Victoria once had well over one hundred fire lookouts and firetowers. Fire lookouts, or observation posts, were often just a clearing on a hill or a vantage point, whereas firetowers were definite structures. Many were established by the Forests Commission Victoria (FCV) in the 1920s, but the network was expanded rapidly in response to recommendations of the Stretton Royal Commission after the 1939 Black Friday bushfires. When a fire or smoke was spotted from the tower a bearing was taken with the alidade and radioed or telephoned into the district office. This cemetery is situated in the former Bataan Processing Centre (Manilla, Philippines). Record showed there were about 300 refugees were buried in this cemetery. The Centre was closed down in 1996. Cemetery was left deserted. This Processing Centre was the place where it was been used as a temporary stop-over from 1978 - 1996 for those who had been accepted to be resettled in USA. They stayed here for 6 months to be trained for English and Living in USA. This photograph is significant because it represents the high death rate at a Processing Centre The cemetery is linked with many other refugee cemeteries in the South East Asia. It is the evidence of the cost for Freedom, cost to escape from Communism in the world, during the 21-year event of Vietnamese boat people, where there were more than 500,000 Vietnamese lost their lives. The place should be well maintained as one of the heritage sites of this event.There are about 300 graves found in this cemetery. Tracked cargo carrier is part of M113 family of armoured vehicles used by 8/13 VMR in 1970s and 1990s. A mangle or wringer is a mechanical laundry aid consisting of two rollers in a sturdy frame, connected by cogs and, in its home version, powered by a hand crank or electrically. A household mangle/wringer could be attached to a bench for easier use. The washing process itself involved lifting the items from the cold soak and wringing or mangling each item before transferring them, with more soap flakes, into the copper for boiling. Items that remained soiled, even after an overnight soak, were rubbed on a scrubbing board before being transferred to the copper. The clothes mangle would be used to squeeze out all the excess water. Clothes would then be hung out to dry on a clothes line, or laid over a clothes-horse next to the kitchen or living room fire. This one was owned by the mother of Bob Clarke, an Orbost resident.This item is an example of the typical laundry equipment used by families in the Orbost district in the early 20th century.Clothes mangle [wringer] which has a wooden and metal turning handle. Bishop Foley of Ballarat accompanied his cousin Archbishop Daniel Mannix of Melbourne on his visit to Rome via the USA and England when Mannix was taken from the ship by British arrest in the Irish Sea and placed under house to prevent his visiting Ireland. The plans are presented in a keepsake folder. They show marks of sections copied and assembled together. Overall, the plans are similar to those drawn by Mr P Webb to the order of the Loch Ard Shipwreck Centenary through Mr P Williams, the organizer of the Centenary competition. “The details were based on all available information which resulted in considerable historical research…and received favourable comment from model makers because of their attention to detail…In excess of 650 sets of plans were sold before entries closed…Many plans were probably purchased by collectors and interested persons for historical reference. An illustrated historical story sheet…was prepared and enclosed with the plans…” (‘Loch Ard Shipwreck Centenary 1878-1978 Report’, November 1978). An example of the attention to historical detail on the plans is the inclusion of the following useful information about the original vessel … Tonnage….1,693 G.R.T., 1,624 N.R.T. The plans provide historical and technological context to artefacts from the shipwreck, increasing understanding and appreciation of those objects. Flagstaff Hill’s collection of artefacts from LOCH ARD is significant for being one of the largest collections of artefacts from this shipwreck in Victoria. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register (VHR S417). The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the LOCH ARD. The LOCH ARD collection is archaeologically significant as the remains of a large international passenger and cargo ship.
