Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series.Framed portrait of Cr. F.G.A. Captain John Marshall was born in Dundee, Scotland c.1833. Within eleven years of his arrival in Melbourne in 1852, he had established an important colonial shipping company, Anderson & Marshall, and married Mary Austin, the eldest daughter of Thomas Austin Esq of Clifton Villa in Cotham Road. Elected to the Kew Borough Council in 1869, he remained an active member until 1875. During this period, he was elected Mayor of Kew in 1872. A Scottish Protestant by birth and conviction, John Marshall was, with David Beath, a member of the inaugural committee that began planning for a separate Presbyterian Church in Kew, lending the Committee the funds to purchase land on the corner of Cotham Road and Highbury Grove. John Marshall lived at his home, 'Maryfield', at what was then 239 [now 197] Cotham Road until shortly before his death at the age of 70 in January 1903. Cheevers Dear Madam, I am pleased to say to you and the Councillors of the City of Ringwood that our family residence on both sides of my family exceeds in excess of one hundred years and it was during a family get together that an interesting anecdote was revealed relating to the land occupied by the Ringwood Bowling Club soon to occupy new premises in Warrandyte Road. The land that became the home of the Bowling Green was given by Thomas Grant, the previous owner was Captain Miles, father of the long standing Councillor the late Temple Miles. The incident I refer to was during World War 1 when Captain Miles an English Loyalist publicly stated he would give a block of land to the widow of the first Ringwood man killed in action. That man was James Brain (refer to Clock Tower Memorial) who married my father’s wife’s sister. Captain Miles made good his offer and the land was the land still occupied by the Ringwood Bowling Club. The land at that time had a small creek running through the centre and the young War Widow suffering grief was advised by another snide councillor (no name) not to accept it, saying it would not be worth it. Ringwoods’ first casualty during World War 1 left a widow and two young sons, all who have passed to their eternal reward. I still do not know if the Council has an historian, but thought it worth telling even if only the Bowling Club were to learn and proud to say my brother Jack had become club Champion on Sacred Soil. Phyllis Catherine Hore (née Kiss) was born in 1918. A Kew resident from 1949, she was elected to Council in 1972, after several attempts, and served for twenty- three years until her death in 1994. A secondary teacher by profession, Cr Hore represented College and Sackville Wards. While a councillor, she was a resident of High and later Pakington Streets. She served on Council committees and was a delegate to the Kew Elder Citizens Association, the Family and Community Services (FACS) Local Consultative Committee, and the Kew Music Centre Board of Management. During her Mayoral year, she was instrumental in memorialising Vance and Nettie Palmer, significant Kew writers and poets, by unveiling a plaque at the Kew Library in the year of the centenary of their births. In May 1994, the Mayor of Kew, Cr Tom Indovino, named a meeting room at Kew Library, the Phyllis Hore Room in recognition of her service to the City. She is buried in the Heidelberg (Warringal) Cemetery. Frank Wright was a renown resident of Smeaton, where he was born on 2 August 1901. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand.
