The etched lettering background has been painted black, with the lettering proud in brass. Although the reverse was originally painted, much of the paint has worn off. Sugarloaf Reservoir is situated on former farmland. This large water storage was completed in 1982 and serves Melbourne's northern suburbs. Within the visitor areas are two picnic grounds and other recreational facilities. Below its massive rock embankment is located the Winnecke Treatment Plan designed to purify its water before being piped into Melbourne. Bogong State School opened in 1941 to provide an education for the employees of the State Electricity Commission of Victoria. The school had up to date equipment and received glowing reports from School inspectors. It closed c1986.Historical: The Bogong State School was opened for the children of S.E.C.V. workers who lived at Bogong in a remote part of north east Victoria. The nearest school would have been 14 miles away and over mountain roads subject to heavy construction traffic and extremes of climatic conditions. Williamstown was first incorporated as a borough on 14 March 1856. It became a town on 2 April 1886, subdivided into four wards in 28 October 1887 and was proclaimed a city on 17 May 1919. The city was proclaimed by His Excellency the State Governor, the Hon. Sir Arthur Stanley on 17 May 1919. At the same time he unveiled a photographic honour board in memory of local soldiers killed during World War One and officially opened the Town Hall/Council Chambers building at 104 Ferguson Street. The Governor was presented with this proclamation and asked to sign the parchment. The official birth of the city was celebrated by 2000 residents.
