(As a result of the widespread dissatisfaction with the licence system which culminated at Eureka, the licence system and the system of goldfields administration by Goldfields Commissioners were abolished in 1855. Diggers & Mining. The gold licence. The Government Camp. The licence system aroused much hostility among the diggers. They objected to the principle of the fee - a tax on their labour levied by a government in which they were not represented. They objected to the incidence of the tax, which bore equally on the fortunate diggers who could afford it, and the large number of unfortunate diggers who could not. But the most objectionable feature of the licence system way the method by which, on most fields, it was generally enforced. Markings: 34 994.LIF. 4. Recognising their significance the Council of the Old Colonists’ Association had them removed and restored. Petrol rationing was gazetted in May 1941. Australia's lack of fuel storage options and the diversion of tankers bringing fuel here forced the government to begin rationing. Initially it was proposed that consumption should be reduced by 50% but this was modified to 1/3 reduction. People had to apply for a petrol licence and this was then used to obtain ration coupons. Initially coupons were issued on a 6 monthly basis but this was reduced to 2 monthly and allowed people roughly 2000 gallons per year. Coupons allowed for 1, 2, 5, 10, 44 and 100 gallon amounts depending on need. eg. private, commercial, farm use. Rationing was strictly enforced until 1942 but remained in effect until 1950.WWII One Gallon Fuel Tickets: 6 x cream card with blue flecks, perforated edges and red print. At the top in the centre is the Commonwealth Emblem and Motor Spirit Ration Ticket. Commonwealth Of Australia. Underneath is 1 One Gallon and Valid only until 31st May 1948. Not Transferable. This ticket must be endorsed in ink by consumer with name, licence number and vehicle registration number. Before the end of August 1851 the government had decided to charge a large licence fee for the right to search for gold. When news of that decision reached the Buninyong diggings, the first protest on the Victorian goldfields was held. The monument to that meeting has been placed at the site where it is believed that the meeting took place, in Hiscock Gully Road, about 400 metres from the Midland Highway.Colour photograph of a rock with a commemorative plaque outlining goldfields agitation at Buninyong.The plaque on the monument reads:- "Plaque on the Ballarat Reform League Inc. Monument at Buninyong, 2012. After the discovery of gold at Buninyong in August 1851 the government announced that the diggers would be charged a large licence fee. The injustice of that decision sparked a public protest here at the diggings. 'Buninyong 26 August - Tonight for the first time since Australia rose from the bossum of the ocean, were men strong in their sense of right, lifting up a protest against an impending wrong, and protesting against the Government.
