Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. The Kew Lunatic Asylum was completed in 1871 and opened in 1872. The year 1972 marked its centenary. Over the years, members of staff at the asylum collected records, photographs, publications and plans of the asylum, later hospital. The Society has a number of important collections relating to the asylum and the Children's Cottages. These include the Dr Cliff Judge, the Irena Higgins and the Dr Fred Stamp Collections. This portrait photograph is one of a number of items donated by the family of the late Dr. Fred Stamp who was the last medical superintendent. Dr Frederick Stamp graduated from Bristol Medical School (UK) in 1968. He and his family emigrated to Australia in 1977 to Goulburn (NSW), moving to Melbourne in 1980. He became Superintendent in 1981 until the Hospital's closure in 1988. Since the donation was made, this item has been declared a Permanent Government Record, and has been transferred to the Public Record Office Victoria in 2020.Following their closure, the medical records of the Kew Mental Hospital and the Children's Cottages Kew were relocated to the archives of the relevant Victorian Government Department and also to the Public Records Office of Victoria. Other collections, such as the Fred Stamp Collection, were assembled by staff who worked at the hospital. The years leading up to the closure of Kew must have been fraught, and many of the items in the hospital were probably destined for hard waste disposal. Dr. Fred Stamp, the medical superintendent, kept aside or rescued a number of these items, of which this is one. Following his death, his family donated these to the Kew Historical Society. The Society recognises these items to be of lasting historical significance, essentially due to their provenance and to their rarity. This bottle holds one imperial pint. The manufacturer John Sutherland & Sons began production in Melbourne in 1885 and ended production in the 1970s. This bottle was made with a 3 piece mould. 2 pieces for the bottle proper and a third for the base. The side mould seams extend right through the lip, so this was not applied separately. The type of A G M mark on the bottom indicates it was made during the 1929 to 1933 period. It displays some stretching in the glass on the neck as it was taken from the moulds whilst still somewhat plastic, not having cooled enough. He saw active service during WWII in the Army Medical Corps in New Guinea and was a member of Yarra Valley Legacy for 20 years. He is survived by his wife Betty, three daughters and one son.

By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. The Australian Natives Association (ANA) Benefit Society was formed in 1871 at a meeting of young men in Grimwood's Hotel, Elizabeth Street, Melbourne. The Association was one of many friendly societies that also aimed to promote the moral, social and intellectual advancement of its members. The young founders restricted membership to native-born Australians, but there were no Koories among them. The Australian Natives Association Ballarat Branch (No4) was founded in 1874. The association’s modest building was based in Camp Street and the branch was one of the most active in the colony, playing a key role in Federation. The Ballarat branch of the ANA was wound up in 1957 and the double storey building has since been used as for office space most recently for employment companies such as Tracey Recruitment. Ballarat's ANA Hall has heritage status under the City of Ballarat’s Camp Street heritage overlay HO186, however it is not listed by either the Victorian Heritage Register or the National Trust.Handwritten letter glued onto a lined page. An Octant is a doubly reflecting navigation instrument used primarily by sailors to measure the angular distance between two visible objects and was a forerunner of the sextant. The name comes from the Latin octo, or "one-eighth of a circle," for the Octan'ts arc which spans 45°, or one-eighth of a circle. The primary use of an Octant is to measure the angle between an astronomical object and the horizon for celestial navigation. The estimation of this angle, is known as sighting or shooting the object, or taking a sight. The angle, and the time when it was measured, can be used to calculate a position line on a nautical chart (latitude), for example, sighting the Sun at noon or Polaris at night (in the Northern Hemisphere) gives an angle by which the latitude can then be estimated. Sighting the height of a landmark on land can also give a measure of distance. This fine octant once belonged to Captain Farquhar Chisholm and was donated by his granddaughter, Margaret Ruth Greer (nee Chisholm, born 1914). The label inside the Octant's box reads “Thomas L. Ainsley, Instrument Maker … etc”. Farquhar Chisholm was born in 1832 in Inverness, Scotland. He regularly sailed on perilous voyages between Quebec, Canada and the Baltic ports of Europe. In 1854 he migrated to Australia during the Gold Rush, to a place called Fiery Creek (near Beaufort Victoria) where he was fairly successful in his quest for gold. In the years of the Great Gold Rush, it was said that there were over 40,000 diggers in the goldfields of the Beaufort area! In 1857 having made sufficient money, he hired another crew and returned to Clachnacuddin, Inverness shire, Scotland and in that same year, he studied and obtained his Master Mariner Certificate (which would have included the use of an octant for navigation). He was appointed to Mr George (or James) Walker, as commander of his sailing ship, the 3-masted ELIZABETH, built 1859 and known as “The Walker barque”. In 1870 he married, then in 1887 returned to Australia with his wife and children (Kenneth Chisholm (1871), Mary Bremner Chisholm (1873), Margaret Hood Chisholm (1874), Farquhar Chisholm (1878)). They arrived in Port Melbourne, Victoria and sadly, only six weeks after landing, his wife Caroline passed away (in Geelong,1888). In 1900 Capt. Chisholm lived in Camperdown (Victoria) and not long after this his daughter Margaret died of consumption. In his later years, he went to live in the manse of St. Paul’s Presbyterian Church, Wangaratta, with his son, Rev. Farquhar Chisholm. He died there on Sat, 23rd March 1912, 80 years old. He was known as “… quiet, unobtrusive and competent, respected by all with whom he came in contact”. Some other members of Captain Chisholm’s family are; his older son Kenneth Chisholm, who was a contractor in Camperdown; a nephew Donald Macintosh (of 23 Douglas Row, Inverness); a grandson Brian Jones (son of Caroline Belle-Jones nee Chisholm, who lived in Camperdown in the earlier part of her life).The octant, the forerunner of the sextant, was a significant step in providing accuracy of a sailors latitude position at sea & his vessels distance from land when taking sightings of land-based landmarks.Octant, once belonging to Captain Farquhar Chisholm.
