Irish poet and balladeer Thomas Moore, best-known for penning The Minstrel Boy and The Last Rose of Summer, is honored in this statue prominently located in Sturt Street created by sculptor George Grant from white Carrara marble. George Grant was trained at the School of Art associated with the National Gallery of Victoria, apparently in the 1880s, and then worked as an artist, specialist house painter, and banner artist. Several of his paintings are held by the Ballarat Art Gallery. Moore`s writings range from lyric to satire, from prose romance to history and biography. His popular "Irish Melodies" appeared in ten parts between 1807 and 1835. Moore was a good musician and skillful writer of songs, which he set to Irish tunes, mainly of the 18th century. This statue of Hebe standing tall in Sturt Street is a religious reference to the youth. She holds aloft the cup of youth while the flask or jug of knowledge hangs in her fallen arm. Both Hebe and Ruth as iconic figures face each other across their garden beds forming a part of the sculptural vista of Sturt St. Hebe, Greek Goddess of Youth and the biblical figure Ruth, were the gift of wealthy local benefactor John Permewan, who owned carrier firm Permewan & Wright. He commissioned Charles Summers to sculpt both of the women figures. The Campsite mural features Bunjil (wedge-tailed eagle) the creator and spiritual leader for Aboriginal people of this land. The Baarlijan (platypus) is a representation of the local Aboriginal community who have come from different Aboriginal nations and have made Ballaarat their home. The circular motifs represent campsites of different sizes located across Ballaarat, indicating that Ballaarat was and continues to be an important meeting place. Campsite (2020) is a re-commissioned artwork based on the original Campsite Mural installed in Alfred Deakin Place for the Commonwealth Games in 2006. In 1885, at the instigation of James Oddie, the Government reserved three acres (about 1.2 hectares) for an observatory in Cobden Street, Mount Pleasant, originally known as the Ballarat School of Mines Observatory. In March 1886 a committee was appointed for the care, protection and management of the reserve. Captain Baker, a retired sea captain, was invited to become the first Superintendent of the Ballarat Observatory. Six colour photographs of the stained glass windows in the Ballarat Observatory. Richard Bell was born in Dumfermline, Scotland in 1850, arriving in Victoria with his family as a child. He worked at the grocery store of W.L. Wilson, Skipton Street, Sebastopol for six years before opening his own grocery business on the corner of Drummond and South Streets, Ballarat. The business was successful and he retired 15 years later. He was elected to the Ballarat City Council in 1891, and in 1892 he started an auctioneering and sharebroking business in partnership with Mr Lambert. Organisations such as the Ballarat Woollen Company and the Ballarat Tramway Board benefited from Richard Bell's association with them, and he was the Director of many mining companies. He was a member of the Old Colonists' Association of Ballarat, the Ballaarat Mechanics' Institute and the Commercial Club. Richard Bell was interest in erecting statues in Sturt Street to the memory of the poets Burns and Moore, and served on the relevant committee to that end. He was a long term truster of the Miners' Association, and took a very active part in the South Street Debating Society. In April 1874 Richard Bell married Jessie Scott, and the couple had two sons and seven daughters.
