This building is a fine example of a very early small brick country court house which retains its furnishings and has important associations with the early history of the Eltham township. It was used for Eltham Road Board meetings in the 1860s and later to provide additional school accommodation. It is the oldest public building remaining in Eltham and forms an important group in historic and streetscape terms with the adjoining former police residence. The survival of the furnishings (of unknown origins) is of particular significance given the building's age. This building, and the former police residence beside it, were constructed as a result of a petition by five Eltham residents in 1857. The nearest police were at Heidelberg eight miles away or at the Caledonia Diggings 21 miles away. After the construction of the Court of Petty Sessions at Eltham in 1859-60 (which was designed by the Public Works Department and built by a Mr Duncan for a cost of 536 pounds), it was used for a variety of purposes. Eltham Road Board meetings were held there until 1868 when the board was transferred to Kangaroo Ground and as the Road Board Secretary's office, until this was transferred to Wingrove Cottage in 1867. It was used as an overflow for the Dalton Street School in 1875. According to National Trust records, the Eltham Court House is a relatively rare building type. There are only six other known examples of similar small brick country court houses in the state which have small projecting entry porches and a gabled form. Originally dated as pre-1877 introduction of the Telegraph (the Telegraph was connected to the Post Office on Thursday, June 7, 1877) given the lack of poles and wires visible, a more recent higher resolution scan has revealed more detail highlighting the presence of several Telegraph poles: one about half way between Brougham Street and Dalton Street, one opposite the Police Residence, another opposite W.B Andrew’s Corn Store (Zen Den site), one possibly near the Fountain/Evelyn Hotel. He never married and continued his profession as a bootmaker from this little shop, maintaining a close relationship with Mrs Jarrold for the rest of their lives. One of only three remaining early 20th century shops in the former Little Eltham district. The bootmaker's shop was operated by John Henry (Harry) Clark from about 1930. Clark was originally a photographer along with his brothers William (Will) Charles Clark and Clement Kent Clark. They operated as Clark Bros Photographers based at 25 Thomas Street, Windsor (Prahran) from about 1895 to 1915 at which point the premises was demolished.. Brother Clement died in 1912. From about 1910 Harry was living and working as a photographer in Eltham and was recorded on the electoral rolls as a photographer from 1915 up to and including at least 1928. He boarded with Thekla Jarrold and the Jarrold family in the Jarrold family cottage (Whitecloud). By 1931 he changed his profession to Bootmaker and Thekla Jarrold built him this litrtle shop circa 1930 on the corner of her property next to the family home. He was well regarded by all as a fine leather worker and operated as a Bootmaker from his little shop at least until 1954. He died at St Vincent'e Hospital in Dec 1956. Very little public record exists of Harry in the papers either as a photographer or bootmaker, one incident was reported in 1935 when he witnessed a girl on a bike come crashing down Dalton Street and across Main Road into the pond next to his shop. Both Harry and Thekla objected to the proposal.
