They objected to the principle of the fee - a tax on their labour levied by a government in which they were not represented. They objected to the incidence of the tax, which bore equally on the fortunate diggers who could afford it, and the large number of unfortunate diggers who could not. Recognising their significance the Council of the Old Colonists’ Association had them removed and restored. Petrol rationing was gazetted in May 1941. Australia's lack of fuel storage options and the diversion of tankers bringing fuel here forced the government to begin rationing. Initially it was proposed that consumption should be reduced by 50% but this was modified to 1/3 reduction. People had to apply for a petrol licence and this was then used to obtain ration coupons. Initially coupons were issued on a 6 monthly basis but this was reduced to 2 monthly and allowed people roughly 2000 gallons per year. Coupons allowed for 1, 2, 5, 10, 44 and 100 gallon amounts depending on need. eg. private, commercial, farm use. Rationing was strictly enforced until 1942 but remained in effect until 1950.WWII One Gallon Fuel Tickets: 6 x cream card with blue flecks, perforated edges and red print. Before the end of August 1851 the government had decided to charge a large licence fee for the right to search for gold. When news of that decision reached the Buninyong diggings, the first protest on the Victorian goldfields was held.
