Machine - Dioptric Apparatus, mid 19th century
Before the introduction of electricity, lighthouses had a clockwork mechanism that caused the lens to rotate with a light source inside that was either powered by Kerosene or Colza oil. The mechanism consisted of a large weight attached by a cable through the centre of the lighthouse to the top where the cable wrapped around a barrel, drum or wheels that controlled the speed of the lights rotation by a clockwork mechanism. The keeper would crank the clockwork mechanism, which would lift the weight ready for the next cycle similar to an old grandfather clock mechanism. Once the weight lifted to its apex at the bottom of the first landing, the keeper would let it fall, which would pull on the cable, which would, in turn, operate a series of gears activating the rotation of the Fresnel optical lens, which would then rotate to create the lighthouse’s unique light speed of rotation characteristic. Creating a specific characteristic required a way to regulate the speed of the rotation, and was important as sailors could identify a particular light by its speed and time between flashes. The weight had to fall at a certain rate to create the proper rotation speed of the lens and a regulator within the mechanism accomplished this. History: From 1851, Chance Brothers became a major lighthouse engineering company, producing optical components, machinery, and other equipment for lighthouses around the world. James Timmins Chance pioneered placing lighthouse lamps inside a cage surrounded by Fresnel lenses to increase the available light output these cages, are known as optics and they revolutionised lighthouse design. Another important innovation from Chance Brothers was the introduction of rotating optics, allowing adjacent lighthouses to be distinguished from each other by the number of times per revolution the light flashes. The noted English physicist and engineer, John Hopkins invented this system while employed at Chance Brothers. Chance Brothers and Company was a glass works and originally based in Spon Lane, Smethwick, West Midlands England. The company became a leading glass manufacturer and a pioneer of British glass making technology. The Chance family originated in Bromsgrove as farmers and craftsmen before setting up a business in Smethwick near Birmingham in 1824. They took advantage of the skilled workers, canals and many other industrial advances taking place in the West Midlands at the time. Robert Lucas Chance (1782–1865), known as 'Lucas', bought the British Crown Glass Company's works in Spon Lane in 1824. The company specialised in making crown window glass, the company ran into difficulty and its survival was guaranteed in 1832 by investment from Chance's brother, William (1788 – 1856). William owned an iron factoring business in Great Charles Street, Birmingham. After a previous partnership that Lucas had dissolved in 1836, Lucas and William Chance became partners in the business which was renamed, Chance Brothers and Company. Chance Brothers invented many innovative processes and became known as the greatest glass manufacturer in Britain. In 1848 under the supervision of Georges Bontemps, a French glass maker from Choosy-le-Roi, a new plant was set up to manufacture crown and flint glass for lighthouse optics, telescopes and cameras. Bontemps agreed to share his processes that up to then had been secret with the Chance Brothers and stayed in England to collaborate with them for six years. In 1900 a baronetcy was created for James Timmins Chance (1814–1902), a grandson of William Chance, who had started the family business in 1771 with his brother Robert. Roberts grandson, James became head of Chance Brothers until his retirement in 1889 when the company became a public company and its name changed to Chance Brothers & Co. Ltd. Additional information: Lighthouses are equipped with unique light characteristic or flashing pattern that sailors can use to identify specific lighthouses during the night. Lighthouses can achieve distinctive light characteristics in a few different ways. A lighthouse can flash, which is when brief periods of light interrupt longer moments of darkness. The light can occult, which is when brief periods of darkness interrupt longer moments of light. The light can be fixed, which is when the light never goes dark. A lighthouse can use a combination of flashing, oscillating, or being fixed in a variety of combinations and intervals to create individual light characteristics. It is a common misconception that a lighthouse's light source changes the intensity to create a light characteristic. The light source remains constant and the rotating Fresnel lens creates the various changes in appearance. Some Fresnel lenses have "bulls-eye" panels create beams of light that, when rotated between the light and the observer, make the light appear to flash. Conversely, some lenses have metal panels that, when rotated between the light and the observer, make the light appear to go dark. This Dioptric clockwork apparatus used to turn a lighthouse optical lens is very significant as it is integral to a lighthouses operation, we can also look at the social aspect of lighthouses as being traditionally rich with symbolism and conceptual meanings. Lighthouses illustrate social concepts such as danger, risk, adversity, challenge and vigilance but they also offers guidance, salvation and safety. The glowing lamp reminds sailors that security and home are well within reach, they also symbolize the way forward and help in navigating our way through rough waters not just on the oceans of the world but in our personal lives be it financial, personal, business or spiritual in nature. Nothing else speaks of safety and security in the face of adversity and challenge quite the way a lighthouse does. Inside the pillar/cabinet is a large clockwork mechanism used to turn and regulate a lighthouse light by means of weights and a chain attached to same. The Ballarat-based firm, J Chatham and Co, serviced the Hotel Industry in Victoria, particularly Victoria’s Wimmera and Western Districts. Established by Jack { John} Chatham in 1956, The business was based at 7 Lydiard St South, Ballarat. As a regional hotel and motel broking specialist, he worked closely with other Ballarat businesses, including the Ballarat Brewery. On Jack's death in 1967, the business was taken over by his son, Philip, and renamed J Chatham Pty Ltd. The business continued to grow. Chatham House, the building the business operated from, and subsequently purchased and named, at 7 Lydiard St South, Ballarat still stands today. In the 1970's a Melbourne branch also opened in Dudley St, Nth Melbourne, In the 1980s the Melbourne branch, J Chatham and Daunt Pty Ltd, operated from 205 Victoria Parade, Fitzroy, a few blocks west of the Carlton United Brewery. Philip's son, Andrew, joined the business, then called J Chatham, Daunt and Foley Pty Ltd., in the late 1980s. The business at this time operated from a terrace house [?Bouverie Street] Carlton near Grattan St. By 2005, the Daunt and Foley partnership had dissolved. Philip predeceased his wife, Elizabeth Chatham (nee Holmes), a Director of the Company in 2001. His share of the business was inherited by Andrew. Elizabeth died in 2005 and the business was sold in 2006. The Gurley enterprise was established in 1845, first as the partnership of Phelps & Gurley and in 1852 as W. & L. E. Gurley. William Gurley and his younger brother Lewis E. were both engineering alumni of Rensselaer Polytechnic Institute, in Troy, NY, and brought to the business a hunger for technical innovation and unrivaled marketing skill. Exposure at the Centennial Exposition in 1876 launched the company into international prominence from which it never fell. The brothers built a factory in 1852 that operated in departments, each department turning out different components, which were then assembled. This revolutionized the industry which, to that time, operated as small shops making, essentially, individual instruments. Gurley was able to roughly halve the price of their instruments over those of their competition, while maintaining quality. 1833 Brown & Sharpe was founded in Providence, Rhode Island by David Brown and his son Joseph R. Brown. David Brown retired in 1841 and Joseph Brown formed a partnership with Lucian Sharpe in 1853. During the 19th and 20th centuries, Brown & Sharpe was one of the best-known and most influential machine tool builders and was a leading manufacturer of instruments for machinists (such as micrometers and indicators ) and helped establish: The American wire gauge (AWG) standards for wire; The Brown & Sharpe taper in machine tool spindle tapers; and The Brown & Sharpe worm threadform for worm gears. .Like most machine tool builders, Brown & Sharpe rode a business cycle roller coaster during 1920- 40. After being kept very busy during World War I, builders suffered a slump in the post–World War I recession and depression of 1920–21. The Roaring Twenties brought renewed sales, but then the Great Depression slashed them. The armament-build-up period of 1936 to 1940 again renewed machine tool activity, and then the World War II materiel effort exploded demand, pushing it to record heights and employed 11,000 workers. Brown and Sharpe machine tools were a mainstay of American metal manufacturing until the late 20th Century and could be found in most machine shops and factories that worked with metal. Brown and Sharpe made callipers and micrometers that were essential to products built to fine tolerances. Shortly after World War II, Henry D. Sharpe, Jr. succeeded his father as president of Brown & Sharpe Manufacturing Company, at which point it evolved into a new and modern company built, or at least designed, to last. The firm stopped producing its old stalwarts: sewing machines, hair clippers, and certain categories of machine tools and employment dropped to 3,500 in 1976. Due to industrial disputes in the 1980’s B&S started focusing more on developing Coordinate-Measuring Machines. The company began to lose money as it shifted production away from machine tools and toward advanced metrology equipment, losing $14.6 million in 1990 and employed only 700. In 1994 Brown & Sharpe acquired DEA of Italy, an established manufacturer of CMMs. In 2001, substantially all of the assets of the Brown & Sharpe Manufacturing Company, including the intellectual property, designs, trademarks, facilities and inventory, were acquired by Hexagon AB, Switzerland, without the acquisition of the Brown & Sharpe Manufacturing Company itself. This sewing kit was owned by Nurse Emma Warburton and was in her Gladstone Bag. A sewing kit made by Kirby Beard & Co. Ltd Kirby Beard Company was founded by William Cowther. He established this business in 1743. His son, Richard, succeeded his father and went into partnership with Robert Kirby. Mr Kirby was well connected & became the Sheriff of London in 1816. By 1820 two further partners George Beard and William Tovey joined the firm. By 1840 the firm was known as Kirby, Beard and Company. Domestic object - Spoon, Walker & Hall, C.1910-1920
This electroplated teaspoon made by Walker & Hall of Sheffield. It was recovered from an unknown shipwreck in the coastal waters of Victoria in the late 1960s to early 1970s. The shipwrecks in the area range from around the 1840s to the early 1930s. It is part of the John Chance Collection. Walker & Hall’s Marks on this teaspoon, the SHIELD and the FLAG, date the spoon between 1910 and before 1920. The letters, possibly N S, within a shield may stand for Nickel Silver. The first Sheffield licence to make electroplated pieces of work was granted to John Harrison in 1843. One of his employees, George Walker, had been sent to learn electroplating skills at Elkington’s in Birmingham, who had patented the process discovered by Dr John Wright. Walker left Harrison in 1845 and started up his own company with Samuel Coulson and William Robson, to become George Walker & Co., electro-platers and gilders, taking out a licence with Elkington’s. In 1848 Robson retired and Henry Hall joined the partnership, operating at Electro Works at 11 Howard Street Sheffield, with a showroom in at 45 Holborn Viaduct, London. The firm had changes in the partnership and by 1853 it was called Walker & Hall. Over the years the company grew, with branches in the UK and overseas in Australia and South Africa. Then John Bingham, and later his brother Charles Bingham, became involved in the business, increasing profits. In 1861 the firm registered its first Trademark, a stamped ‘Flag’ with a banner with letters ‘W & H’. In 1884 Walker & Hall were one of the largest manufacturers and the second to introduce a voluntary system of using dating marks for silver plate, based on the alphabet and styles of shields or figures. The firm grew and prospered. It was described as ‘comprehensive … touching almost every department of Social life’, selling all manner of silverware and other goods. In 1920 the firm became Walker & Hall Limited and continued to expand in the goods produced and the member employed. Then the effects of war brought economic depression and fewer people able to afford the quality luxury goods. Eventually, in 1963, the company amalgamated with Mappin & Webb and Elkington & Co., becoming British Silverware Ltd. Although the spoon is not linked to a particular shipwreck, it is recognised as being historically significant as an example of cutlery, perhaps part of a passenger’s luggage or imported for use in Victoria in the early 20th century. This spoon is significant for its association with makers Walker & Hall, famous for silverware and silver plate in the mid-19th to early-20th century. It is the only example in Flagstaff Hill’s shipwreck artefact collection. The spoon is also significant as it was recovered by John Chance, a diver in Victoria’s coastal waters in the late 1960s to early 1970s. Items that come from several wrecks have since been donated to the Flagstaff Hill Maritime Village’s museum collection by his family, illustrating this item’s level of historical value. Functional object - Hat Box, John Brush, Son & Co, 1920s
This sturdy, deep hat box has been carefully constructed to give the contents utmost protection in the roughest of travel conditions. At the same time, attention to detail and quality of materials makes the box an attractive, desirable and useful piece of luggage. The supports inside the hat box show that the hat’s brim dipped at the front and back in the popular 1920s Homburg or Derby style. The hat box was likely to have been purchased, complete with its fashionable hat and personalised with the initials ‘G.M.’. The five shipping labels on the hat box tell that the owner traveller overseas with it on more than one occasion. The owner had first travelled with the shipping line Peninsular & Orient Steam Navigation Company, and may have been one the first Australian passengers in 1932, as the remnant of label on the base reads Sydney. The owner later voyaged under the company’s new name of P & O. and travelled from at least one of the voyages from Melbourne to London The square label, with “P & O” and red printed “M” in centre of circle, refers to alphabetical organisation of baggage by surname, connecting the owner ‘G.M.’ to the owner’s voyage with P & O. The P & O shipping line’s early beginnings started with the partnership of London ship broker Brodie McGhie Willcox and Scottish sailor Arthur Anderson in 1822. The partnership was joined by Irish shipowner Captain Richard Bourne in 1835 and they began operation as the Peninsular & Orient Steam Navigation Company with a service between London- Spain - Portugal. In 1932 the company expanded to include Australia with its passenger services departing from Sydney; in 1840 the company was incorporated. After various take-overs of other shipping lines and businesses, it operated under the name P & O. JOHN BRUSH The hat box was made by Australian saddle designer and maker, John Brush, Sons & Co. Brush began his saddlery trade in Roma, Queensland, His designing process included consulting with the men who rode and worked the horses. He was described in the Sydney Morning Herald of December 15, 1897, as a leading Sydney saddler, well known and reliable, with every kind of English and Australian saddle on view. John Brush established his business in 1840, operating from 371 George Street Sydney. A catalogue from that era jointly advertises John Brush (371 George Sty Sydney) and Butlers & Brush (432-4 Queen Street Sydney), both under the name of Edward Butler & Co. Pty. Ltd. The catalogue included saddlery, harness equipment, riding wear and travel goods, and strongly promoted the Wienkek made saddles, which he distributed Australia wide. John Brush, So & co. advertised its ‘new’ address in 1887, as 403 George Street Sydney. In 1898 Brush made a side-saddle for a customer, a design popular with gentlewomen of the era. The business was still operating over 100 years later, producing a catalogue in the 1950s.This early 20th century hat box is significant for being one of a kind in our Collection. Its fitted design shows the shape of the hat, dating it from the 1920s men’s fashions. The hat box is significant for being a high quality hat box made in Sydney, Australia by prominent and successful early colonial saddler and leather goods business, John Brush, Son & Co. The labels on the outside of the hat box are also significant, representing the prosperous lifestyle of an Australian traveller who purchased quality goods and cared for them. The traveller was able to depart from firstly the Port of Sydney and later the Port of Melbourne. Hatbox, oval shape, brown leather, strong, sturdy construction, six pieces, and metal lock on base. Wide lid, then tapers to a narrower base that has a red leather trim. Brown velvet fabric lining inside and covers some accessories. Other internal accessories are trimmed with plain red paper and blue and white striped paper. The lid has two attached leather tabs and a leather handle and underneath it has a drawstring liner and oval, gold-lettered maker’s label. The internal oval box has a leather retention strap and brim support. Separate moulded brim support is included. A detached leather strap with catch is inside the base. Inscriptions are stamped on the lid, printed on the maker’s label, attached as printed paper labels to the lid, sides, and under the base. Maker is John Brush, Son & Co. of Sydney. The owner’s initials “G.M” are embossed on the lid.Stamped on lid “G. It was then that Michael Mulqueen became the sole proprietor of the parlour with his brother John in charge of stables - an integral part of the business as many of the cabs were hired from the ranks next to the Shamrock Hotel. The business continued in this format until 1926 when the brothers purchased a motorised hearse, built in Melbourne by Australian Motor Industries. Thomas Crouch Watts was born on March 7th. 1865, to Joseph and Susan Watts. Before the real estate business commenced, Thomas and his brother were in partnership as booksellers and stationers in a shop at View Point. Thomas lived in a fine house in Rowan Street, which was called 'Ottawa' Thomas started his real estate business in the early 1900s in a shop in View Street. His daughter Edna was the book keeper and typist, Stewart Watson was the salesman and Stanley Phipps (Edith Lunn's father) was the property manager and valuer. When Thomas Watts died in 1914, his daughter took over the running of the business. She married Stewart Watson in 1918. Eventually the name of the business was changed to Bishop and Earl. From a letter from Edith Lunn re T.C. Watts & Son. 'The firm of T.C. Watts & Son later became Bishop and Earl. When the firm of Bishop and Earl ceased to operate after the death of Edith Lunn's father, S.P. Bishop, Miss. June Parry, Secretary of the BHS was a member of staff. The book is an account of the Charles TROEDEL & Co and their lithograph production. The author, Amanda SCARDAMAGLIA, mentioned the company in a footnote to her PhD thesis. From the interest came her first book 'From Stone to Print'. this book, 'Printed on Stone', covers the history of lithography as well as that of Charles, company from 1863 to 2013. In 1887 Edward COOPER joined the business & in 1890 he and Charles formed a partnership until the 1890's depression forced the temporary closure of the business in 1895. The book is lavishly illustrated with examples of the work.Hard cover book of 234 pages with its spine bound in red. A coin that was issued by a Melbourne Marine store. Description by the Museums Victoria website. "Copper Halfpenny Token, minted by Heaton & Sons of Birmingham, circa 1861. Issued by Robert Hyde & Co, Marine Store, Melbourne. Hyde's Marine Store was listed in a Melbourne directory for the first time in 1862. Between 1863 and 1865 he was listed as being in a partnership with Richard Hodgson (Hyde, Hodgson & Co.). In 1868 his Marine Store became a Rag Merchant's business, before becoming a Marine Store for 1869 and 1870. The firm's principal business was dealing in second hand and scrap goods. Physical Description A round copper token (28 mm diameter) giving the name address and business of the issuer: Robert Hyde & Co. Melbourne. General Marine Store. On the reverse a coat of arms consisting of a central shield below a Rising Sun supported by an emu at left and kangaroo at right all resting on a ribbon with the motto ADVANCE AUSTRALIA. The shield is quartered and contains: upper left - a golden fleece; upper right - a three-masted sailing ship; lower left - a bull standing facing left; lower right an anchor. Phoenix Foundry Plate - replica Made about 2010 cast off original from locomotive Y112 The Phoenix Foundry (1857-1906) fabricated iron and brass products - including engines and pumping gear for the mining industry, locomotives, steam rollers, water pipes, water gauges and diverse small items. Throughout its operation the business was located at premises on Armstrong Street, Ballarat . Background In 1852, at the age of thirty-three and after a year of operating his own engineering business at Williamstown, Lancashire-born blacksmith and engineer George Threlfall (1819-1897) arrived on the Sebastopol gold plain and immediately undertook blacksmith work repairing picks and tools for the miners. Little did he know that this fledgling business would be the genesis of the most iconic business of nineteenth-century Ballarat. At approximately thirty-nine years of age, English mechanical engineer Richard Carter (c1814-1883) came to Australia on board the Arrogant - arriving in Melbourne on 19 April 1853. He soon travelled to the Ballarat goldfields. Born in the year 1830 in Belfast (Ireland), mechanical engineer William Henry Shaw (1830-1896) arrived in Australia in October 1853. He worked briefly with George Threlfall at Sebastopol, then moved to Geelong to manage the small foundry of Frederick Moore. Twenty-four year old English-born iron moulder Robert Holden (c1831-?) left his home in Belfast (Ireland) in late 1854 and travelled from Liverpool to Melbourne on board the James Baines - arriving in February 1855. Afterwards he joined his brother-in-law William Henry Shaw in Ballarat. History Foundation to Incorporation In March 1857 George Threlfall joined in business with Richard Carter, William Henry Shaw and Robert Holden. They relocated Threlfall's successful engineering enterprise from Sebastopol to new premises in Armstrong Street, Ballarat. This business was then known variously as the Phoenix Iron Works Company, Phoenix Foundry or Messrs Carter and Co. By 15 April 1857 they were advertising that they were open for business as engineers, millwrights, boiler makers, smiths, iron founders and brass founders. In January 1858 George Threlfall left the partnership. Incorporation to 1889 1890 to Closing locomotive Y112 Builder: Phoenix Foundry, Ballarat Builder’s Number & Year: 238 of 1889 Designer: Kitson & Co Wheel Arrangement: 0-6-0 No. in class: 31 Entered Service: 24 July 1889 Taken off Register: 11 May 1961 The origins of the Victorian Railways Y-class lay with the decision by Kitson & Co, Leeds to place a 0-6-0 freight locomotive on display at the Centennial International Exhibition, Melbourne in 1888, together with a 2-4-2T suburban passenger locomotive. This marketing initiative proved successful as the Victorian Railways were clearly impressed with these machines, with both purchased after the exhibition and becoming the patterns for new standard locomotive types. Thirty examples of the 0-6-0 heavy freight design were ordered from the Phoenix Foundry, Ballarat, becoming the Y-class for main line heavy freight duties, while the 2-4-2T design became the E-class for Melbourne suburban passenger duties (represented by preserved locomotive E 236). The Y-class prove successful in service and accrued high mileages. They were inevitably superseded by more modern and powerful steam locomotives and a number cascaded into shunting and yard pilot duties, often with the addition of shunters steps along both locomotive and tender. Y 112 was one of the last in service when withdrawn in 1961. Fortunately it was saved for preservation and plinthed in central Ballarat, ostensibly in commemoration of Phoenix Foundry. I understand it is owned by the Sovereign Hill Museums Association. During the 1980’s, Y 112 was leased to Steamrail Victoria and restored to operation at an industrial site in Ballarat. Y 112 features an attractive lined apple green livery and has performed various rail tours around Victoria since restoration. It is normally based at the Steamrail depot in Ballarat East. Y 112 is the only 19th century design in operational condition in Victoria and as such is one of the oldest working steam locomotive in Victoria . This honor board was made by Robert Prenzel (1866–1941) who was born and trained in Prussia, and migrated to Australia arriving in Melbourne on 24th November on the steamer Habsburg. In Melbourne Prenzel first worked for the German sculptor and modeller Otto Waschatz, decorating private homes and public buildings. From 1891-1901 Prenzel worked in partnership with another German, Johann Christian Treede, after which he continued in business on his own. He also participated in the activities of Melbourne’s Deutscher Turnverein. During the first quarter of the current century he became the major exponent in the field of furniture and woodwork of the cult of nationalism, and was renowned for his carvings, many of them in the art nouveau style, of Australian animals, birds, trees and flowers. Environmental approach to preserving Kew Court House 4 June 2010 Paint stripping from older buildings can be a hazardous task. The City of Boroondara has found an environmentally sustainable solution for the works at local heritage icon, the Kew Police Station and Court House. Council used an organic based paint stripping alternative as part of the repairs to the rendering on the building facade. Over nearly three months, the damaged and unsound render was removed, the paint was stripped and the render was repainted. Usually, paint is removed via high pressure water cleaning or sandblasting. This is a harsh method and involves combining extreme high amounts of pressure, water and sand and is highly toxic. It also creates high noise levels. In this 'green' project, Council used a soy bean paint stripper. The process uses a paste-like substance, which is highly effective, non toxic and biodegradable, and applied by hand. Initially, a bandage is applied (much like a leg waxing strip) over the top of paste. It is allowed to dry and then the bandage is stripped off. Noise was kept to a minimum by using the paint stripping alternative. Scrapings and bandages are then bagged and sent to the tip as landfill, so it does not end up in our water supply. The waste and debris don’t run-off into drains, and the bags and bi-products are biodegradable. Studley Ward Councillor Phillip Healey explained that soy bean paint removal is not greatly used in Melbourne or the local government sector. "We know of special cases where it has been used, such as high profile projects like Sydney Harbour Bridge, but Boroondara is one of the first in Victoria to employ this natural plant-based paint-stripping treatment to a large-scale building," Cr Healey said. "What this means is that no harmful substances were used and no injury was caused, soy paint removal also preserves, protects and restores the heritage integrity and decorative stone masonry features of the historic building. "This is a terrific example of our commitment to 'enhancing the environment' which is one of our key directions in the 2010–15 Council Plan." The restoration of the Kew Court House and Police Station is expected to be completed in the year ahead. Council purchased the heritage building in 2007 with the intention for it to be restored and used for the community. The building required extensive renovation including repair of the slate roof and ventilation dome, and the renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. Heritage Victoria helped fund the cost of the roof repairs with a grant of $250,000, along with the Australian Government contributing $330,000 through its Regional and Local Community Infrastructure Program. Restoration Underway Concept plans for a new performance and exhibition space at the Kew Court House and Police Station have been developed by the City of Boroondara. Two years ago, Council Purchased the Kew Court House and Police Station from the State Government for $825,000 with the intention for it to be restored and used for the community. The renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. The restoration has been assisted with a Federal Government grant of $330,000 under the Regional and Local Community Infrastructure Program. In 2008, Council was also successful in obtaining a Heritage Victoria Grant of $250,000 towards the costs of the roof repairs. Having satisfied the necessary permit requirements, works are about to commence using slate of a similar quality to the original. The City of Boroondara would like to thank all residents and businesses who have contributed to the Kew Court House Restoration Appeal which has raised $650,000. Special thanks go to a private donor who donated $250,000 and the Kew Senior Citizens Club which contributed $50,000. As well as intimate theatre, there will be provision for the staging of instrumental and choral performances before an audience of 40 to 50 people. The Police Station will compliment the function of the Court House by providing a venue for artist groups to exhibit their work, for the Historical Societies of Boroondara to meet, and for study groups to meet, for activities such as play and poetry readings. It will be a Hub for the Arts in Kew. Of course none of this can happen unless the money to pay for restoration of the buildings is raised, and we only have until March 2007 in which to do this. End Media Release Kew Courthouse future looks bright The State Government has accepted an offer from the local government of Boroondara to purchase the former Kew Courthouse and Police Station, Minister for Finance John Lenders said today. In a joint statement with the Mayor of Boroondara, Councillor Jack Wegman, Mr Lenders said he was pleased that agreement had been reached and the contract of sale document finalised. “I welcome the Council making this step towards purchasing this property after recent negotiations,” Mr Lenders said. “The settlement date for the purchase of the property is March 2007. The State government sold the property to Council at a reduced cost of $825,000 for community use. The full value of the buildings on the commercial marketplace was estimated to be about $2million,” he said. Cr Wegman said the Contract of Sale provides that if the funds cannot be raised to restore the property for use as community buildings then they will be returned to the State government. In relation to this additional funding to restore and modernise the buildings, Council and the community will work together over the next eight months, with the encouragement of the State government, Cr Wegman said. Mr Lenders said both he and the Premier had advised the Council of fundraising opportunities to help the Council convert the property for its future use. Cr Wegman noted that applications for funding from the Community Support Fund and for State government heritage grants were being processed. “Council has agreed to a Memorandum of Understanding with the Kew Historical Society outlining arrangements for the Kew Court House Restoration Appeal and Council is delighted with the level of support shown by the community and is confident of a bright future for these historic buildings.” Mr Lenders said the Bracks Government is committed to securing the best outcome when buildings that have once served the community outlive their original purpose. “There is a responsibility for Governments to practice good financial management and achieve the best possible price when an asset is longer used by the State,” he said. “There is also a responsibility to consider the local community. The Government and City of Boroondara have worked hard to achieve a balance between these two interests.” The building ceased to operate as a courthouse in 1971 and as a police station in 2002. Part of the building was also used as a post office and this section of the building was sold by the Commonwealth in 1992 to a private owner and is currently run as a licensed restaurant. It is listed on the State's Heritage Register as a place of historical and architectural significance and is protected by the Victorian Heritage Act. Environmental approach to preserving Kew Court House 4 June 2010 Paint stripping from older buildings can be a hazardous task. The City of Boroondara has found an environmentally sustainable solution for the works at local heritage icon, the Kew Police Station and Court House. Council used an organic based paint stripping alternative as part of the repairs to the rendering on the building facade. Over nearly three months, the damaged and unsound render was removed, the paint was stripped and the render was repainted. Usually, paint is removed via high pressure water cleaning or sandblasting. This is a harsh method and involves combining extreme high amounts of pressure, water and sand and is highly toxic. It also creates high noise levels. In this 'green' project, Council used a soy bean paint stripper. The process uses a paste-like substance, which is highly effective, non toxic and biodegradable, and applied by hand. Initially, a bandage is applied (much like a leg waxing strip) over the top of paste. It is allowed to dry and then the bandage is stripped off. Noise was kept to a minimum by using the paint stripping alternative. Scrapings and bandages are then bagged and sent to the tip as landfill, so it does not end up in our water supply. The waste and debris don’t run-off into drains, and the bags and bi-products are biodegradable. Studley Ward Councillor Phillip Healey explained that soy bean paint removal is not greatly used in Melbourne or the local government sector. "We know of special cases where it has been used, such as high profile projects like Sydney Harbour Bridge, but Boroondara is one of the first in Victoria to employ this natural plant-based paint-stripping treatment to a large-scale building," Cr Healey said. "What this means is that no harmful substances were used and no injury was caused, soy paint removal also preserves, protects and restores the heritage integrity and decorative stone masonry features of the historic building. "This is a terrific example of our commitment to 'enhancing the environment' which is one of our key directions in the 2010–15 Council Plan." The restoration of the Kew Court House and Police Station is expected to be completed in the year ahead. Council purchased the heritage building in 2007 with the intention for it to be restored and used for the community. The building required extensive renovation including repair of the slate roof and ventilation dome, and the renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. Heritage Victoria helped fund the cost of the roof repairs with a grant of $250,000, along with the Australian Government contributing $330,000 through its Regional and Local Community Infrastructure Program. Restoration Underway Concept plans for a new performance and exhibition space at the Kew Court House and Police Station have been developed by the City of Boroondara. Two years ago, Council Purchased the Kew Court House and Police Station from the State Government for $825,000 with the intention for it to be restored and used for the community. The building requires extensive renovation including repair of the slate roof and ventilation dome. The renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. The restoration has been assisted with a Federal Government grant of $330,000 under the Regional and Local Community Infrastructure Program. In 2008, Council was also successful in obtaining a Heritage Victoria Grant of $250,000 towards the costs of the roof repairs. Having satisfied the necessary permit requirements, works are about to commence using slate of a similar quality to the original. Joyce Coffey (nee Hiddlestone) was the first woman to receive recognition as a designer in a major Australian manufacturing business, Kempthorne Lighting, where she was the chief designer in the post war period. These design drawings by Joyce Coffey were for the Well Glass lamp series of lights that were designed for indoor and outdoor use. Joyce Coffey worked in partnership with Selwyn Coffey on the designs. In 1956 lights from this series won a bronze award in the Industrial Design section of the Arts Festival exhibition of the Melbourne Olympic Games. Spencer and Browning was established by William Spencer and Samuel Browning in 1778, before they entered into partnership with Ebenezer Rust in 1784. After the death of Ebenezer Rust's son, the successor business was known as Spencer, Browning & Co. The firm of Spencer, Browning & Rust made a variety of navigational instruments, including octants and sextants.This telescope was manufactured by a London firm established in 1778.
