The off white sheet has been by the SEC Ballarat track gang to record their daily work, welding, track cleaning, etc for the period 1-8-1950 to 12-2-1951. (Rupert should be Robert - see page 138 of Alan Bradley's book, The Golden City and its Tramways) - at the Gregory St terminus.
