The 2nd Light Horse Regiment was raised at Enoggera in Queensland on 18 August 1914. Its recruits came mainly from Queensland but some hailed from the northern rivers district of New South Wales. The 2nd was one of three regiments of the 1st Light Horse Brigade – the first Australian mounted formation raised by Australia during the First World War. The regiment sailed from Brisbane on 25 September and disembarked in Egypt on 9 December. The 2nd Light Horse Regiment deployed to Gallipoli without its horses and landed there on 12 May 1915, joining the New Zealand and Australian Division. It played a defensive role for most of the campaign but did attack the Turkish trenches opposite Quinn’s Post, one of the most contested positions along the ANZAC Line. The first assault wave was mown down and fortunately the officer commanding the attack had the wisdom and courage to call it off. The 2nd was withdrawn from the front line in September and left the peninsula on 18 December. Back in Egypt, the 2nd Light Horse joined the ANZAC Mounted Division. Between January and May 1916, the regiment was deployed to protect the Nile valley from bands of pro-Turkish Senussi Arabs. On 18 May, as part of its parent brigade, it joined the forces defending the Suez Canal. The 1st Light Horse Brigade played a significant role in turning back the Turkish advance on the canal at the battle of Romani on 4 August. In ensuing days the regiments of the brigade participated in the immediate follow-up of the defeated Turks, but were soon withdrawn to rest. The 2nd Light Horse Regiment rejoined the Allied advance across the Sinai in November and was subsequently involved in the fighting to secure the Turkish outposts on the Palestine frontier – Maghdaba on 23 December 1916 and Rafa on 9 January 1917. A stint of protective duty along the line of communications through the Sinai followed. The 2nd’s next major engagement was the abortive second battle of Gaza on 19 April. Gaza finally fell on 7 November, after a wide outflanking move via Beersheba, in which the 1st Light Horse Brigade played a part. With the capture of Gaza, the Turkish position in southern Palestine collapsed. The 2nd Light Horse Regiment participated in the advance to Jaffa that followed, and was then committed to operations to clear and occupy the west bank of the Jordan River. It was involved in the Amman (24–27 February) and Es Salt (30 April–4 May) raids and the repulse of a major German and Turkish attack on 14 July 1918. The final British offensive of the campaign was launched along the Mediterranean coast on 19 September 1918, with the ANZAC Mounted Division taking part in a subsidiary effort east of the Jordan aimed at Amman. Turkey surrendered on 30 October 1918. The 2nd Light Horse Regiment sailed for Australia on 13 March 1919 without their horses, which were either shot or transferred to Indian cavalry units. Events in the daily routine of the soldier were signalled by bugle and trumpet calls. This trumpet is signicant because historically, it was issued to the 2nd Australian Light Horse Regiment in 1912. This Regiment served with distinction in Gallipoli and Palestine in World War 1. It is probable, but not confirmed, that tthe trumpet was used by the Regiment during these operations. Each light horse regiment was divided into four squadrons. Each squadron had a trumpeter sergeant, equipped with a cavalry trumpet, who was employed at the Squadron Headquarters Technically called a cavalry trumpet, this brass instrument can be described as a "simple trumpet" ie. the direct forerunner of the modern valve trumpet. It is in E flat not B flat as is the bugle. Both were carried slung over the player's body by means of green tasselled cords.Crest with inscription: "Exposition Universelle De Paris" with circular logo with inscribed "1900". During the years 1869-1935 there were well over 250 registered bamboo furniture producers in Britain. The earliest recorded firm was Hubert Bill of 14 Little Camden St, London N.W., who claimed to have been established in (1869) while Daniel Jacobs & Sons of Hackney Road, London, were still in business in 1915, after 45 years of production. Design, quality, price and methods of construction were fairly consistent throughout the whole period, but it was the imaginative and often eccentric choice of subject matter that marked differentiation between the various firms. While most produced standard tables, stands and fire-screens, the more adventurous offered for sale items such as corner shelve units, charcoal barbecue grills and musical tea tables. Shelves were often covered with embossed leather paper designs, at first imported from Japan and then later produced in England. Some firms incorporated the knobbly roots of the bamboo stems into their designs, generally to form feet. Occasionally handles to drawers and cupboards were made with these roots although they were more commonly carved as imitations. Handles were mostly of cheap metal or brass. The ends of the bamboo canes were capped with stamped metal or turned bone, ivory or wooden discs. Methods of construction fell into three categories. First and most common is that of pegging. Bamboo stems being hollow, thick dowels can easily be glued into the joints. Some firms farmed out this work of `plugging' the ends of the canes to part-time workers at home. The second method, that of pinning, was far less satisfactory as bamboo tends to split lengthwise and therefore the jointed pieces eventually disintegrated. The most efficient method was that patented in 1888 (patent No 2383) by the firm of W. F. Needham in Birmingham. It consisted of metal shoes and covers for all joints which were made by wrapping a metal strip around the stems and soldering the overlapping ends. Some joints were further strengthened by a small pin or screw. Needham was by far the largest and most successful manufacturer and their individual and superior method of construction undoubtedly gained them their reputation. A. Englander & Searle of 34 Gt Eastern St and 31 Mare St, Hackney, London, were a firm particularly concerned with methods of construction. Although they seem to have entered the bamboo furniture market at a comparatively late date, about 1898, they produced inexpensive' bamboo, aimed particularly at the export trade. Stating in their catalogue that bamboo furniture “can be exported in one piece or it can be exported in pieces and put together again. The fixing up is much facilitated by a system of marking and numbering. Further, no glue is required for putting together as the screw system only is applied”. This method of construction best fits the Etagere and this item in the flagstaff collection and it is believed to have been made by A Englander & Searle, exported in a knock down form to Australia, purchased in kit form from a dealer here and put together by the purchaser. The bamboo plant stand is a significant item as it highlight furniture fashion of the late Victorian era. This item was highly sort after in its time and although mass produced, not many examples remain because the item is so fragile so this example is a valuable addition to the Flagstaff collection. It is believed,the construction method used is by a notable and respected maker in England of bamboo furniture that was aimed specifically at the export market and probably came to Australia in kit form to be assembled by the purchaser.Bamboo plant stand with octagonal top edged with tortoise shell bamboo the top is of wood and supported by four tortoise shell bamboo legs joined at the base by a square cane covered shelf. General Sir Charles Warren was an officer in the British Royal Engineers. He was one of the earliest European archaeologists ofthe Holy Land. Much of his military service was spene in British South Africa. Previously he was police chief, the Head of the London Metropolitan Police during the Jack the Ripper murders. In 1876, the Colonial Office appointed him special commissioner to survey the boundary between Griqualand West and the Orange Free State. For this work he was made a Companion of the Order of St Michael and St George in 1877. He was appointed special commissioner to investigate "native questions" in Bechuanaland and commanded the Northern Border Expedition troops in quelling the rebellion there. In 1879 he became Administrator of Griqualand West. The town Warranton in the Northern Cape Province of South Africa is named after him. In 1882 the Admiralty sent him to Sinai to discover what had happened to Professor Edward Palmer's archaeological expedition. He discovered the members had been robbed and murdered, located their remains and brought their killers to justice. For this he was created a Knight Commander of the Order of St Michael and St George in 1883 , also Knight of Justice of the Order of St John of Jerusalem and in 1884 elected a Fellow of the Royal Society. In 1884 Warren was sent as HM Special Commissioner to command a military expedition to Bechuanaland, to assert British sovereignty in the face of encroachments from Germany and the Transvaal and to suppress the Boer freebooter states of Stellaland and Goshen, which were backed by the Transvaal and were stealing land and cattle from the local Tswana tribes. This became known as the Warren Expedition and achieved its aims without bloodshed. Warren was recalled and in 1885 was made Knight Grand Cross ofthe Order of St Michael and St George. In 1885 Warren stood for election for Parliament but lost the vote. In 1886 he was appointed Commissioner of Police of the Metropolis following Sir Edmund Henderson's resignation. Criticised continually for his decisions and actions he resigned in November 1888. Prior to this time he was appointed Knight Commander of the Order of the Bath, January 1888. On the outbreak of the Boer War in 1899 he returned to service and commanded the 5th Division of the South African Field Force. In January 1990, Warren bungled the second attempted relief of Ladysmith at Tugela River. At the Battle of Spion Kop, January 1990 he had operational command and his failure of judgement, delay and indecision despite his superior forces culminated in the disaster. It has been said that Warren was "perhaps the worst" of the British generals in the Boer War and certainly the most "preposterous". Redvers Buller in a letter to his wife described him as "a duffer", responsible for him losing him "a great chance". Warren was recalled to Britain in August 1900 and never again commanded troops in the field. O.F.M. was the ORDNANCE FACTORY MARIBYRNONG. Up to the end of June 1943 and at a time when the wages were about £5 ($10) to £6 ($12) per week Australia had spent £1,106,000,000 (£156 per head) on the war effort. A lot of the money was spent at home in making war necessities such as armaments, munitions, boots, clothing, and in providing special training. Significant increases in numbers occurred in the personnel employed in the fighting services, and also in the work force involved in the war effort. During the financial year 1942-1943 the war cost Australia £561,743,000 (over a billion dollars), while the Income Tax raised from individuals totalled only 16.5% of this amount. To finance the war the Australian government had previously borrowed money from the public, and from institutions such as the savings banks, friendly societies, and life assurance societies, by running three successfully subscribed Liberty Loans. The institutions had contributed considerably more money to these Liberty Loans than the public, however it can be argued that the public members of these institutions had also contributed some money indirectly. The 4th Liberty Loan which opened on 5 October 1943 and closed on 9 November 1943 was intended to raise £125,000,000, with the government aiming for 750,000 subscribers. Bonds costing £10 each could be bought on a time payment scheme. A total of £126,408,000 was raised at two different interest rates and maturity dates, however the number of subscribers had only reached 567,533. Some newspaper reports of the time indicate that the low number of subscribers was a partial failure of the loan, because spare money in the community could lead to inflation at a time when goods were in short supply. The government set target quotas on how much money should ideally be raised in a particular district, and how many subscribers should ideally take part. Often these quotas proved to be excessive. The Special Red Pennant Award as given to the No 1 FORGE O.F.M. was normally for achieving the highest per capita contribution within each particular group. What is unknown at this stage is what other entities were in the same group, or how large the group was. There were other variations of the awards such as those given to country districts, where a star was placed on the left hand corner of the pennant if the money quota was reached, while two or three stars indicated that the quota was doubled or tripled. A bar was also included on the pennant if the quota of subscribers was achieved, while two bars indicated double the quota of subscribers. Leslie became a service station / garage proprietor at 352 Mont Albert Road, Mont Albert a business he took over from his father. An associated mechanical business operated under the name of Leo Green Motors, at the same address. The family lived next door at 354 Mont Albert Road, Mont Albert. Leslie's father Harry Lobb had operated at an adjoining property (350 Mont Albert Road, Mont Albert) as a fuel and ice merchant, before installing a petrol bowser to service the expanding motor car industry. Framed portrait of Tilly Aston who began the Association for the Advancement of the Blind, a forerunner to the Association for the Blind. It is part of a series of paintings commissioned by the AFB Board to commemorate the work of past presidents of the organisation. Tilly sits with one hand resting against a table, and the other in her lap. She is wearing a black collared dress with a white lace neck ruff held with an opal pin. Two medals (the Jubilee medal and Coronation medal) are pinned to the chest, each consisting of a red and white bowtie with a brass medallion. Tilly Aston was born in Carisbrook, Victoria, in 1873. When she was very young her parents noticed she was having problems with her vision. They took her to a doctor who diagnosed her with no sight in her right eye and the prognosis of loss of vision in the left eye. As a result of this she was totally blind by the age of 7. Despite this her parents endeavoured to give Tilly as many of life’s advantages that their limited means could supply. From an early age she was taught singing, music, poetry, arithmetic, encouraged to read and observe the natural world around her and be independent. At the age of 8 she was sent to the Asylum and School for the Blind (later called the Royal Victorian Institute for the Blind). She excelled in a wide range of subjects and matriculated in 1889. With the help of a public fund was able to attend Melbourne University, being the first blind Australian to do so. Unfortunately the lack of Braille text books made it impossible for Tilly to continue her studies and she left in second year. Tilly was determined that other blind people would not have the same negative experience she had had. In 1894 she organised a meeting to form the Victorian Association of Braille Writers with the aim of producing and supplying Braille to blind Victorians. Braille was produced by trained volunteers with ? recruited in the first six month. Other rights and services for blind people remained very limited. In 1895 Tilly organised a meeting, which formed the Association for the Advancement of the Blind (now Vision Australia). The Association was instrumental in obtaining many benefits for blind people including a blind pension, voting rights and transport concessions. It also established the first nursing homes for blind people, at a time when many blind people were homeless and destitute. Tilly went on to be Australia’s first blind teacher. She was also a very talented musician, author of seven books and was very gifted at arts and crafts. She knew Esperanto and corresponded with people all around the world including Helen Keller. Tilly passed away on November 1st 1947. Her legacy continues through the work Vision Australia which provides services for thousands of blind Australians. Framed portrait of Bruce Small who was President of the Association for the Blind 1955-1964. It is part of a series of paintings commissioned by the VAF Board to commemorate the work of past presidents of the organisation. Mr Small stands in his Gold Coast mayoral robes, which consist of a dark blue velvet with ermine trim and a white ruffled shirt.. He wears a mayoral chain of office around his neck and glasses, with his hands clasped in front of him. Sir Bruce Small joined the Vision Australia’s General committee in 1944 and became President of the organisation in 1955. He developed an efficient team with Sir Hubert Opperman (for many years the world’s number one cyclist), whom he brought in as Vice President and Mr. Pat Lightfoot, himself president for many years. Sir Bruce had to leave school at an early age after the death of his father in order to support his family. The lessons he learned from this episode in his life created a man of quick wit, with a razor sharp mind and the skills of a gambler - attributes that enabled him to achieve his goal of “aiming for the stars”. This was put into effect when he proposed a plan for 3 new Vision Australia nursing homes in 5 years at Ballarat, Bendigo and Brighton at a cost, which at that time seemed impossible but which was finally achieved between 1957 and 1959, through astute financial management. Sir Bruce also supported the concept of organisational decentralization and made amendments to the constitution, which enabled the associated branches of the Vision Australia (then the Association for the Advancement of the Blind) to form local committees. This was in order to generate local interest in the blind people in the community and engage them in fund raising and running of the nursing homes. Although he resigned in 1964 when he moved to Queensland he still retained an interest in Vision Australia. Sir Bruce had always pushed for a symbol for Vision Australia which would be recognized by the public and serve a useful purpose. This took the form of a beacon which was erected at Brighton, overlooking the sea, having a twofold purpose – a reference point and guiding light for small craft, and symbolically for blind people a guiding light to direct them to a safe harbour. Sir Bruce switched on the guiding light at in 1969 having already donated the cost of $3000. Prior to joining Vision Australia, Sir Bruce had operated the Malvern Star bicycle business in Glenferrie Rd. He promoted and expanded the business making Malvern Star the industry leader in Australia. This was aided by his friendship with Sir Hubert Oppermen, who promoted Malvern Star bikes through his role as world’s number one cyclist. The carronade was designed as a short-range naval weapon with a low muzzle velocity for merchant ships, but it also found a niche role on warships. It was produced by the Carron Iron Works and was at first sold as a complete system with the gun, mounting, and shot altogether. Carronades initially became popular on British merchant ships during the American Revolutionary War. A lightweight gun that needed only a small gun crew and was devastating at short range was well suited to defending merchant ships against French and American privateers. The invention of the cannon is variously attributed to Lieutenant General Robert Melville in 1759, or to Charles Gascoigne, manager of the Carron Company from 1769 to 1779. In its early years, the weapon was sometimes called a "mellvinade" or a "gasconade". The carronade can be seen as the culmination of a development of naval guns reducing the barrel length and thereby the gunpowder charge. The Carron Company was already selling a "new light-constructed" gun, two-thirds of the weight of the standard naval gun and charged with one-sixth of the weight of the ball in powder before it introduced the carronade, which further halved the gunpowder charge. The theory of its design was to use less powder and had other advantages that were advertised in the company's sales pamphlet of the time, state. The smaller gunpowder charge reduced the barrel heating in action, also reduced the recoil. The mounting, attached to the side of the ship on a pivot, took the recoil on a slider, without altering the alignment of the gun. The pamphlet advocated the use of woollen cartridges, which eliminated the need for wadding and worming, although they were more expensive. Carronades also simplified gunnery for comparatively untrained merchant seamen in both aiming and reloading that was part of the rationale for adopting the gun. Other advantages promoted by the company were. The replacement of trunnions by a bolt underneath, to connect the gun to the mounting, reduced the width of the carriage that enhanced the wide angle of fire. A merchant ship would almost always be running away from an enemy, so a wide-angle of fire was much more important than on a warship. A carronade weighed a quarter as much as a standard cannon and used a quarter to a third of the gunpowder charge. This reduced charge allowed Carronades to have a shorter length and much lighter weight than long guns. Increasing the size of the bore and ball reduces the required length of the barrel. The force acting on the ball is proportional to the square of the diameter, while the mass of the ball rises by the cube, so acceleration is slower; thus, the barrel can be shorter and therefore lighter. Long guns were also much heavier than Carronades because they were over-specified to be capable of being double-shotted, (to load cannons with twice the shot, for increased damage at the expense of range), whereas it was dangerous to do this in a carronade. A ship could carry more carronades, or carronades of a larger calibre, than long guns, and carronades could be mounted on the upper decks, where heavy long guns could cause the ship to be top-heavy and unstable. Carronades also required a smaller gun crew, which was very important for merchant ships, and they were faster to reload. The small bore carronade and carriage is part of a collection of nineteenth Century Flagstaff Hill Guns and Cannon, which is classified as being of significance and was made a few years after the beginning of Queen Victoria's reign in 1837 and fires a 6 lb pound cannon ball. This nineteenth century artillery piece is a rare and representative item of artillery of this era, used predominately on ships, both military and merchant. The artillery piece, individually and as part of the collection, is highly significant for its historical, scientific and aesthetic reasons at the state, national and world level. This carronade represents the methods of artillery technology, its advancement and its modifications to suit dangerous situations that sailors encountered from attacks from free booters (pirates, living from plunder) or others at the time. On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Protection of Person and Property Act 1881 The ''Protection of Person and Property Act 1881'' was one of more than 100 Coercion Acts passed by the Parliament of United Kingdom of Great Britain and Ireland between 1801 and 1922, in an attempt to establish law and order in Ireland. The 1881 Act was passed by parliament and introduced by Gladstone. It allowed for persons to be imprisoned without trial. On 13 October 1881, the Act was used to arrest Charles Parnell after his newspaper, the ''United Ireland'', had attacked the Land Act. On Gladstone's return to office in 1880, William Edward Forster was made Chief Secretary for Ireland. He carried the Compensation for Disturbance Bill through the Commons, only to see it thrown out in the Lords. On 24 January 1881, he introduced a new Coercion Bill in the House of Commons, to deal with the growth of the Irish National Land League. Despite a 41-hour long fillibuster in the House by the Irish Parliamentary Party, the bill passed, among its provisions being one enabling the British government in Ireland to arrest without trial persons "reasonably suspected" of crime and conspiracy. However those arrested were often not always suspect, only supportive of the Irish National Land League's movements. Over 100 such acts were passed, some of the more notable of which were "An Act for the more effectual Suppression of Local Disturbances and Dangerous Associations in Ireland", "The Protection of Life and Property in Certain Parts of Ireland Act", and the "Protection of Person and Property Act 1881". An Irish Coercion Bill was proposed by Sir Robert Peel to calm the increasing difficult situation in Ireland as a result of the Great Famine 1844–47. The Bill was blocked and this led, in part, to Peel's retirement as Prime Minister. Later attempts to introduce Irish coercion acts were blocked by the filibustering of Joseph Biggar. As a response to the Plan of Campaign of the mid-1880s the new Chief Secretary for Ireland Arthur Balfour secured a tough Perpetual Crimes Act (1887) (or Coercion Act) aimed at the prevention of boycotting, intimidation, unlawful assembly and the organisation of conspiracies against the payment of agreed rents. The Act resulted in the imprisonment of hundreds of people including over twenty MPs. The so-called ''Crimes Act'' (or "Coercion" Act) was condemned by the Catholic hierarchy since it was to become a permanent part of the law and did not have to be renewed annually by parliament, but the Papacy issued the bull Link: "Saepe Nos" in 1888 which was uncritical of the Acts. Trial by jury was abolished. An influential analysis of the pros and cons of the Act was published in 1888 by W. H. Hurlbert, a Catholic Irish-American author. This Record Book was printed and published in Melbourne by Sands & McDougall Limited and distributed to be sold by stationers for 1s. 6d (1 shilling and 6 pence) or with Blottings (blotting paper to soak up excess wet ink) for 2s. 6d..The back cover has advertising from the Colonial Mutual Life Assurance Society Limited, an insurance company based in Collins Street Melbourne.Inside the front cover is a Calendar for the year 1897 and a table with dates for Eclipses of the Sun and Phases of the Moon for that year. Contained within the diary is a loose page listing products and an order form for Sands & McDougall. There is also a section titled "Miscellaneous Information" that includes Weights and Measures, Postal Tarriffs, Holidays, Population of various towns and states, education and a Ready Reckoner for Hourly Wages. In UK in early 1800's the word 'mechanic' was applied to a broader range of skills such as working man, tradesman or artisan. Mechanics' Institutes were formed originally for voluntary, self-funded organisations, to improve the education of working men and to instruct them on their various trades. The germ of the idea came from a class formed in 1799 by Professor George Birbeck in Glasgow, Scotland, for journeymen mechanics (apprentice trade workers), with the first Institutes being organised in London and Manchester in the 1820's. By then the original aim had broadened and the Mechanics' Institutes were established as popular agencies of adult education. The Mechanics' Institutes were run by committees that provided facilities for a meeting room, hall suitable for lectures, and a library. Funding was raised locally and often supplemented by grants from government agencies for the purchase of books and other resources. Activities were community based. In Australia, Mechanics' Institutes were set up in New South Wales and in Tasmania in the late 1820's. Mechanics' Institutes began in Victoria, with the first one in Melbourne dating from 1839, providing similar services but in time offered services tailored to their specific area. Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853 a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. "These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In q856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fund raising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former court house in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art., and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. In 1975 the original building was demolished and the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: - The new City Library took some of the historic books and some important documents, historic photographs and newspapers. - The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. - The Historic Society has some items - The State Museum has some items - Some items were destroyed - Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed art works and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. Chelsea Clock Company History: The Chelsea Clock Company is an American clock manufacturing company that started before 1880 with Joseph Henry Eastman who founded the Harvard Clock Company and produced 800 clocks of marine, carriage, shelf and banjo types. He went on to change the company name to the Boston Clock Company in 1884. After several name changes in 1897, the Chelsea Clock Company was finally founded. Clocks produced by Chelsea Clock Company have been found in the White House, on US Naval Ships, and in homes and offices around the world. After the company first began life as the Harvard Clock Company, it was named the Boston Clock Company, the Eastman Clock Company before finally becoming the Chelsea Clock Company in July of 1897. The company had developed many patents and innervations over these years and between 1939 and 1946 during World War II they were awarded contracts by the U.S Maritime Commission and produced vast numbers of clocks for both merchant and naval ships. U.S Maritime Commission History: The United States Maritime Commission (MARCOM) was an independent executive agency of the U.S. federal government that was created by the Merchant Marine Act of 1936, and replaced the United States Shipping Board which had existed since World War I. It was intended to formulate a merchant shipbuilding program to design and build five hundred modern merchant cargo ships to replace the World War I vintage vessels that comprised the bulk of the United States Merchant Marine, and to administer a subsidy system authorized by the Act to offset the cost differential between building in the U.S. and operating ships under the American flag. It also formed the United States Maritime Service for the training of seagoing ship's officers to man the new fleet. The purpose of the Maritime Commission was to formulate a merchant shipbuilding program to design and then have built over a ten-year period 900 modern fast merchant cargo ships which would replace the World War I-vintage vessels Those ships were intended to be then leased to U.S. shipping companies for their use in the foreign seagoing trades the aim was to offer better and more economical freight services. The ships were also intended to serve as a reserve naval auxiliary force in the event of armed conflict which was a duty the U.S. merchant fleet had often filled throughout the years since the Revolutionary War. From 1939 through the end of World War II, the Maritime Commission funded and administered the largest and most successful merchant shipbuilding effort in world history, producing ships for both navy and merchant marine. By the end of the war, U.S. shipyards working under Maritime Commission contracts had built a total of 5,777 ocean-going merchant and naval ships. In early 1942 both the training and licensing was transferred to the U.S. Coast Guard for administration, then later to the Maritime Service final responsibility was conveyed to the newly created War Shipping Administration which was created to oversee the operation of merchant ships being built by the Emergency Program to meet the needs of the U.S. Armed Services. With the end of World War II, both the Emergency and Long Range shipbuilding programs were terminated as there were far too many merchant vessels now for the Nation's peacetime needs. In 1946, the Merchant Ship Sales Act was passed to sell off a large portion of the ships built during the war to commercial buyers, both domestic and foreign. The U.S Maritime Commission was officially disbanded on May 24th 1950. These clocks were to be found on all ships made in American for the war effort between 1939 and 1946. They are a significant reminder of the sacrifice by those who served in the merchant marine and the navy’s during the Second World War. The box contains twelve accessories, the instruction book and the receipt for the purchase of a Wertheim sewing machine. The receipt was written on July 23rd 1891 by the Wertheim distributor in Melbourne, Hugo Wertheim. His business was the Wertheim Sewing Machine and Hapsburg Piano Depot, trading at 173 Williams Street, Melbourne. The purchaser was Mrs Burrowes from Burrumbeet, Victoria, a district northwest of Ballarat. She paid £6-6 (six pounds and six shillings) in cash. The receipt was signed by H. Wertheim and the other signatory looks like John A. Cherry. Hugo Wertheim (1854-1919) was an agent for his father’s cousin Joseph Wertheim, a well-established sewing machine manufacturer in Germany. He was born in Lispenhausen, Germany, and migrated to Melbourne in October 1875, where he opened a merchandising business at 39 Flinders Lane East. He returned to Germany in 1885 to marry Joseph Wertheim's daughter Sophie Emilie. The couple came back to Melbourne, and Hugo quickly established a substantial business selling sewing machines, bicycles, pianos and other mechanical devices, under brands such as Wertheim, Electra, Planet, Griffin and Hapsburg. He exhibited at agricultural shows and in 1901 at the Pan American Exposition, Buffalo, United States of America. One of his staff was O. C. Beale, who later set up his own piano business in New South Wales. Hugo continued to own 25 per cent of one of Beale's companies, which became Wertheim's Queensland business. In 1908 Hugo Wertheim opened a piano factory in Richmond, Melbourne, aiming to produce 2000 pianos and player pianos a year, predominantly using Australian materials. In laying the foundation stone, Prime Minister Alfred Deakin observed that “few men with such opportunities for a life of ease would have embarked on such an enterprise” Hugo died of chronic hepatitis in 1919 at his home in South Yarra. His eldest son, Herbert Joseph (1886-1972), continued the business. The piano factory closed in 1935, becoming a Heinz food processing plant and in 1955, GTV Channel 9 studios and offices. The receipt was written on July 23rd 1891 by the Wertheim distributor in Melbourne, Hugo Wertheim. His business was the Wertheim Sewing Machine and Hapsburg Piano Depot, trading at 173 Williams Street, Melbourne. The purchaser was Mrs Burrowes from Burrumbeet, Victoria, a district northwest of Ballarat. She paid £6-6 (six pounds and six shillings) in cash. The receipt was signed by H.
