On the 27th March, 1942 'Fortuna House' was occupied by LHQ Cartographic Company, Australian Survey Corps. Fortuna was the site of the base map plant and during this time approximately sixteen million maps of Australian Territories in the South West Pacific area were produced for use by the Allied Services. Fortuna was purchased in 1951 by the Commonwealth Government and until 1970 the Survey Corps and Regiment became part of community life in the district. This event to grant the Regiment Freedom of Entry took place at the Queen Elizabeth Oval on Sunday 14th June, 1970.Booklet outlining the celebrations commemorating the Army Survey Regiment's time in Bendigo. The Freedom of Entry to the City was an honour conferred by the Bendigo City Council to the Army Survey Regiment in 1970. 1980 was the third time the unit exercised its freedom of marching into the city with swords drawn, bayonets fixed and drums beating. The honour is usually bestowed upon local regiments, in recognition of their dedicated service, and it is common for military units to periodically exercise their freedom by arranging a parade through the city. Led by the Regiment’s CO – LTCOL Bob Skitch, the unit marched down View St in the CBD, along Pall Mall and up Gaol Rd to the Queen Elizabeth II Oval. The ceremonial parade followed with a march past the guests of honour, Mayor of Bendigo Councillor Paul Tomkinson and military dignitaries. The parade concluded after formal inspections of the troops. The Regiment also exercised its Freedom of Entry with anniversary parades in 1977, 1980, 1985, 1990 and 1995. Eugene Carl Sandner was born in Bendigo in 1906. He was associated with the Bendigo and Northern District Base Hospital from 1935 – 1983 including Acting City Medical Officer in 1942 and serving as Medical Officer for 48 years. He was President of the Committee of Management from 1979- 1981. Dr Sandner retired from full time practice as a surgeon in 1971 and was first elected to council in August 1976 and elected Mayor of Bendigo for the 1978 – 79 term. Robert Clark was a self educated man who had arrived in Australia with his step father to take up mining in 1854. He worked in several local mines and being familiar with the hardships associated with mining life, helping to establish the eight hour day for miners. Robert married Sarah Jane Kernaghan in 1862 and together they had nine children. Robert Clark was first elected in 1872 and remained a councillor until his death in 1883. He died aged 41 years. This elaborate Letter of Appreciation was hand drawn and painted by artist and photographer Frederick de Kock who was associated with Mr N Caire's photographic Studio, View Place and by 1882 was producing and teaching hand painting on ceramics.
