Environmental approach to preserving Kew Court House 4 June 2010 Paint stripping from older buildings can be a hazardous task. The City of Boroondara has found an environmentally sustainable solution for the works at local heritage icon, the Kew Police Station and Court House. Council used an organic based paint stripping alternative as part of the repairs to the rendering on the building facade. Over nearly three months, the damaged and unsound render was removed, the paint was stripped and the render was repainted. Usually, paint is removed via high pressure water cleaning or sandblasting. This is a harsh method and involves combining extreme high amounts of pressure, water and sand and is highly toxic. It also creates high noise levels. In this 'green' project, Council used a soy bean paint stripper. The process uses a paste-like substance, which is highly effective, non toxic and biodegradable, and applied by hand. Initially, a bandage is applied (much like a leg waxing strip) over the top of paste. It is allowed to dry and then the bandage is stripped off. Noise was kept to a minimum by using the paint stripping alternative. Scrapings and bandages are then bagged and sent to the tip as landfill, so it does not end up in our water supply. The waste and debris don’t run-off into drains, and the bags and bi-products are biodegradable. Studley Ward Councillor Phillip Healey explained that soy bean paint removal is not greatly used in Melbourne or the local government sector. "We know of special cases where it has been used, such as high profile projects like Sydney Harbour Bridge, but Boroondara is one of the first in Victoria to employ this natural plant-based paint-stripping treatment to a large-scale building," Cr Healey said. As well as intimate theatre, there will be provision for the staging of instrumental and choral performances before an audience of 40 to 50 people. The Police Station will compliment the function of the Court House by providing a venue for artist groups to exhibit their work, for the Historical Societies of Boroondara to meet, and for study groups to meet, for activities such as play and poetry readings. It will be a Hub for the Arts in Kew. Of course none of this can happen unless the money to pay for restoration of the buildings is raised, and we only have until March 2007 in which to do this. In a joint statement with the Mayor of Boroondara, Councillor Jack Wegman, Mr Lenders said he was pleased that agreement had been reached and the contract of sale document finalised. “I welcome the Council making this step towards purchasing this property after recent negotiations,” Mr Lenders said. “The settlement date for the purchase of the property is March 2007. The State government sold the property to Council at a reduced cost of $825,000 for community use. The full value of the buildings on the commercial marketplace was estimated to be about $2million,” he said. Cr Wegman said the Contract of Sale provides that if the funds cannot be raised to restore the property for use as community buildings then they will be returned to the State government. In relation to this additional funding to restore and modernise the buildings, Council and the community will work together over the next eight months, with the encouragement of the State government, Cr Wegman said. Mr Lenders said both he and the Premier had advised the Council of fundraising opportunities to help the Council convert the property for its future use. "A plan to turn the Gregory Street silos into apartments is no more.Developers Eleveno Pty Ltd have abandoned plans to transform the Lake Wendouree silos into a giant apartment complex, despite previously being given the green light from the Victorian Civil and Administrative Tribunal.Director Richard Sykes yesterday confirmed the silos would be demolished."The plans are not proceeding. The plan now is to create residential houses," he said.The planning permit for an 18-lot subdivision was approved by Ballarat City Council on July 22, despite objections lodged against the application.Mr Sykes said it wasn't feasible to turn the silos into 27 units and there were many factors behind the decision."They're being demolished for various reasons, there were just better solutions," he said.Bold plans to transform the former Joe White Maltings silos into apartments were first submitted to Ballarat City Council in January 2007.However, developers took the proposal to VCAT in September 2008 after council failed to make a decision in the required 60-day timeframe.A hearing was held in early 2009 and the development was approved in March last year.Mr Sykes said it was found that the building would most likely be out of place in the region."We found the market didn't really want that sort of development," he said."They're probably more suited for inner-city development, rather than regional areas."Mr Sykes did not put a price on either the proposed development or the demolition, but said it would "cost a fair amount of money".He said once the demolition permit has been passed, works were expected to begin in November." The estate survived such losses as the Battle of the Boyne, when fourteen members of the owner's family sat down to breakfast in the Great Hall, and all were dead by evening, and the Penal Laws, even though the family remained Roman Catholic until 1774. In 1918 during the First World War a mooring-out base for airships was established in the grounds of the castle, used by airships from RNAS Anglesey in Wales which conducted anti-submarine operations in the Irish Sea. There were plans to base airships here from 1919, but these were abandoned at the end of the war.[1] In the 1920s the private papers of James Boswell were discovered in the castle, and sold to American collector Ralph H. Isham by Boswell's great-great-grandson Lord Talbot de Malahide. Malahide Castle and Demesne was eventually inherited by the 7th Baron Talbot and on his death in 1973, passed to his sister, Rose. In 1975, Rose sold the castle to the Irish State, partly to fund inheritance taxes. The Chinese School was attached/run by the Town Mission. "THE CHINESE SUNDAY SCHOOL . The opening services of the newly erected Chinese Sunday school building in connection with the Town Mission, were brought to a close on Monday night by a tea and public meeting, held in the Mission Hall. The now building, which presents a very nice appearance, and is an improvement to that part of the Main road, was erected at a cost of £95 ; Mr H. R. Caselli acting as honorary architect, kindly prepared plans, etc. A new front fence was erected at a cost of £l6, which, with all other expenses, amounted to £126 3s 6d. Previously to the present effort collections and subscriptions were obtained as follow; —Mr Burnett's service, £l8 11s 5d; Chinese Sunday school anniversary, £9 16s 10d; concert on Easter Monday, £8 15s; Phoenix Foundry, per Mr Pethard, £7; sub scriptions, £23 8s 6d, leaving a debtor balance of £57 7s 9d. The. collections on Sunday were good. Mr Lee Young, of the Chinese store, Main road, kindly gave the tea, whioh was a valuable donation. The proceeds of the tea meeting will be about £l0. The building was prettily decorated by Mr Chessell, Mrs King Hook, and the gir!s.connected with the sohool. Mr Moorshead, the caterer, gave all the school children tea gratis- Mrs Lee Young, Miss Emma Lee Young. Miss G. Kay, Miss J. Hong Gong, Mrs King Hook, Mrs Stoneman, and Mrs Pethard waited at tables. Mr M. D. Morgan presided at the public meeting in the Mission Hall, and was supported platform by the Mayor of Ballarat East, the Revs. J. White, J. J. Perrin, and E. Turner, who delivered excellent and suitable speeches; but previously, however, offers of donations - to clear off the debt were made by Mr D. Ham, £10; the chairman, £5; Mr and Mrs Whitrick, £2 17s; a number of donors of £1 each, and less sums, which, with the collec tions, amounted to £58 16s 7d. This sum, with the sale of the cottage.on the ground, clears the debt, and leaves the com mittee a few pounds in hand towards lining and seating the building. A pleas ing feature in the meeting was the hearty giving of several Chinese Christians, including Mr Le Young; also singing by the Chinese chil dren, led by Mr Pethard. Rosslyn Chapel is part of a larger complex. "In 1446 William St Clair founded the Chapel to spread intellectual and spiritual knowledge" ... Oliver Cromwell's troops sacked the Chapel in 1650. "Excavations in the 1800s uncovered foundations stretching a further 30 metres beyond the west end of the Chapel". Conservation work was undertaken in the 1950s. The Shine Dome is one of seven projects that the Royal Australian Institute of Architects has nominated to the World Register of Significant Twentieth Century Architecture. In 1956 six architects were invited to submit plans for the Academy of Science's new building in Canberra and the Academy's building design committee selected Grounds Romberg and Boyd's proposal designed by Roy Grounds. It features a shallow arcaded concrete dome, sheeted in copper and was one of a number of domed buildings that appeared around this time internationally, expressing the optimism of the post-war years. It perfectly reflected the Academy's ambition to champion excellence in Australian science and promote international scientific engagement. This plan of Lum Road Estate includes layout of roads, gardens, building and carparks. From 1970 until August 1971 Robin Boyd and his practice Romberg & Boyd Architects worked on designs for housing on the Lum Road Estate, Wheelers Hill. Berenice Harris, Linley Vellacott and Karl Fender drew many of the sketch plans for the project homes, while Robin Boyd drew the perspectives. This colour plan of the estate was drawn by Robin Boyd, but not signed. Frederick Romberg later annotated the drawing with details of its authorship. Colour plan of Lum road estate. Site plan drawing of the Shepparton Aboriginal Arts Council building, now known as the Bangerang Cultural Centre. The building is located in the Parkside Gardens, formerly the Shepparton International Village, and is the first Aboriginal cultural museum developed and managed by the Aboriginal community. The building is part of the Victorian Heritage Register. Romberg designed the building in conjunction with project instigator and Bangerang Elder, John Sandy Atkinson, OAM.
