Manufactured in the 1960s, this mobile emergency telephone exchange was fitted into a caravan. Part of the Shepparton Division State Disaster Plan, the caravan could be towed to areas affected by disasters to enable communications to recommence. The caravan remained in service until approximately 1974.Mobile infrastructure plays an important role in Australian communications, owing to the often remote and hostile environments in which Australians live and work. Exchanges such as this facilitated phone calls in the aftermath of an emergency, particularly for hospitals, police and other emergency services. Today, Mobile Exchange on Wheels (MEOWs), Cell on Wheels (CoW) and Satellite Cell on Wheels (SatCOW) - which provide temporary landline and broadband services, mobile phone coverage and service in areas without communications infrastructure respectively - are a critical part of emergency response procedures for natural disasters such as fire and flood. Though technology has progressed, the need for rapid service in remote areas remains a present concern of the communications service providers in Australia. This mobile service infrastructure is historically significant as an early example of a service which has evolved over decades, yet is still needed today. The exchange, as a representative example of a vehicle which would provide early-response in a disaster, is socially significant as a facilitator of critical communications needs in devastated communities: access to emergency services and contact with family and friends. The exchange itself, intact from its period of use, provides an insight into technology of the 1970s.Mobile emergency exchange housed in a caravan trailer on 2 wheel base, duralin body, steel tow bar, Caravan divided into 3 sections; the exchange room; the relay room and the main frame room. The exchange room contains 3 switchboards, a folding table, cupboards, benches and switch rack (.1). table (.2), steel bar for attaching the table (.3), back boards of switchboards (.4-.6), switches (.7-.16), box of switches (.17). There is a wall phone magneto, 300 type handset on wall and 2 skylights with wire screens. .11? hat pegs and shelf; there are 2 fluorescent tubes for lighting, all in exchange section. The floor is covered with 2 tone grey tiles and there are wire mesh on outside of windows and a geometric curtain inside behind switch rack. There is a flywire screen door as well as exterior door. The relay room has a sectioned door so half can open at a time. Room contains a cupboard with folding bench top beneath a curtained window. The opposite wall has a bank of batteries and transmission condensers; there is a shelf above window, one fluorescent tube and fuse boxes. Tiles on floor also. The main frame room contains many metres of coiled black covered cable, a black covered magneto wall telephone with 300 type handset; grey plastic jumper cords, a rack of termination points and wire with wasp nests attached. There is a small iron step under door, a fluorescent tube on wall and 3 hat hooks. This field telephone was developed primary for military purposes (World War I) and other wars/military interventions there after. It was the first "mobile" telephone which had a prime objective of providing isolated or "hard" to connect with locations instant communication links. Like a lot of "new" technologies it evolved from a war environment. This handset was used to connect offices and workshops, which due to their functions could not be co-located with their prime office(external workshops).The evolution from the early 1900s to the mid 1980s when mobile communication technology progressed in leaps and bounds from hard wire telephone communication to mobile digital receivers. This handset was manufactured by a subcontracted Australian company under the Australian Post Office mandate.This handset is significant in that it was donated by the Mount Beauty Timber yards and formed an integrated part of its communication system with its out lying work yards and buildings, before the mobile handset evolution. This handset was located in an environment which required a rugged and reliable day to day communications linkage as a vital part of its logistical (business) survival. As progress demands it, the faster that customers are satisfied with the service they obtain from suppliers the longer those services will be asked for and the longer and more profitable the supplier will be. This edict is as true for rural companies as it is for small or large city businesses. The customer is "always" right.This sturdy field telephone has a shell housing made in black bakelite material with a "U" form housing the major components (wiring, magneto and batteries). The main housing has two metal bells, with a central ringer between both, on the top part (to notify incoming calls). In front of the main structure is a box with the telephone hand piece (ear and mouth receptacles) nestled on two cradles. An on/off switch is activated when handset is removed from its cradle. On the front of the control box is a winder handle(to ring off) and in a field situation to activate/deactivate the magneto. To the left of the winder but on the the main body are two wind up connection buttons for the connection of operational wires (power)On the main right hand front body and next to two chrome switches is a plate with "L (next to the top switch) and below this "L2" and underneath this are "or" "EARTH". Although marked as not to be used as trade, the isolation and sometimes difficult terrain rules out using larger and more delicate scales. In the early 1900s rough roads and severe weather conditions forced traders to be more flexible in trading with weights and measures. The "close enough is good enough" doctrine was the Australian outback rule of thumb.The significance of this item in the Kiewa Valley during this period demonstrates the slower acceptance of accurate trading measure using the country side principle "my hand shake is my bond". In the Kiewa Valley small quantity commercial undertakings e.g. gold mining, fur pelts and rabbit meat trade did not require bulk weight type scales. Commerce in rural production e.g. fruit and vegetables involved more farmers and their staff in a barter and/or "in kind" payments. This was more so in the depression years 1929 to late 1930s. Self sufficiency was to a large extent more attainable in this region than in the city/ large country town environment. The Australian "fair go" ethical approach to life and commerce was very much ingrained in those living in country regions, like Kiewa Valley as is demonstrated by the not so accurate hand balance, spring loaded scales.This brass "faced" portable Pocket Balance ( Fish Scales) has front plate made from thin pressed brass. The mild steel spring mechanism enclosed by black painted medium gauge steel cover( three quarters cylindrical). Front scale face and rear spring casing fastened by three rivets. Spring loaded marker blade is located in the centre of the front plate. A steel " finger holder" ring is attached at the top of the scale unit from one of two pre drilled holes. The top is for holding the scale upright and the bottom for a hook to dangle the item to be weighed from the bottom.
