Police Stations (Apollo Bay)
Apollo Bay is a coastal town in southwestern Victoria. It is situated on the eastern side of Cape Otway, along the edge of the Barham River and on the Great Ocean Road, in the Colac Otway Shire. The original township was surveyed in 1853 and named Middleton. In 1881 the town was renamed Krambruk which was changed to Apollo Bay in 1898. The Krambruk Police Station was opened on 7 March 1888 in the Southern District on land opposite the site of the current Mechanics' Institute and changed its name to the Apollo Bay Police Station on 1 September 1990. It came under the Barwon District in 1948 and "Lima" Western District from 4 March 1990. In 1930 the police station was located to 29 Nelson Street. It was a seven-roomed weather-board dwelling on three-quarters of an acre of land. It consisted of six rooms of pine, lined and painted; one pantry; one bathroom and wash-house; one hall; one office and one W.C.. There was stabling for one horse and one cell for prisoners. It was staffed by one Mounted Constable. In the early 1970s land was acquired at 31 Nelson Street and a new police station was constructed. This was a three-roomed brick building with a cell block at the rear. By the time it closed in 2005 it had been extended twice. On 17 November 2006 the current Apollo Bay Police Station opened in its current location at 35a Nelson Street, on the corner of Cartwight Street). Outside the peak summer season, the station is open 16 hours per day and staffed by one sergeant and five other members. 3 black & white photos and 2 coloured photospolice stations; apollo bay police station -

Record of Conduct and Service (Charles Lester Gordon Trewin)
When the First World War broke out, Australian men from all backgrounds and professions were called to serve their country. Members of the Victorian Police force were some of the first to answer the call with twenty men joining the first convoy of soldiers who left Australian shores in October 1914. Over the course of four long years, one hundred and thirty-eight Victorian Police enlisted from stations across the state. Of these, twenty-seven lost their lives. Whilst the fate of each man was different, a deep commitment to protecting and serving the public was common to all. Postcard
This Australian yesteryear postcard was published by Cobb & Co in circa 1990. It is a sepia toned artwork of the Ann Jones Inn in Glenrowan which was taken prior to 1880. The building at rear in this photograph was the private residence of Ann Jones, a migrant from Tipperary, Ireland. Two years after building her private residence, in 1878/1879, Ann Jones added the Inn to the front of the building which is depicted in the postcard. In 1880 the Inn was burned to the ground during the Kelly Gang siege. After the siege, Ann Jones and her children continued to live on the same location in a makeshift hut. This hut was later replaced with a dwelling using compensation money provided to Ann from the government for the loss of her property and goods; however, she was denied a new trading licence which did not enable her to re-establish her previously successful business. The reverse of this postcard provides a snippet of information into the Glenrowan siege, for which this site is most well-known. It outlines the role and demise of the members of the Kelly Gang but what it does not include is how Ann Jones, owner of the Inn depicted on the postcard, was impacted. Ann’s son of 13 years, Johnny was killed during the siege, and a bullet grazed the forehead of her daughter, Jane Jones. Jane would die two years after this event from tuberculosis, but it was believed by Ann that the cause was grief for the death of her brother and distress at having witnessed the siege. Ann was provided with 100 pounds in compensation money for the loss of her children. Her husband, Owen Jones passed away late 1880 and in 1891 Ann Jones remarried. She died at the age of 80 in 1910. The “last stand” of the Kelly Gang at this location is estimated by Dr Stuart Dawson of Monash University to have taken less than 10 minutes in duration. During and following this time, the life of Ann Jones was turned upside down and everything she had worked for in the preceding years was now in ruins. This postcard has the capacity to reveal information about the popularity of the Kelly story in Australia. It was created in approximately the 1990s which perhaps reveals a resurgence in interest into the Kelly Gang and Australian history when card was made. This image, and others depicting the Ann Jone’s Inn, have the ability to shed light on the Kelly story and the events of the Glenrowan Siege. Additionally, they can reveal information into the life of a female business owner during the 1870-1880 period. Archaeological research has been conducted at this site by LaTrobe University and a study of these images alongside the analysis of the material culture found at this location can help to build more comprehensive understanding into life in Australia during this period and Ann Jones herself.Sepia rectangular postcard printed on cardObverse: [Illegible] Reverse: G4/ 3276/ Australian / Yesteryear / cards/ correspondence / address / Published by Cobb & Co (03) 5766 2409 / The Glenrowan Inn owned by Ann Jones. / It was this Inn in which the Kelly Gang imprisoned / 62 people, while waiting for the special train / carrying the police to arrive from Benalla. Scrapbook Page, Scrapbook page of photos, Eltham, 1920s to 1940s
Pages from a scrapbook belonging to Heather Jenkins (nee Cone) who lived as a child in the Police Residence at 728 Main Road, Eltham from 1911 till the early 1920s.Heather McKnight Jenkins (nee Cone) was born 1911, possibly at the Eltham Police Residence and spent her childhood growing up in the Police Residence. Heather was the daughter of John Thomas Cone, Police Constable, and Charlotte Helena Cone (nee Black) who had married in 1906. Constable Cone was transferred to Eltham Police Station from Lauriston (near Kyneton) in May 1911. He retired from the force around September 1922 most likely as a result of significant health concerns experienced earlier that year from 22 April when he was hospitalised. He died 5 October 1922 at Maria Street at age 60 leaving behind a widow and two daughters; his son having pre-deceased him as a result of effects of the war. He is buried in Melbourne General Cemetery . In his probate it states that he owned a piece of land 200 links frontage to Maria Street and a depth of 241 links. It is believed that this is the land opposite the Police Station which Heather Jenkins referred to as being owned by her father and where he agisted the Police horses. Heather, her sister and mother Charlotte remained in Eltham until at least the 1924 Electoral Roll where Charlotte was listed as Home Duties however by 1925 she was listed at 229 Glenferrie Road, Malvern, occupation, Registrar of Births. In the 1934 (and 1936) Electoral Roll, Heather was a Clerk and her mother Charlotte was the Registrar of Births. in 1952 following her mother’s death she made application for Grant of Probate. Heather remains listed in the 1954 Electoral Roll at 13 Ashburton Road under her maiden name Cone however by the 1963 Electoral Roll she is listed at the same address as Heather McKnight Jenkins long with James Gardiner Jenkins. Neither appear listed in the 1958 Electoral Roll. James Gardiner Jenkins (1892-1975) first wife was Fanny Davison Carrucan (1899-1929), daughter of Denis Carrucan and Jane (nee McAleese). They married in 1925. Fanny died 11 November 1929. In the 1934 Electoral Roll he remained listed at John Street, Eltham, Railway Employee however by 1935 Electoral Roll, James Gardiner Jenkins, Railway Employee, was listed at 229 Glenferrie Road, Malvern and he remained living with Charlotte and Heather Cone when they moved to 13 Ashburton Road, Glen Iris. One of Constable Cone’s first investigations upon arriving in Eltham was the accidental fatal shooting in the head with a pea rifle by young Francis August Capewell, aged 11, of John Sutcliffe Deegan, 14, in Maria Street near the Railway. Constable Cone’s replacement was Constable William Charles Sargeant who commenced in charge of the Eltham Police Station from Thursday, 10 August 1922. Constable William Charles Sargeant, and his wife Elizabeth Agnes Sargeant were based at the Eltham Police Station until his transfer to the Police Station in Burwood Road, Hawthorn. He retired at Hawthorn Police Station in 1931, described by Hawthorn Council in 1927 as in a disgraceful condition and unfit for human habitation (Kathryn Griffin family tree – Ancestry) whereupon they moved to 28 Saunders Street, Coburg. Elizabeth died 16 July 1936 in Fitzroy. William then moved to 6 Queen Street Coburg in 1936 and then 1 Queen Street in 1942 where he died 7 August 1944. He is buried at Fawkner Cemetery. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. As a continuous record, ranging across most decades of the Twentieth Century, they reveal changing tastes in design, values and relationships in the history of local government in Victoria.CITY OF KEW / INAUGURATION OF / CHILDREN'S TRAFFIC SCHOOL / UNDER THE DIRECTION AND SUPERVISION OF / THE VICTORIA POLICE DEPARTMENT / SPONSORED BY / THE LIONS' CLUB OF KEW / OFFICIAL OPENING BY / THE HON A G RYLAH ED MLA / DEPUTY PREMIER / ON SATURDAY, 15TH JUNE, 1957civic invitations -- kew (vic), children's traffic school -- kew (vic.) -

Eltham District Historical Society Inc
Photograph - Digital Photograph, Alan King, Eltham Court House, 730 Main Road, Eltham, 28 December 2007
The Eltham Court House is Eltham's oldest public building. It was classified by the National Trust in 1977. In 1857 five Eltham residents petitioned the licensing magistrates of the Heidelberg district asking for better police protection, including from itinerant gold prospectors who turned to crime when their quest was unsuccessful. In response the Eltham Courthouse was constructed in 1860. Over the years it has also been used for other activities, including for electoral polling purposes, inquests, early meetings of the Eltham Roads Board and even as an overflow classroom. This type of localised solution is characteristic of the self-reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community. The Eltham Courthouse is historically significant because its construction was intended to emphasise the centralised control over law and order in the Colony of Victoria in the wake of the 1852 Snodgrass committee report on the Victorian police force and the resulting Police Regulation Act (1853). The nature of the Court House planning and use of architectural devices make the building's function easily interpreted. The arrangement of rooms, with public entry and clerical rooms to the rear, and the use of raised floor levels throughout these spaces to signify relative rank is easily perceived. The distinction in entries, public, magistrate and person-in-custody, and the existing court furniture enhances appreciation of this building. The Eltham Court House is one of only two intact examples in the state of this simple design with projecting entry. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building. Typical cases heard before the Court of Petty Sessions included financial debt, straying livestock, theft, assault, drunkenness, public disorder, truancy, motor vehicle offences, unregistered animals and failing to have children attend school, or be vaccinated. The courthouse operated for over 120 years before it closed in 1985. In April 2021, Nillumbik Shire Council authorised restoration of the building and furnishings. The extensive works required for the total restoration of this highly valued heritage building was undertaken by Ducon Building Solutions and other specialist contractors. Covered under Heritage Overlay, Nillumbik Planning Scheme. Victorian Heritage National Trust of Australia (Victoria) State significance Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p65 A demand for better police protection resulted in the building of the Eltham Courthouse and the police residence beside it. In 1857 five Eltham residents petitioned the Heidelberg district licensing magistrates. They pointed out that Eltham had two hotels, a population of about 1000, and many strangers employed on the public roads. Yet the nearest police were at Heidelberg eight miles (12.8km) away, or at the Caledonia Diggings 21 miles (33.7km) away.1 Subsequently the courthouse and then the police residence, near the corner of Main Road and Brougham Street, were built in 1859/60. The courthouse is Eltham’s oldest public building and the National Trust classified it in 1977. It ceased operation in 1984 and has since been used by local groups. There are only six other known examples of similar small brick country courthouses in Victoria . For £536, a Mr Duncan built the courthouse – a neat, narrow, oblong building with handmade orange bricks. Its gabled roof and porch are covered with brown slate tiles and it has 12-paned windows. Inside, the roof is peaked and the courthouse is still ventilated by oblong slits near the ceiling. Most of the fine carved timber and upholstered furniture is original. The original prisoners’ door, now permanently closed, led from the police station to the dock. Builders, Langridge Wright and Witney built a timber police station (since demolished) and a brick residence to its north,2 for £1150/7/-. Built around the same time were the lock-up behind the residence, also later demolished, and the two-storey orange brick stables. The former police residence also has a brown slate roof and handmade bricks. The front veranda roof is made of corrugated iron, as is the roof of the back weatherboard extension. The application for police protection was approved within a few months and police operated from a cottage rented at ten shillings a week and owned by William Jarrold. This was probably the one at the corner of Main Road and Dalton Street called Jarrold or White Cloud Cottage. In 1858 a second constable was appointed to Eltham following a fight at the hotel. The timber police office a replica of which was built in the early 1990s is at the building’s side. The lock-up was demolished following the relocation of the police to a new station in about 1952. The residence has been used as the Eltham District Historical Society centre since 1997. Records show court cases were held at Eltham before the courthouse was built, but the location is unknown. Some court cases were not very different from those today. In 1891 a man was charged with being drunk while in charge of a horse and was fined ten shillings. The courthouse was used for other purposes during its long history. It was probably used as a polling place as indicated by old photographs of election-day crowds outside. The Eltham Road Board met there from the early 1860s until 1868 when the Board transferred to Kangaroo Ground. During the same period the Road Board Secretary used the courthouse as an office until 1867 when it was transferred to his home at Wingrove Cottage. The courthouse was also used as an overflow classroom for the Dalton Street school in 1875. The two buildings can further link us with Eltham’s early days through Police Department correspondence. The first constable-in-charge was George Reid. In 1860 a letter to The Argus newspaper signed ‘A Sufferer’ declared the Eltham police were not active enough in their duties. The writer suggested that the ‘very snug’ police quarters were too comfortable, and he detailed various incidents including one of an alleged break-in to the Road Board Secretary’s home. But the Board Secretary, C S Wingrove, wrote to the Police Department refuting The Argus letter saying he had received full co-operation from Sen. Constable Peter Lawler. This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. It remains the most recent comprehenesive publication devoted to the Shire's history connecting local residents to the past. nillumbik now and then (marshall-king) collection, eltham, eltham court house, main road
