But thereafter, although many continued to do well, the average annual earnings of the diggers declined rapidly. In 1858, when there were over 100,000 diggers in Victoria, few could have been doing really well ; only the hope of a ''lucky strike'' kept many of them on the diggings. The diggers at the Bendigo are getting up a subscription for a testimonial for Mr. Gilbert, the Assistant Commissioner there. The present is to be a gold cup, filled with nuggets of gold. Between 200 pounds and 300 pounds has already been subscribed, and from the respect and esteem in which that gentleman is held, there is every prospect of a large amount being speedily obtained . . . Slide: MEMS FROM THE MOUNT (From the special correspondent) I mention the following circumstance with the sincerest pleasure, as showing in a strong light the nature of the class of men we have around us as diggers. A poor fellow lately arrived on the diggings of the name of John Jones became ill of a rheumatic fever this week. Having no money to obtain medical assistance, and being unable to work, he was, of course, in a sad dilemma; however, a neighbour came over to me to draw up a subscription paper for the poor man, stating his distress. Next day at noon the same man came back and told me that he had collected 16 pounds 1shilling and sixpence among his neighbours for Jones and had also obtained an order to get him into the Melbourne Hospital; so the invalid went down to Melbourne I a cart this morning. Diggers & Mining. Getting the Gold. Slide: In 1860, the Victorian Government began the construction of Reservoirs on some important gold fields. In that year, 29 small reservoirs were built (see next map); thereafter, more were constructed (there were 38 of them in 1868). These reservoirs supplied water to small gold fields towns, and to the gold mines in and near them. Between 1851 and 1854, there was continual unrest on nearly all of the Victorian diggings, due chiefly to the licence system and the repressive methods of its enforcement (though there were other causes - see Unit 8). The diggers held protest meetings; they formed diggers' associations; they sent petitions to the government. At times, serious rioting threatened - as at Bendigo in 1853. In September of that year, there were five goldfields districts in Victoria, each in the charge of a Goldfields Commissioner - Castlemaine, Sandhurst, Ballarat, Beechworth, and Heathcote. One of them carried gold from the Ovens diggings to Sydney. In 1852, the South Australian government established a gold escort service between Mount Alexander and Adelaide. Why? Besides the prevention of crime and the arrest of wrongdoers, it was their duty to move about the diggings, seeing that every digger was in possession of a current gold licence.
