Governor General was John Hope, Earl of Hopetoun THE HEIDELBERG TO ELTHAM RAILWAY. OPENING CEREMONY. The opening of the railway line from Heidelberg to Eltham took place on the 6th inst. The special train, containing a large number of members of Parliament, including Mr Trenwith, the Minister for Railways, left Prince's Bridge at half-past eleven, and arrived at Eltham at twenty minutes past twelve. The party was accompanied by Mr Fitzpatrick, Acting Commissioner for Railways; Mr Lockhead, the Traffic Manager; and Mr Norman, Engineer for Existing Lines. On arrival, the visitors were entertained at a banquet in the marquee, of which a photograph is given, erected close to the railway station. Mr E. H. Cameron, M.L.A., the member for the district, occupied the chair, and, seated on his right, was Mr Mason, the Speaker of the Legislative Assembly, and on his left the Minister of Rail-ways. After the banquet His Excellency the Governor-General arrived, and was received and welcomed by Mr Cameron, the local State school children singing the National Anthem. The Governor-General, in declaring the line open, said that he felt highly honored at being asked to perform the opening ceremony, and he trusted that the railway would be a source of great convenience to the inhabitants of the district. He was sorry to say that this would be the last opportunity he would have of seeing them. It cost him a great deal to leave them. (Hear, hear.) He had a great many friends amongst all sections of the community, and he could hardly bear to trust himself to speak about leaving them. (Hear, hear.) He was sorry Lady Hopetoun was on the high seas, and unable to accompany him that day. Mr Cameron thanked his Excellency for performing the opening ceremony, and hoped the trip home would have the effect of restoring His Excellency to good health again. In replying. Lord Hopetoun thanked them sincerely for the cordial vote of thanks. He hoped Providence would shower her blessings over them, and that they would have a series of good seasons. He would always keep a warm corner in his heart for the people of Victoria. (Loud cheers.) THE COUNTRY. In our illustrations, views are given of a couple of sections of the new line, and glimpses of the surrounding country are shown. The line is eight miles in length, and cost £51,000 in construction. Eltham, which is the terminus, possesses many of the features that go to make a favorite holiday resort. It is a quiet picturesque little hamlet, snugly ensconced on the slope of one of many sombre-tinted hills by which it is sur-rounded. Even when viewed under ad-verse conditions one could not fail to be-impressed with the natural, rugged beauty of the place. It is situated about sixteen miles from Melbourne, and the line takes a circuitous course through a continuation of pretty undulating country. At intervals on the slopes of the surrounding green-mantled hills, patches of brown, freshly tilled soil indicate that for all its serene reposeful-ness Eltham possesses its phases of industrial life as well. Looking down into this valley from the main road which skirts the slope of a hill, distant something less than a quarter of a mile from the railway station is one of the prettiest pieces of scenery in the district. Verdure-clad hills ascend on all sides, whilst beneath stretches a broad expanse of carpet-like green sward, dotted here and there with picturesque homesteads, each with its patches of tilled soil. In the township itself the dwelling-houses are comparatively few, the larger portion of the inhabitants residing in the scattered homesteads. Eltham is as yet only in its youth, but energetic and un-tiring public men can effect wonders in a community's prosperity, and Eltham, whatever other real or imaginary advantages it may lay claim to, certainly possesses this one. Construction of the new concrete bridge over the Diamond Creek on Main Road, Eltham, c.May 1926. Viewed from northern approach looking south east towards Eltham Park (Eltham Lower Park), showing the power lines that used to run in front of the park. The original long suspension bridge over the Diamond Creek on Main Road at Eltham collapsed during flooding of the Diamond Creek on October 13 and 14, 1923. The original bridge was built around 1840 for the coach road when Cobb & Co.'s coach was the only conveyance between Eltham and Melbourne. Widespread damage was done in Melbourne and surrounding areas by floods resulting from the overflow of the Yarra at many points along its banks. A temporary bridge rigged up was severely damaged by the flooding of the creek and was closed to vehicular traffic in April 1924. A new concrete bridge was constructed to replace it and by May 1926 all the concrete piles and abutments had been completed. Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is made from hand made bricks laid in a Flemish bond pattern. In the 1960s it was marked for demolition to make way for the construction of new council buildings but a community campaign saved the cottage and it was re-located. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book Shillinglaw Family of Eltham 1660-2007, Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. It is suspected that George Stebbings may have acquired the property from Cochrane in 1874 as it is noted that he had a tenant for a period, James Rossiter, who was the editor for the Evelyn Observer in Kangaroo Ground in 1874 (LATE SHIRE OFFICE AT KANGAROO GROUND (1934, February 16). Group of men, a railway construction gang, some with shovels, pose beside an old R-Class 0-6-0 steam locomotive (built by Phoenix Foundry) during construction of the Heidelberg to Eltham line circa 1899-1901. The first wagon contains track ballast and the sides have been lowered for the men to shovel it out for distribution on the track. The tall man without hat beside the tender is "Mrs Batherway's Grandfather". This teacher's aid publication was used by the teachers in the The Bogong Primary School from 1941 and also the Mount Beauty Primary School from its establishment in 1947. Both had most of their pupils recruited from SEC(Victoria) Hydro Electricity Scheme employees working for a limited time scale. Rural based children benefited greatly by the decision by the SEC to provide these facilities for their worker's families. This bypass of the "typical rural provisions" offered to other schools, by the Victorian Department of Education was a bonus to the Kiewa Valley educational community. These schools had a higher level of facilities available to them than other "typical" rural schools. Treasured facilities such as a comprehensive library, movie projector, tape recorder and public address system placed these two schools at the level of the Greater Public School of city or the larger towns rather than the small rural schools in Victoria.This item was used in Mount Beauty Primary School as part of a teacher's curriculum. The fact that it is in a rural area, in an enclosed SEC construction worker's village in the Kiewa Valley did present a slightly different learning atmosphere than in the larger towns and cities. The majority of parents within the Kiewa Valley, had a slight resentment of the "high and mighty" attitude of city dwellers with a "plum in their mouths" and the effectiveness that city bred teachers had to achieve was to overcome these ingrained mores. The majority of students at this primary school had parents who were working for (the closed "village" of the SEC Hydro Electricity Scheme. In the 1940s this school would have children from multi-cultural backgrounds as many of the parents were recruited as labourers or with European technical backgrounds. In the book,the black and white photographs detailing the classroom sizes and configurations point to larger classes and slightly different teaching methods than that which existed in Australia. This teacher's aid book presents the Australian rural teachers with an advanced American approach to teaching methods. These methods were based on the then modern "group" psychological teachings and were a good guide in the development of a more effective and progressive teaching platform. The one thing that it did not address was the easy going Australian psyche of "she'll be right mate" of the Australia rural community. The socio-economic identity of the Kiewa Valley rural community was not that of the typical city community (American) and this was a challenge for city based and trained teachers. The principles that the book presents is not constrained by the date of publication or its time of use (1954).This hard cardboard covered book is sleeveless but bound by a red cloth glued onto a thick cardboard base. It has the title printed in gold script on the spine with horizontal and fifteen black horizontal lines at the top and bottom. The front cover has the title printed in gold coloured letters (the first and last words are in freehand script style)On the spine and front cover is printed "The TEACHER IN THE MODERN ELEMENTARY School" school organisation, developmental stages of children, subliminal classroom mental and physical stimulation, usa 1940s teacher aids.

Over the previous year railway construction cut a curving swathe through Josiah Holloway’s 1851 Little Eltham subdivision. The survey plans for the railway show the owners and occupiers of land within Little Eltham affected by the railway alignment and for some distance each side. The plans show houses and other buildings but development at that time was rather sparse. Copies of these plans from the State Library of Victoria collection have been provided to the Society by Alan Sheehan. For our walk on 3rd May we intend to follow the railway from the Eltham Station to Ryans Road, which was the boundary of the adjoining Montmorency Farm. The return will be by way of nearby streets. Along the way we will discuss the details shown on the railway plans as well as more recent railway documents and photographs. At the conclusion and if time permits we can inspect the historical display at the Eltham Station. The walk is about 3 km in length and will take about 2.5 hours. Newsletter No. 216, May 2014 May Excursion – The 1901 Eltham Railway Walk The railway from Heidelberg to Eltham was opened in 1902. Over the previous year railway construction cut a curving swathe through Josiah Holloway’s 1851 Little Eltham subdivision. The survey plans for the railway show the owners and occupiers of land within Little Eltham affected by the railway alignment and for some distance each side. The plans show houses and other buildings but development at that time was rather sparse. Copies of these plans from the State Library of Victoria collection have been provided to the Society by Alan Sheehan. For our walk on 3rd May we intend to follow the railway from the Eltham Station to Ryans Road, which was the boundary of the adjoining Montmorency Farm. The return will be by way of nearby streets. Along the way we will discuss the details shown on the railway plans as well as more recent railway documents and photographs. At the conclusion and if time permits we can inspect the historical display at the Eltham Station. The walk is about 3 km in length and will take about 2.5 hours. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally-made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are a number of features. The building includes a foyer with a fireplace suitable for displays including artwork; a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists will be added externally and internally to the building. The library floor area is approximately 1200 sq metres and houses a collection of 50,000 items. The community multi-purpose room, foyer and community display area totals approximately 300 sq metres. These areas will be available to the community for such events a~ meetings, displays, classes, functions and art exhibitions. The Toy Library and Adult Literacy Group will also be based in the new complex.
