Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. From an article in The Answer newsletter December 1995 edition there was a Remembrance tour to Canberra for widows in 1995. 1995 was the 50th Anniversary of the end of World War II and there were remembrance events all over Australia as part of 'Australia Remembers'. The ladies are standing at the Changi War Memorial, Duntroon. The article says: "On 5th August, 32 members of various Legacy Clubs journeyed to Canberra on a 4 day Remembrance Tour. A wonderful time was had by all. The whole tour was wonderfully organised. We got off to a very cold and wet start, even to snow on the way, but by the time we reached our Motel the sun was out and it remained out all the time were were there. The highlights of my trip personally were Duntroon, The War Museum and Parliament House. It was great to met all the other Club Members and to establish friendships. This photo shows the large mining cavity with a hydraulic sluicing machine in operation at Baarmutha Three Mile Mine, Beechworth . The Beechworth Mining District was one of six mining districts established by the Governor-in-Council on 4 January 1858 under the provisions of An Act for Amending the Laws Relating to the Goldfields (21 Vic no.32). The District was further divided into seven divisions: Spring Creek, Snake Valley, Three Mile Creek, Buckland, Woolshed, Yackandandah and Omeo. The boundaries of each of these divisions and of the whole district are described in the Governor-in-Council's proclamation printed in the Government Gazette, 5 January 1858, pages 3-5. Hydraulic mining is a form of mining that uses high-pressure jets of water to dislodge rock material or move sediment. In the placer mining of gold or tin, the resulting water-sediment slurry is directed through sluice boxes to remove the gold. GEORGE VICTOR LANSELL is the longest serving President of the Bendigo RSL 1925 - 1952 and then 1954 - 57. He was awarded Life Membership and Life Membership with Gold Badge in 1956. This photo was originally hanging in the Billiard Room SMI. It was moved to the Foyer post 2000 to be with a plaque Cat No 8013. After the renovations to SMI 2016 -18 it was then placed in what is now called the "Building and RSL History Room". This is not the original photo that was placed in 1926. George Victor Lansell had prior service in the 67th Militia BN before WW1. He enlisted in the AIF with A Coy 38th Bn on 1.5.1916 age 32 years 7 months. He was appointed Coy Commander of A Coy. Embark for England 20.6.1916, hospital 19.8.1916 with Influenza, rejoin unit 25.8.1916, embark for France 22.11.1916, WIA 1.12.1916 grazed by a bullet to right forehead, suffering from concussion and other complications he was returned to Australia on 12.5.1917 and discharged from the AIF on 11.8.1917. Tait collection: item 32 of 62 This document contains details of the Will and Probate of Ellen Hart, a married woman of Warrnambool who died in January 1905. Ellen Hart (nee Stocker) 1829-1905, came to Victoria in 1859 with her first husband, George Greening, and two of their children. George Greening died in 1863 and Ellen married a widower, George Hart, in 1881. Ellen and her second husband were involved in the activities of the Warrnambool Methodist Church. Ellen Hart left real estate to the value of £400 and personal estate to the value of £9. The beneficiary was her stepdaughter, Charlotte Hart. Ernest Chambers, who had legal offices in Warrnambool, Port Fairy and Koroit at the end of the 19th century and the beginning of the 20th century, was the lawyer concerned with this document. He had it in his possession and it was passed down to successive lawyers occupying the legal premises in Kepler Street where it was located in 2014. It was then passed on to the Warrnambool and District Historical Society.This document is of interest as it contains details of the Will and Probate of Ellen Hart who lived in the Warrnambool area for many years in the 19th century. It will be useful for researchers. This is a cream-coloured piece of parchment paper folded in two and containing handwritten information on the Will and Probate of Ellen Hart of Warrnambool. She died in January 1905. Three of the pages have black ruled lines. A seal of the Supreme Court of Victoria is attached with a green ribbon and there are three red stamps of the Master in Equity of the Supreme Court. The document is slightly discoloured. Alexander Henry White, born 9 May 1882 was educated at Greenville College Ballarat. He enlisted in the Victorian Mounted rifles in 1899 and continued to serve in the Light Horse followinh Federation. Following the outbreak of World War One he applied for a commission in the AIF 19 November 1914 and was appointed as Commanding Officer 8th Light Horse regiment. He was 32 yers of age, married with one child. He sailed with the regiment to Egypt in December 1914, and in May 1915 landed at Gallipoli. Lieutenant Colonel received a shrapnel wound to the scalp 27June, was treated at the Casualty Clearing Station, and returned to duty 4 July. In the Charge at the Nek, 7 August, White chose to lead the first wave of the 8th Light Horse. He was killed in action and his body never identified. His name is recorded on Lone Pine Memorial, Gallipoli Peninsula. He was posthumously mentioned in dispatches for his leadership in commanding the 8th Light Horse. The history of Hoover dates back to the early 1900s and directly to Mr. James M. Spangler, an American janitor who invented the first vacuum cleaner to assist in dealing with his asthma. Originally founded in Ohio in 1908, Hoover Limited became a registered company in the United Kingdom in 1919. The first factory, in Perivale, Middlesex, England, opened in 1932. Hoover became the undisputed leader in the floor-cleaning market, so much so that in USA vacuuming became referred to as “hoovering”. This model was widely advertised in Australia from 1952 to 1958. Advertisements referred to it as “The Wonderful Hoover Floor Polisher”. It came complete with Scrubbers, Felt Pads, Lambswool Pads and Built - in Head Light and in 1952 sold for £32/8/-, or could be purchased with a deposit of £8 and weekly payments of 15/-. The steam engine indicator, or dynamometer, is an instrument used on a steam engine (such as that of a vessel or train) to measure and record the change in the pressures of the engine’s cylinders during their operating cycle. The engineer would use it to identify problems or defects such as bad valve settings or constricted steam pipes. It could indicate the difference in efficiency caused by adjustments made to the engine, being able to instantly measure the variation of pressure from the engine stroke at any given time. This force of power would be registered by a pencil, fitted to the adjustable arm, which would trace a line on paper wound around the cylinder. The recorded information could be used in conjunction with mathematical tables. This particular instrument was made by T.S. Mc Innes, one of the better manufacturers of engine indicators. Mc Innes engine indicators were still being used in the mid 1900’s. This specific instrument was used by Mark Forsythe of North Berwial, Scotland and late of Ararat, Victoria when he was chief engineer on the “SS Talawena” in 1892. The Port of Warrnambool, in Victoria, harboured steam ships that carried both passengers and cargo along the south west coast in the late 1800’s and into the 1900’s. The engineer of a steam ship was responsible for reaching and maintaining the optimum level of steam energy to serve the locomotion and efficiency of the steam ship. The engineer would use a steam engine indicator to measure and record information to achieve this purpose. Engine Dynamometer or Steam Engine Indicator in square, fitted oak case. This brass instrument is used to measure and record steam pressure for setting up and adjusting valves on a steam engine. It has an oscillating recording drum with vertical, silver clip attached for holding paper in place around the drum. The drum oscillates left to right. There is a pulley attached to a length of cord, which is attached to the drum. Beside the drum is a fine metal arm, vertically adjustable, small hole in the end to hold a pencil. Inscription stamped into bracket of the arm. The engine indicator is mounted on a hinged side of the case that swings out ready for use. Attached chains prevent the side from opening past vertical. There is storage for other accessories and an empty compartment in the base (where a scale or ruler may have been located). The case has a collapsible wooden handle, brass hinges and two brass, hook-shaped catches. There is a code stamped inside the lid. It contains a brass, ‘T’ shaped steam-cock (or stop cock) with two open ends made of metal pipe with different sized threads. (Turning the handle on top opens and closes the space in the pipe and would close off the flow of steam from one end to the other.) Also inside the case are three different spiral springs, each with a threaded nut on the end that has a threaded hole inside it. Used by Mr Mark Forsythe when chief engineer on the SS Talawena in 1892 “T.S. MC INNES PATENT” and “522 _ _” (last 2 digits are unreadable) pressed into the arm of the brass indicator. “[ ] X ’ stamped inside the lid of the case. This Bank Manager’s Diary is one of a set of five Bank of Australasia, Warrnambool branch, diaries that span the years 1895 to 1899. A Butt was Manager from 1895-1904 and J R McCleary was Accountant and Acting Manager for 12 months, until 1900. Either or both of these men could have filled in the bank’s Diary. This diary of 1899 has handwritten names on the front endpage, with figures beside each name. Perhaps people with loans and repayments. Each of the diaries in the set was manufactured by the famous Melbourne stationers, Sands & Mc Dougall Limited. The business was established as a printing partnership in 1851 by John Sands and his brother-in-law Thomas Kenny, and in 1860 Dugald McDougal joined them. The firm was re-named Sands & McDougall a year later after Kenny retired. The company was renowned as stationers, booksellers, printers and account book manufacturers and by the 1870s was one of the largest businesses in Australia. The Bank of Australasia was incorporated by Royal Charter of England in March 1834. It had its Australian beginning on 14th December 1835, opening in Sydney. The Acting Superintendent of the bank at that time was David Charters McArthur. He was Superintendent from 1867 to 1876. The Melbourne branch opened on 28th August 1838 in a two-roomed brick cottage on the north side of Little Collins Street. By 1879 the bank had been upgraded to a magnificent two-storey building on the corners of Collins and Queens Streets, with the entry on Collins Street In 1951 the Bank of Australasia amalgamated with the Union Bank to form the Australia and New Zealand Bank, now known as the ANZ. Then in 1970, the ANZ merged with both the ES&A and the London Bank of Australia to form the ANZ Banking Group Limited. The ANZ Banking Group Ltd kindly donated a variety of historic items from the Bank of Australasia. BANK of AUSTRALASIA, WARRNAMBOOL – In 1854 Warrnambool had two banks, the Union Bank and the Bank of Australasia. Later, completely different bank businesses opened; in 1867 the National Bank of Australasia, then in 1875 the Colonial Bank of Australasia. The original Warrnambool branch of the Bank of Australasia was established in July 1854, and operated from a leased cottage on Merri Street, close to Liebig Street. The bank next bought a stone building previously erected by drapers Cramond & Dickson on the corner of Timor and Gibson Streets. Samuel Hannaford was a teller and then Manager at the Warrnambool branch from 1855 to 1856 and the Warrnambool Council chose that bank for its dealings during 1856-57. In 1859 Roberts & Co. was awarded the contract to build the new Bank of Australasia branch for the sum of £3,000; the firm built the Warrnambool Post Office in 1856 and purchased land in Timor Street in 1858. The land was on a sand hill on the northeast corner of Timor and Kepler Streets and had been bought in 1855 by investor James Cust. The new building opened on May 21, 1860. The bank continued to operate there until 1951 when it merged with the Union Bank to form the ANZ Bank, which continued operating from its Liebig Street building. Warrnambool City Council purchased the former Bank of Australasia building in 1971 and renovated it, then on 3rd December 1973 it was officially opened as the Art Gallery by Cr. Harold Stephenson and Gallery Director John Welsh. The Gallery transferred to the purpose-built building in Liebig Street in 1986 and the old bank building is now the Gallery club. Staff at the Bank of Australasia in Warrnambool included the following men but others were also involved: Samuel Hannaford, Teller then Manager from 1855-1856; Hawkins, Manager in 1856, W H Palmer, Manager from January 1857 until November 1869 when the Teller Basil Spence was promoted to Manager; H B Chomley, Manager from April 1873 and still there in 1886; A Butt, Manager in 1895-1904; J R McCleary Accountant and Acting Manager for 12 months, until 1900; A Kirk, Manager 1904; J Moore, staff until his transfer to Bendigo in December 1908; J S Bath was Manager until 1915; C C Cox, Manager until April 1923; Richard C Stanley, Manager 1923 to April 1928. The set of diaries has significance through its association with the Bank of Australasia. The early Australian bank was established in 1834 by Royal Charter and opened in Sydney, Australia, in Sydney in 1835. The bank had many Australian offices in November 1877, particularly on the east and south coasts. Victoria had 45 per cent of all Offices. The set of diaries is locally significant for its association with the Warrnambool Bank of Australasia, which was established in 1854. It was Warrnambool Council’s first bank. The bank continued to operate until the organisation's merger in 1951 when it became the ANZ Bank Group today. Henry Beater Christian (1886-1962) , was a descendant of one of the earliest settler families in Kew. Employed at the Kew Asylum as a 'public servant', he was a skilled amateur photographer, photographing numerous scenes in Kew and on his travels around Victoria. The majority of his photographs date from 1916 to 1929. His finest photographs are housed in two photograph albums. Digital copy of a photograph from page 32 of the 47-page photograph album containing 261 gelatinous silver images, loaned by Diane Washfold with permission given to digitise and hold a copy in our collection. John Chapman has written in 'Bushwalking Clubs - A Brief History', about the establishment in Victoria of the first bushwalking club in 1888, and the popularisation of bushwalking during the interwar period. Henry Christian's 'walks' appear to have been undertaken solely or with a companion/s. This black and white photo is part of a group of photos taken in the Victorian High Country.
