Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. In 1964 the Victorian Government announced that a committee be established to plan for the establishment of a Victorian Institute of Colleges. Eight Technical colleges would be raised to the level of university colleges. Ballarat School of Mines was on the list. Plans were also underway for the development of a new campus at Mount Helen. The Mount Helen Campus was officially opened on 30 October 1970 by the Hon Sir Nigel Bowen, Minister for Education and Science. Elaine D'ESTERRE Elaine D'Esterre is a fulltime artist who lives in Anglesea on Victoria's Surf Coast. Iin 1992 Elaine D'Esterre graduatued with a Bachelor of Arts (printmaking) from the University of Ballarat. The following year she was awarded a Graduate Diploma (painting) from theUniversity of Ballarat. In 2000 D'Esterre was awarded a Doctor of Philospophy from Deakin University. At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University. As a former Councillor said to me on the day "What happened to the plaque David White unveiled in 1989!" If there is any other information you want, please contact me. Debbie LLOYD Debbie Lloyd returned to study in 2005 completing a Bachelor of Fine Arts (Visual Arts) degree at the University of Ballarat (now Federation University) in 2007, with honours the following year. She returned to the university as Artist in Residence in 2009. During her time at the University Debbie exhibited in many group exhibitions and her work was selected for the National Graduates Show at PICA in Western Australia. Debbie’s first solo exhibition was held at Space22 in Ballarat, towards the end of 2010. This item is part of the Federation University Art Collection. Zilles Printers was begun by Lewis Zilles in the early 1930s. It was in McKenzie Street Ballarat. His son Jeffrey also became a printer - letterpress, offset and screen printer. The business became Zilles Printers/Graphics and was in Armstrong Street and later Bell Street Ballarat. Ballarat College of Advanced Education evolved over time with the merger of other sectors of Education in Ballarat. Ballarat College of Victoria and Ballarat Institute of Advanced Education merged in 1976 to form Ballarat College of Advanced Education. It remained as such until 1990 when it became Ballarat University College then in 1994 University of Ballarat. 2014 saw it change again to become Federation University. Dick Richards has been honoured through the naming of a Ballarat School of Mines prize - The R.W. Richards Medal. This medal later became a University of Ballarat prize. It has been awarded annually since 1959 to the Bachelor of Applied Science graduate considered to have achieved the most outstanding academic performance of their course. The award was was introduced to commemorate the long years of service to tertiary education in Ballarat by Mr Richards. Dick Richards joined the Ballarat School of Mines (SMB) in 1914, and soon afterwards was granted leave to join an expedition to Antarctica. In 1915 he sailed from Australia with the Antarctic Exploration Expedition, led by Sir Ernest Shackleton. Lara RUSSELL Lara Russell was a student of Graphic Design and Multimedia at the University of Ballarat Arts Academy when she undertook this work. The work won the 2013 Lucato Peace Prize. Established at Federation University Australia in 2004, the Lucato Peace Prize is offered annually with the generous support of Mr George Lucato. The Prize is an annual acquisitive award, open to all enrolled Federation University Australia students and senior secondary students enrolled at a City of Ballarat secondary school or college. The winner of the Lucato Peace Prize is decided annually by a formal judging panel and is awarded to the student whose work best illustrates or expresses 'peaceful alternatives are always preferable to armed confrontations'. This artwork comprises 12 postcards each with an individual word in a gold box. Artist's Statement: The collection of postcards creates a sentence that reflects on war being an opposition to life itself. The instant we agree to destruction and conflict, we ourselves have lost the freedom and peace to live a healthy and prosperous life by giving all out hear to the cause of war. Geoff Hendy was born at Numurkah on 06 November 1945. In 1963 he was employed by the Victorian Education Department as an Administrative Officer. He moved to Ballarat in 1970 to take up the position of registrar at the Ballarat Teachers' College. In 1973 he resigned from the Education Department to become the Academic registrar at the State College of Victoria at Ballarat. He died on 08 October 1991 in Los Angeles, United States of America. The Federation University Hendy Award was established to support the professional development of the general staff of the University. The award is made biennially (in years with an odd number) The award is named in honour of the late Mr geoff Hendy, a long serving staff member of the University and its predecessor institutions. He joined Ballarat Teachers' College as Registrar in 1970, and in 1973 became the Academic Registrar for the State College of Victoria at Ballarat. In 1976 he was appointed Academic Secretary when the Ballarat College of Advanced Education was established, and later became Registrar of that institution. Geoff Hendy was still Registrar at the time of his death in 1991.
