with as little hampering discipline as possible, and so long as the simple rules of the Camp, such as punctuality at meals and so on are observed, they can do what they like. The Group Leaders take charge of the organised sports, and as each group is composed of boys from both school and workshop, unity is preserved. Superficial differences in worldly pros perity vanish at the Camp; you can't tell one from t'other; a feeling of comradeship in a common life manifests itself; a spirit of loyalty to each other, and to the ideals behind the camp quickly emerges; artificial barriers tumble down, and we are all one, That, in brief, is the spirit of the Camp. But, of course, that is not the beginning and end of it, for if it were, the benefit would be merely temporary, and the effects would pass off. And so I come to the other and, to my mind, the more important function of the movement which finds expression in what we call the Power House. The Power House is a continuation of the Camp. Every boy who attends the Camp becomes automatically a member of the Power House. The Camp is the Open Sesame to the Power House, and whereas in the Camp the boy has merely enjoyed himself, when he graduates to the Power House he begins to imbibe the spirit of service and to learn that he has responsibilities, both to himself and to others. .1 The Preferred In-House Option (PIHO) proposes to meet the full requirements of the Request for Tender (RFT) by disestablishing Army Survey Regiment and establishing a new organisation which they have named the Defence Topographic Support Establishment (DTSE). It is proposed to locate the DTSE at Bendigo in the GFE facilities offered by the Commonwealth. The DTSE will be staffed by 140 Defence civilians, principally sourced from ex-RASvy members transferring to the Public Service under the provisions of Section 81B of the Public Service Act. Any existing civilian members excess to DTSE requirements are proposed to be managed within the terms and conditions of the Australian Public Service Redeployment and Retirement (Redundancy) Award 1987. Military members who elect to remain in the Service will be subject to redeployment or retraining in accordance with Service requirements. .2 Proposed re-organisation of Product Construction Squadron (PCS). Due to the transfer of Image and capture Sections to Digital Acquisition Squadron wef Jan 1995 it has been necessary to review the structure of those elements remaining within PCS. The review highlighted that there was an imbalance between Mapping and Digital products Troops. This could only be resolved by collapsing these two Troops into one single production element. This would halve the senior administrative personnel needed thus allowing them to be employed in other higher priority technical areas. The proposed restructure of PCS is outlined in Annex A with redundant personnel listed in Annex B. The combined Troop is to be designated "Construction Troop" and comprises 1 Offr and 69 ORs. The role of this Tp would be to perform all digital production. It is further divided into small and Large Format Sections. This division is functionally based and reflects the hardware and software configurations now resident within the Sqn post system upgrade. .3 During the transition period leading to full implementation of the PHIO, the Army Svy Regt and DTSE (later ATSE) will at times operate concurrently whilst Army Svy Regt scales down production and progressively transfers all technical functions to DTSE. army Svy Regt and 4 Fd Svy Sqn will continue programmed production activities until declared operationally ineffective, however a contingency mapping capability will be maintained throughout the period of implementation. Implementation of the PHIO involves a number of related activities including staff recruitment, equipment acquisition and transfer of technical responsibility. This lantern slide shows the Ovens District Hospital (also called the Ovens Goldfields Hospital) in Beechworth in approximately 1900. The Hospital was built as part of a community push to develop the infrastructure needed for a permanent town in the 1850s. At the time there was no hospital located between Melbourne and the NSW town of Goulburn and it was recognised that the nature of mining and agricultural work predisposed people to serious injury. The community voted in 1853 to raise funds for a hospital and a voluntary committee elected from people who contributed £2 or more annually determined the organisation's management policies, which aimed to provide care for poor people at rates levied according to the person's means. Ongoing operations of the hospital were primarily supported by Government grants, however. The foundation stone was laid at a site in Church Street at a ceremony held 1st September 1856 which was attended by 2000 people using a locally crafted trowel with a tin ore handle and pure gold blade. The hospital, which was designed by J.H. Dobbyn, cost £2347. The hospital had two wards, a dispensary, apartments for a resident surgeon and the matron, an operating theatre and a board room. Further medical facilities including services to meet the cultural and health needs of the local Chinese community were later added, in addition to a Palladian-style cut-granite face built in 1862-63. It functioned as the region's primary hospital until surpassed by the Wangaratta Hospital in 1910. In the 1940s much of the building materials were salvaged and repurposed, with the exception of the facade which was restored in 1963 by the Beechworth Lions Club and still stands today. The facade featured on the covers of local history volume 'Beechworth: a Titan's Field' by Carole Woods and heritage-focused travel guide the 'Readers Digest Book of Historic Australian Towns'. Lantern slides, sometimes called 'magic lantern' slides, are glass plates on which an image has been secured for the purpose of projection. Glass slides were etched or hand-painted for this purpose from the Eighteenth Century but the process became more popular and accessible to the public with the development of photographic-emulsion slides used with a 'Magic Lantern' device in the mid-Nineteenth Century. Photographic lantern slides comprise a double-negative emulsion layer (forming a positive image) between thin glass plates that are bound together. A number of processes existed to form and bind the emulsion layer to the base plate, including the albumen, wet plate collodion, gelatine dry plate and woodburytype techniques. Lantern slides and magic lantern technologies are seen as foundational precursors to the development of modern photography and film-making techniques.This glass slide is significant because it provides insight into Beechworth's built environment and infrastructure in the early Twentieth Century, around the time of Australia's Federation. It is also an example of an early photographic and film-making technology in use in regional Victoria in the time period.Thin translucent sheet of glass with a round-edged square image printed on the front and framed in a black backing. Book, Theodore Jesse Hoover, The Economics of Mining, 1938
Theodore Jesse Hoover, brother of the 31st President of the United States, was born in West Branch, Iowa, on January 28, 1871. He attended Stanford and received the Bachelor of Arts degree in Geology and Mining in 1901. Following graduation his professional career started with the position of assayer for the Keystone Consolidated Mining Company. After one year, he became assistant manager for the Standard Consolidated Mine, and a year later he was promoted to manager of the operation. In 1907 Hoover went to London as general manager of Minerals Separation, Ltd. This company was developing the froth flotation process for recovering minerals from ores. Hoover took an active part in the development of the flotation concentration process and authored one of the first books on the concentration of ores by flotation. After four years with Minerals Separation, Ltd., Hoover entered private practice as a consulting mining and metallurgical engineer with offices in London and in San Francisco. He was very successful and held positions of consulting engineer, managing director, director, and president of many mining companies in America, Europe, Asia, Africa, and Australia. He returned to Stanford in 1919 as Professor of Mining and Metallurgy and Executive Head of the Department of Mining and Metallurgy. His experience and ability in organization made him a natural leader. He was influential in the formation of the School of Engineering at Stanford. The School was formed in 1925 and he was made dean, a position he held until his retirement in 1936. As dean of engineering, he promoted a broad fundamental training program for undergraduate engineering students. Under his guidance, emphasis was placed upon graduate work and he was responsible for developing strong graduate engineering curricula at Stanford. While dean he continued teaching and his course, "The Economics of Mining," developed into a book which was published in 1933. He became interested in the functions of engineers and, with Professor Fish, wrote a book entitled "The Engineering Profession" which was published in 1940 and revised in 1950. In addition to his academic activities he was generous in his hospitality. Faculty and students alike enjoyed the annual field day and barbecue at his Rancho del Oso, near Santa Cruz. He was widely read and had a lively interest in all the things he encountered. He speculated on the antiquity of man and man's early production processes. To verify an idea regarding flint tools, he studied their shapes and became proficient in making arrow heads. He was also interested in wild life, and was one of the founding members of the Cooper Ornithological Society. Reginald George Worcester (1903-1972) was a highly regarded obstetrics and gynaecology specialist. Between 1930 and 1933, Worcester was the Medical Superintendent at the Royal Women's Hospital. He obtained his MRCOG in England in 1935, and on his return to Australia was appointed as a university tutor in obstetrics and gynaecology. In 1939, he was appointed as the honorary gynaecologist to outpatients at the Royal Women's Hospital. Worcester served with the AIF during World War II as C.O. of the 17th Field Ambulance in Darwin and as A.D.M.S., Northern Territory Force, and the 2nd/9th Australian Army Corps from 1942 to 1943. His major war service, however, was undertaken in Borneo and Moratai, commanding the 2nd/1st Australian C.C.S. and the 2nd/9th Australian General Hospital. Worcester acquitted himself admirably during the war, with company commander Hubert Smith praising his contribution in no uncertain terms: " His [Worcester's] success as C.O. of a Field Ambulance resulted from a complete understanding of what the unit should be able to do in the transportation of casualties in the field, as well as of the usual medial functions. He organized both with efficiency and at all times difficult decisions were made with humility and good humour. The personal qualities which made him such a calm and considerate consultant never left him, even in the most dangerous and trying circumstances of war." Worcester's time in the army greatly affected his health, but despite this he was able to build a strong and reputable practice upon his return to Australia. As outlined by Arthur Hill, Worcester " was appointed in turn to the following important posts: Honorary Outpatient Obstetrician and Inpatient Gynaecologist to the Women’s Hospital (1946-1948); Honorary Gynaecologist to Prince Henry’s Hospital (1946-1963); Guest Examiner in London for the R.C.O.G. (1953); Examiner in Obstetrics and Gynaecology for the Royal Australasian College of Surgeons (1957-1964); Visiting Gynaecologist to the Repatriation General Hospital, Heidelberg 1963- 1967); and first Victorian Members’ representative (1947-1950) and later Fellows’ Representative (1953-1960) on the Australian (Regional) Council of the R.C.O.G. To these posts he brought the benefits of clear thinking and critical awareness. In 1949 he was elected F.R.C.O.G." In early 1967, Worcester suffered a hemiplegia which left him with an impaired gait and paralysed his right hand. Although unable to do major surgery, he returned to part-time practice by September 1967. His ill-health persisted though, and he was retired from practice in 1970. There are two locks on the top of the case, and a metal clasp on either side to fasten the bag closed. The case is embossed with the text 'R.G. WORCESTER' on top, in a position between the two locks and below the handle at bottom centre. The inside of the case is lined with a canvas bag that is buttoned to the case with press studs. Animal specimen - Quoll, Trustees of the Australian Museum, 1860-1880
Four species of quoll occur in Australia: the northern, spotted-tailed, eastern and western quolls. Once, most parts of Australia were inhabited by at least one of the species.Captain Cook collected quolls along the east coast in 1770, and recorded "quoll" as their local Aboriginal name. Quolls were often seen by early settlers, who called them "native cat", "native polecat" and "spotted marten", names based on familiar European animals. Since 1770, all four species have declined dramatically in numbers. This is mainly because of habitat loss or change across Australia, and introduced predators such as foxes and cats. Quolls are carnivorous marsupials with a pointed snout, a long tail and brown to black fur distinctively spotted with white. They are lively, attractive animals, with bright eyes, a moist pink nose and many sharp teeth. Like most Australian mammals, quolls are mainly active at night. Typically, they spend the day in one of their many dens, although spotted-tailed quolls and northern quolls sometimes forage and bask in the sunshine. Their large home ranges can extend for several kilometres in each direction from a smaller core range, and the range of a male quoll often overlaps those of several females. An interesting feature of their behaviour is the use of shared latrine (toilet) sites in open spaces such as rock ledges, for marking their territory and other social functions. Male quolls travel widely during the breeding season, with mating occurring during winter. All four species have a gestation period of 21 days. Because they are marsupial mammals, their young are born tiny and undeveloped and must work their way to the pouch, where they attach themselves to a teat to feed. Only the spotted-tailed quoll has a true pouch. In the other species, the young are protected by shallow folds of skin around the teats. As the pups grow, they dangle from the mother's belly; later, she carries them on her back. Quolls reach sexual maturity at one year. They have a naturally short life span, with smaller quolls living an average of only two years, and the larger spotted-tailed quoll about four to five years. The northern quoll is particularly short-lived. This specimen is part of a collection of almost 200 animal specimens that were originally acquired as skins from various institutions across Australia, including the Australian Museum and the National Museum of Victoria, as well as individuals such amateur anthropologist Reynell Eveleigh Johns between 1860-1880. These skins were then mounted by members of the Burke Museum Committee and put-on display in the formal space of the Museum’s original exhibition hall where they continue to be on display. This display of taxidermy mounts initially served to instruct visitors to the Burke Museum of the natural world around them, today it serves as an insight into the collecting habits of the 19th century. This specimen is part of a significant and rare taxidermy mount collection in the Burke Museum. This collection is scientifically and culturally important for reminding us of how science continues to shape our understanding of the modern world. They demonstrate a capacity to hold evidence of how Australia’s fauna history existed in the past and are potentially important for future environmental research. This collection continues to be on display in the Museum and has become a key part to interpreting the collecting habits of the 19th century.Average sized quoll with brown fur with white spots on body but absence on the long tail which is furry unlike the smooth body fur. The quoll has a small had with a pointed snout lined with sharp teeth, and thin membraned ears that are slightly covered in fur. The new Central Park was opened on Monday, 21 April 1930 by Mr. W.H. Everard, M.L.A. followed by a sports carnival. The Advertiser reported on Friday, April 25, 1930 that – “Perfect weather prevailed on Monday for the sports gathering in aid of the recently-acquired park near the railway station, and from every point of view the day was a success. The Central Park contains 9½ acres, and has the Diamond Creek on one side and the railway line on the other. It cost £760, of which the council contributed £500, and the citizens, are finding the balance. Already about £80 has been spent in levelling, and a pavilion has been erected by the footballers, who will use the ground for training until it is sufficiently, improved for matches. There is ample shade along the banks of the creek, where there were numerous picnic parties. The committee has already done some planting on the railway side of the park, and where the trees grow on the higher side, overlooking the arena, the natural stand will have shade, command a view of the events, and have the trees on the banks of the creek in the distance. There were between 600 and 700 people present, many in motor cars having a little difficulty in, finding their way under the aqueduct to the ground, but the council is at present effecting improvements to the road. A merry-go round was a source of pleasure to the children, and the Northcote Soldiers and Citizens Band under Bandmaster Gore, de-lighted everyone with their varied selections of good music.” “Cr. E. J. Andrew, president of the Park Committee, said it was the first function held in the park, and although the citizens have guaranteed £420 towards it, there is still some-thing owing. Mr. W. H. Everard, M.L.A., who can always be relied upon to attend any gathering which draws the people together, said that he and Mrs. Everard had great pleasure in being present to declare the park open. He congratulated the Eltham people upon their public spirit, and the new park would be more appreciated in years to come. The other park is a splendid one, but it is far away, and one is required close to the station, so that young people can have a day's enjoyment, without having to go far from the station. The trouble in Victoria is not having enough parks. The early settlers did a lot in getting park lands, but the present generation is not doing enough. Eltham people are entitled to the highest commendation for their action, and Cr. Andrew and the council are to be thanked for what they have done. What is wanted is ingress and egress so that people can get in comfortably. When he was motoring in his wife said, "Surely you are not going down that precipice," and he replied that he would go anywhere where the people were. This remnant of a ships bell was recovered from the wreck site of the CHILDREN by Flagstaff Hill Divers on 1 October 1973. (Diving identification number S.M24/10-73, Accession number 24). The artefact had lain in the ocean off Childers Cove since the vessel’s disastrous sinking there on 15 January 1839. Other similarly high value metallic objects raised from the site, and now in the Flagstaff Hill collection, are the ship’s signal cannon (1963), and the ship’s anchor (1974). A ship’s bell was normally struck by the lookout at the foreward part of a vessel, following orders (“Strike the bell”) from the officer of the watch at the helm, or as a warning signal of danger ahead. Its main function was to keep the crew aware of time. Each 24 hour period was divided into 4 hour work-shifts, or watches, and each of these was divided into 8 half hours, or glasses (each half hour being determined by the time it took between each turn of the ship’s hourglass). The six watches were the first watch from 8pm to midnight, the second or middle watch from midnight to 4am, the third or morning watch from 4 to 8am, the fourth of forenoon watch from 8am to midday, the fifth or noon watch from midday to 4pm, and the sixth or dog watch from 4 to 8pm. Within each watch the first half hour would end with one bell, the second with two bells, the third with three bells, and so on until their work-shift ended with the ringing of eight bells. The CHILDREN left Launceston on 11 January 1839 and immediately struck heavy weather. By the evening of 15 January Captain Browne had been continuously on duty for 4 days and needed sleep, his First Mate (T. Gay) was incapacitated with seasickness, and the task of command was given to the Second Mate (W. Wentworth). At two bells into the first watch, or 9 o’clock that night, the captain went below. Two hours later, at six bells into the first watch, or 11 o’clock that night, the lookout cried “Breakers close ahead”. Within a minute the ship struck the rocks at the entrance of Childers Cove. Within twenty minutes the huge seas had taken her stern, three masts and much of her weatherside, leaving survivors clinging to the forecastle. Within two hours the wreck had completely disappeared. If anyone could have rung the bell by then, it would have been to strike two bells into the middle-watch, or one o’clock on the morning of 16 January. An 1859 Victorian Register of Wrecks from 1835 to 1858 remarks the CHILDREN “Ran ashore through an error in the reckoning and a bad lookout [and] Became a total wreck”. 22 passengers and crew survived the tragedy, but 16 lives were lost, including the captain and second mate, and 8 children. The shipwreck of the CHILDREN is of State significance ― Victorian Heritage Register S116A part of a brass ship’s bell, recovered from the wreck of the CHILDREN. The upper part, or dome of the bell, has corroded away, leaving the lower portion, or mouth of the bell, largely intact. However this lower surviving portion has been severed vertically with a clear (saw?) cut, leaving a regular 1cm gap down one side of the bell. It is an evocative relic, attractively aged on the seafloor, bearing layers of aqua-marine verdigris and white limestone accretion on a dull bronze surface. The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball. In September 1937, a group of ladies met to form a Ladies’ Committee to assist the General Committee in raising funds for a Public Hall. Those present were Mrs Allen, Mrs Bowman, Mrs Hickey, Mrs Rains, Mrs Boake and Mrs Lyon. As there were only six present, they elected to remain in the interim as a Social Committee to arrange catering, etc., for the two dances that had been arranged for September 29th and October 30th of that year. Both those dances proved a great success. Mrs McAdie joined the committee in October. The Ladies’ Committee was officially formed at a combined meeting of the General and Ladies’ committees held on April 6th, 1938. Mrs Boake agreed to be President, Mrs Lyon as Secretary and Mrs Rains as Assistant Secretary. Other members included Mrs Browne, Mrs Forde, Mrs Jarrold, Mrs Bradbury and Mrs Taylor. By 1941 their numbers had grown to include Matron Wilson, and Mesdames Andrew, Brinkkotter, Cloney, Walker, Parsons, Crick, Ballenger, Travena, Hurst, Shields and Le Brocq . A number of these ladies eventually became part of the Women’s Auxiliary of the Eltham War Memorial Trust. Councillor A. Brinkkotter, secretary of the Hall Committee, noted that Eltham had succeeded, after many long years of fighting, in erecting a new hall and civic centre which had been badly needed. “It took a long time to convince the Council of the necessity for a new hall and civic centre in Eltham.” “The councillors, in looking after the interests of all sections of the rate payers, could not see that such a move was necessary. But finally the Hall Committee proved that such a move was not only advisable, but would prove a financial asset to the Shire.” “This committee had to put down £1,500 in cash before the work on the hall began, and to enable the committee to do this, residents loaned them money free of interest for 12 months. In addition the committee has guaranteed to pay the Council £100 a year for the next ten years.” “The borrowed money has to be repaid to the lenders, and I hope that the public will realise this and support the functions which have been and will be arranged by the Hall Committee to enable them to return the money as soon, as possible.” At the opening gala for the Public Hall, Mr. G. L. Chandler, M.L.C. said “It speaks volumes for those people who have worked for many years for the hall. I know of no other place where the residents have handed over £1,500 for the erection of a hall and guaranteed the balance of the cost. You will always find the few who say ‘Time is not opportune.’ In these days you have to make your opportunities.” “Before any town can advance, a civic spirit must exist in the residents, and I hope the people will support the Hall Committee which has the interests of this district at heart.”Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. Planning for the Disbandment is to consist of the following: Phase 1 - Development of Draft Outline Plan (1) Determine the Aim, Limitations and factors to be considered in the appreciation into the disbandment, (2) Conduct an appreciation to determine the best course of action, (3) Develop an Outline Plan for the Best Course of Action. "ST. PETER'S DAYLESFORD. General Communion and Breakfast. On Sunday November 9, a general Communion of the men; of the parish will be held in St Peter's Church, Daylesford. A communion breakfast will subsequently take place." Melbourne Advocate, 30 October 1930. "General Communion and Breakfast, Daylesford War Memorial Protest by Rev. Dr. Collins Rights of Catholics Ignored THE splendid Catholicity of the Daylesford parish was demonstrated on Sunday morning last when a general Communion of the men of the parish took place at the 8 o'clock Mass at St. Peter's Church. This proud and edifying demonstration of faith concluded a very successful mission in the parish, conducted by the Rev. Fr. O'Flynn, C.SS.R., and Rev. Fr. Frean, C.SS.R., Daylesford parish is fairly scattered, and from every corner of it came men to take their part in the general Communion. The missioners and the Rev. W. M. Collins. D.D., P.P.. have reason to be deeply gratified at the result of the mission. His Grace the Archbishop of Melbourne (Most Rev. Dr. Mannix) was the celebrant of the Mass. He was assisted in administering the Sacrament by Rev. Dr. Collins. At the close of the Mass the hymn, "Faith of Our Fathers." was sung. The breakfast was served in the Daylesford Town Hall, the men marching there from the church. More than 250 partook of breakfast. In the balcony were lady parishioners who wished to listen to the speeches. His Grace the Archbishop was at the head table, and with him were Rev. W. M. Collins, P.P.; Crs. Bolton and Gleeson (Shire of Glenlyon), and Courtney (Shire of Davlesford); Messrs. Cleary and Egan (Blampied). Mr. J. T. Murphy. Mr. Considine, and Mr. O'Donnell (BuIIarto). Several selections were played by the Holy Cross Convent orchestra, Daylesford, and the catering was admirably carried out by Mrs. Mann. It was a well-organised and successful function, and the general arrangements reflected the highest credit on the Rev. Dr. Collins and those associated with him. Much favourable comment was made upon the great success achieved. A WAR MEMORIAL SERVICE. Strong Protest by Rev. Dr. Collins. The Rev. Dr. Collins said it was no exaggeration for him to say that he was a proud pastor that day. He had reason to be proud of the magnificent demonstration of faith made by the Catholic men of the parish at St. Peter's Church. It was promoted by a supernatural motive, and the men were sure to get their reward. He knew that many men had attended at great sacrifice, and that numbers had to grope about in the early hours to get everything in readiness at their farms and dairies. He was deeply thankful for the fine response made by the men to his invitation, and no greater encouragement could be given to him in his work in the parish. They had made a creditable demonstration before the people of Daylesford, whose good opinion they valued and wanted to retain. Catholics were part of the community, and the community's troubles were their troubles. Generally they had a few of their own troubles, but they were not wanting in helping the community to bear its troubles. Just now they were passing through a difficult time. The surrounding shires seemed to be better off than Daylesford, but the municipal fathers at Daylesford had spent a lot of money wisely in attracting tourists to the beautiful district. The money spent, he was certain, would come back a hundredfold. They appreciated the good work done by the municipal authorities, and were prepared to do their part in shoulder-ing their civic obligations. A Frankly Protestant Memorial Service. He could not let the occasion pass without calling the attention of the Daylesford people to an injustice that was being done the Catholic body, unwittingly he believed. Hie referred to the ceremony for the unveiling of the Soldiers' Memorial. It had been decided to adopt a frankly Protestant service. Catholics could not take part in a non-Catholic service, and that was not due in any way to any recent whim or caprice. Catholics had made common sacrifices, and the war memorial should stand for the Catholic boys who had fallen as well as non-Catholic soldiers. Catholics had contributed towards the cost of the memorial, and yet a programme had been adopted on the occasion of the public unveiling that excluded Catholics from taking part. They had a right to be at the ceremony, but it was asking them too much to shed their principles in order to be present. Their forefathers did not shed their principles when there was much more at stake, and they did not intend to shed theirs. They took that stand for Faith, and were still loyal citizens of Australia. The great majority, he was certain, did not realise the difficulties of Catholics, and that the stand taken was a matter of principle. There was always a minority, however, who were ever ready to score a victory over Rome at any price. Thanks to Non-Catholics. Having made his protest, he would not be honest if he did not express his gratitude to many non-Catholics in Daylesford for their help. In the Boxing Day carnival, which was their principal effort on behalf of the schools, non-Catholics gave splendid support, which he very much appreciated. The success of the carnival was dependent to a large extent on the generous help of Protestants. He trusted that the Catholic men generally would take note of what he said, and turn over a new leaf, as so many new leaves had been turned over since the mission. Missioners and Nuns Thanked. The work of the Redemptorist Fathers had been fruitful of results in the parish, and what they had done had paved the way for the magnificent men's demonstration. He wished heartily to thank the Fathers, and his thanks were also due to the Holy Cross Convent. If the Faith were strong in Daylesford, it was largely due to the Catholic schools in the district. They should never forget the Presentation nuns, and should be prepared to help them in every possible way. He was very thankful to the Rev. Mother for her kindness in entertaining many at the convent, and also for providing the orchestra at the Communion breakfast. A Splendid Success. He was greatly delighted at the presence of his Grace the Archbishop. When he started to talk about the breakfast, many told him it would not be a success. First of all, it was intended to hold the breakfast in the schoolroom, but the response was so good that it was considered they should get the Rex Theatre. Finally, they were compelled to take the Town Hall in order to accommodate the large number who purchased tickets. The presence of his Grace gave additional lustre to the successful demonstration. He was proud of the men of the parish, and hoped God would bless them and their families. (Applause.) The first toast honoured was that of "The Pope and the King." WELCOME TO HIS GRACE Proposing the toast of "His Grace the Archbishop," Cr. J. Bolton said he wished to congratulate the Rev. Dr. Collins on the wonderful success of the two functions. All parts of the parish were represented at the general Communion in St. Peter's Church, and it was an inspiring spectacle. It showed that the Faith was deep and strong in Daylesford. A great privilege had been given to them, and they owed grateful thanks to the Rev. Dr. Collins. He wished to welcome his Grace the Archbishop, and he trusted that he would enjoy his visit to the district. The country was passing through a difficult time at present, and it required plenty of clear thinking and acting to put things right again. He hoped his Grace would touch on the situation, and give them the benefit of his thoughtful and wellreasoned views. Whatever his Grace said would be worth listening to. (Applause.) THE ARCHBISHOP CONGRATULATES PASTOR AND PEOPLE. DAYLESFORD A MODEL PARISH. His Grace the Archbishop said he need not assure them that he came to Daylesford with great pleasure. His visits to Daylesford were always pleasant, but the present visit was additionally pleasant and memorable because he had the opportunity of assisting at one of the most inspiring functions that it had ever been his good fortune to attend. He was really touched to the heart when he stood on the altar and saw the beautiful St. Peter's Church—there were few churches to compare with it in the country—filled with the men of Daylesford and of the surrounding districts. When the Ōsaka Mainichi Shinbunsha published its bilingual three-volume photographic pictorial of the Great Kantō Earthquake just two weeks after the event, the calamity had already been captured in thousands of images that circulated on a national and international media highway. Commercial photographers and photojournalists produced the most abundant and immediate images of the quake, which were transmitted in newspapers, special-issue newspaper pictorials, commemorative photography collections, illustrated survivors’ accounts, and sets of commemorative postcards. These photographic images functioned as both news and souvenirs, rendering their consumers/viewers, inside and outside the devastated locale, into both witnesses and voyeurs. Images in the news media and those issued by respected publishing houses carried the visual authority of supposed facticity. As such they both produced and became the historical record of the event. Since the vast majority of 1923 disaster postcards that survive have no writing on them, they were likely treated more as collectibles than as a form of postal communication. Many were put into albums, creating new ways to combine images and create visual cultures of disaster for home viewing. Accordion-style albums allowed for personalized, serial organization of images that produced unique, imagistic narratives of the event. The album pages were also two-sided and could be stretched out to view a series of images on recto and verso. Curly is remembered on the Eltham Roll of Honour Board and his son, Albert Feldbauer (Bill’s nephew and youngest child of the children of the soldier fathers attending a school in the district), was given the honour of turning the first sod for the Eltham War Memorial Infant Welfare Centre Building. Despite this, the family maintained this cherished souvenir from a time of previous foreign friendship with Japan. The item was possibly given by Bill Teagle to his sister Margaret Rose (formerly Ingram) who later married Richard Edward (Eddie) Fielding in early 1948. (Eddie had been engaged to someone else before he went to war, but his fiancée broke it off before his return to Australia.) It was cared for by the Teagle/Fielding family for approximately one hundred years.
