Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at and open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. The photo shows President W.A. Perrin accepting a donation from the Mr W.P. Mein of Williamstown Racing Club at a Legatee function. The Comradeship Bell is on the table so it is assumed it is a Legacy luncheon, usually held weekly. President 'Bill' Perrin is wearing dark glasses, as he was blind as a result of service in the First World War. He went on to be elected President of the Co-Ordinating Council at the Perth Conference in 1948 to succeed L/- Savige in the role. An article in Trove provides the date of 19 June 1943 for the luncheon. The Williamstown Racing Club donated the net proceeds of a race meeting on 12 May at Moonee Valley to Legacy, which was £9,178/8/6. The photo caption identifies the men as: 'CHEQUE FOR £9,178 being presented by Mr W. P. Mein, chairman of Williamstown Racing Club, to Mr W. A. Perrin, president of the Legacy Club at the club's luncheon yesterday. The funds were raised by a race meeting. Seated (from left) : Major H. Steele, Messrs E. Sherwen (vicepresident Legacy), A. N. Kemsley, S. G. Garnsworthy (treas, WRC), J. Lindon, and A. G. Spence.' More photos of this event are in the photo album at 00041.Legatees met up for comradeship meetings and functions. A photo of two ladies sewing costumes for an Annual Demonstration, it featured in the July 1954 Newsletter. The caption states 'The sewing room is always a hive of activity. Here most of the costumes are made for the Annual Demonstrations. Mrs E Brown and Mrs M M Livingstone take a turn at the machines.' They are possibly mothers of the junior legatees, though sometimes the wives of legatees also helped. Costumes were extremely elaborate and were often reused in different years. The beautiful costumes were made by members of the Junior Legacy Mothers' Club and the Melbourne Legacy Wives' Association. Throughout the year Melbourne Legacy provided classes for Junior Legatees such as dancing, gymnastics and Eurythmics. The Demonstration was an annual event to showcase their skills. Melbourne Legacy conducted Annual Demonstrations / Parades from 1928 through to the 1980's, usually held at Melbourne Town Hall or Olympic Pool Stadium. A succinct account of the work of Melbourne Legacy to mark their first 25 years of service. Compare with 00936 which dealt with the first 21 years. By 1948 11,255 families and 27,747 children had been cared for at a total cost of ninety seven thousand, nine hundred and fifty five pounds. The major expenditure was on Residences such as Holmbush which accounted for 30% of the money. A photo of the delegates and senior observers of the Intermediate Legacy Club Conference held in Adelaide during Easter 1948. The attendees came from different cities, including Melbourne, Hobart, Geelong, Perth, Sydney, Newcastle, Adelaide and Brisbane. The names include: R Cumming, E Brown, H B Murn, A Lawson, C J Merefield, L Rolls, E B Hills, K Trevaskis, C Lee, J Yeates, V A Poulson, C Dodd, F Halliday, H H Kirkwood, R A Rowe, S Deverell, W McDougall, K Bremner, R Gammon, J Byrne, W A Ford, J Couch, B Roston, A Gale, J D Harvey, B Fennell, T Rowatt, J Murray, M Mead. Background: The ILC was formed in 1929 with a total membership of 18. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy.A record of an intermediate Legacy Conference in 1948. Second from Right is Legatee Eric Harding OBE, MM, who was also a member of the Limbless Soldiers' Association of Victoria as he lost a leg as a gunner in France in WW1. He served with the Australian Field Artillery in the original Anzac Corps. Despite loosing a leg he was active enough to ride with a Light Horse Party at the head of Melbourne's 1975 Anzac Day march. Notes from e-mail from Susan Jones - 28/8/2017 Below is a picture of the Tramways Band. After WW1 my grandfather George Arthur Scattergood, along with his brother Charles Scattergood worked for the Tramways. George was a grippy and Charley was a conductor (I think). They were all part of the Tramways band and I found this photo recently among my fathers papers. George Scattergood played the bass drum and is sitting in the centre front beside his drum. He had just returned from 4 years at the front surviving Gallipoli and then sent to the Western front in Possier etc. He often said that being in the infantry band saved his sanity and that on his return joining the Tramways Band gave his life new meaning. He also played in the Malvern City band. 4 years in the trenches without a break must have been shocking so thank you to the Tramways Band. In an e-mail of 2/9/2019, Mal Rowe advised: - > The second one I think is of a large model of the future 1041, of interest. > The left side photograph could be a model or an early rough-up of the mock up. The photo with the window in the background could be the actual mock-up (two copies held), while the 2nd is of a narrower body, but has workshop lights reflected in the window. In an e-mail from Mal Rowe dated 2/9/2019, he advises "If it is Essendon (and that looks right) especially noting that 454 (in the background) was allocated to Essendon at that time, so Essendon is pretty certain. The tram is most likely 927 - the only dash canopy SW6 with a number including 2 allocated to Essendon in the period. Geoff Warburton's tables say the three holes were cut in 927's dash in Nov 1951 and the it was converted to headlights in December 1951! As you say, looks like MMTB staff - in the pit in their suits!
