The Registration Act 1836 established the General Register Office and a new system of national registration of births, marriages and deaths to take effect from 1837. There was a need to set up a system to record births, to aid with the planning of services and to record deaths to enable further study on the causes of mortality. The accurate recording of births and deaths was to be a vital tool in improving population health and would later enable systematic interventions such as vaccination, as well as aiding research and data analysis. Then origin/meaning of the blazon is as follows: The shield portrays from base to chief the development of Dandenong, since its beginning about 1865. The red gum forests used to cover the area, and when cleared cattle were raised. In the modern era the city is known for its variety of modern industrial plants, represented by the gear wheels. The rising sun in the crest suggests that this phenomenal rise is only just a a beginning of Dandenong's develpment. The lyre alludes to the annual three-week Dandenong festival of Arts and Music. The value of horses in the pioneering days, when Dandenong was the 'Gateway to Gippsland Victoria' is recalled in the two supporters, which also refer to the importance of the weekly horse sales in the modern era.Crest in the centre of the plate with the latin phrase VIRTUTE ET OPERA. Under the crest is the centenary 1873 - 1973.

Blackburn State School was opened in 1889. They held their centenary celebration on Saturday 29th April 1989. The Gold Discovery centenary (1851-1951) monument in its original position in Albert St, Ballarat facing Sturt St, with the original public toilets behind. The monument features a replica of the Welcome Nugget, found in 1858 and the world's largest at that time. The monument also lists the weight of gold removed from the large "deep lead" mines, with a model of surface buildings of a mine sitting on top. Mrs Bon Strange and her husband Bert were well known Ballarat residents.
