Designed by multi-award-winning architect, Gregory Burgess, for which he won the 1995 Royal Australian Institute of architects (Vic.) Merit Award in the New Institutional category. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency cum haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. Since 1994 the library has undergone a major extension to cater for children’s services and others. See also EDHS_02111jim connor collection, eltham, eltham library, panther place -

On August 12, 1902, appearing before T. Smallman, Esq,. Police Magistrate, and Messrs. W. Duncan and W.J. Taylor, Justices of the Peace is Luther Haley, baker. Wilfred Henry Johnston, by his agent Stanley Ernest Elder had applied for a warrant of ejectment under the Landlord and Tenant Act 1890 against Luther Haley from the bakery premises at the corner of Main Road and York Street. From the evidence presented it is made known that Mrs Burgoyne of Eltham had purchased the property some months earlier from Mr Johnston, which consisted of a store and bakery establishment at Eltham occupied by Mr. Luther Haley, and whose lease expired some little time back, and up to the present time, Mr. Haley was not prepared to leave. He informed the court that he was unable to secure at Eltham a suitable house in which to carry on his business, but he was building a place near the railway station which he expected to be done in about three weeks time, at which time he would give up possession of the bakery. Mr Smallman informed the defendant, Luther Haley, that he would have to quit the premises in three weeks from the present date, and that a warrant of ejectment would be issued. However he also informed Mr Haley that he would order the warrant to lie in the office for three weeks from that date. The premises under construction refered to by Luther Haley in court were situated on the western side of Main Road, near the railway station slightly opposite present day Arthur Street. It was opened around September 1902 as a General Store, Bakery and Tea Rooms. In June 2024 Annie Hackrath shared a memory of living in the old bakery: "My husband and I lived in the old bakery for 18 months in 1978-9 , husband Geoff used the old bakery out the back as a wood workshop, making turnery and handcrafted furniture. The front shop was operated as a “sometimes” art gallery which we called “Gouge and Grain”. There were old sheds against the back fence which we thought were probably stables from the bakery days. Lovely memories of the old place which had so much character and seemed to attract a multitude of interesting creative people! Sad that it was pulled down; a friend salvaged some of the lead light glass in the old doors and included it in a new door panel for us."main road, eltham, property, shops, businesses, eltham bakery, burgoyne family, joh ebeli, alistair knox, harry burgoyne, john james thomas neville burgoyne, one tree hill mine, stan bone miner, bill wallace miner, russell yeoman, henry rech, ausminde pty ltd, john street, bridge street, judy paynter, art gallery, gouge and grain, annie hackrath, geoff hackrath -

Bird family, c.1905 Back row, L-R: Janet Bird (nee Kilpatrick), George Bird, Ellen May (Nell) Bird Front row L-R: George Hugh Bird, Ernest Reginald Bird, Arthur Andrew Bird, Edwin John Bird Nicholes Photographer, Alphington According to the Sands McDougall Melbourne Directory, George. Nicholes, Photographer was first listed on the north side of Heidelberg Road, Alphington in 1904 and again in 1905. By 1906 he was still listed but with no profession. From 1907 on he was listed as a bicycle agent. On July 23, 1878, George Bird married Janet Kilpatrick (born Ayrshire) at Northcote by Presbyterian minister, Duncan Fraser. The witnesses were daughters of the minister. George gave his profession as farmer. Around 1880 or possibly earlier he acquired the property known as View Hill at the top of Pitt Street, Eltham between Pitt Street and Mount Pleasant Road and what is now Eucalyptus Road. George and Janet developed an orchard and farm around the View Hill home and had 10 children, three of whom died young. George Bird is listed in the 1977 history of the Eltham Methodist Church as Steward and trustee in the early years. In the 1950 history he is mentioned as Sunday School Superintendent. In the early 1900s, Janet regularly went to the church by horse and jinker. Janet died September 2, 1915, age 60 of endocarditis and bronchial pneumonia. At about this time, three children had married (Sarah, George and Ada) and four were living at home. However, Edwin joined the AIF in August 1915 and Ellen married in 1916 leaving two sons, Arthur and Reg, to look after their father and the property although some of the married children may have lived at View Hill for some time. From Edwin's letters, Hilda Pepper, a cousin on their mother's side) stayed with the family for some time to help. In later years, George developed glaucoma and became blind. He died December 6, 1920, aged 75 years, of diabetes mellites. Both Janet and George are buried at Eltham Cemetery, but the gravestone incorrectly gives 1921 for the death of George. The estate was divided into equal portions and distributed to the surviving members with Arthur and Ted Pepper being Executors. Ada Janet Lowe received a portion above what is now Rockliffe Street and Sis Pepper (Sarah Ann nee Bird) the portion below Rockliffe Street. Ernest Pepper built in the 1930s on the Pepper block at the Pitt Street end. George's share was along Wattle Grove and Arthur received the portion at the eastern end. Presumably the other two received portions including the top of the hill and slopes down to Pitt Street, Mount Pleasant Road and Wattle Grove. Read's (at the corner of Pitt Street and View Hill Crescent) was the first additional house brought in on wheels by a Mr Walkenden. The View Hill house was occupied by the Johanssons in the 1930s and was later damaged by fire. Source: Info provided to Marg Ball by Neil and Lyn Pepper (both deceased) abt. 2018. Audio Compact Cassette Tape, Harry Gilham, Audio Recording; Eltham Library History presented by Harry Gilham, 1994
The new Eltham Library was opened 22 May 1994 and celebrates its 30th anniversay in 2024. This audio recording, presented by Harry Gilham, President of Eltham District Historical Society at the time of the opening is a summarised history of the Eltham Library service to 1994. In the newsagency come haberdashery, some shelves were set aside for a lending library of adults' books. Book, Things You Didn't Know about the Railway: Eltham, Diamond Creek, Wattle Glen, Hurstbridge, 2017
Update of 1st editon by Jock Ryan published in March 2003. 2nd edition (Revised) Nillumbik Historical Society December 2017 Brief history of the agitation and eventual extension and opening of the Hurstbridge Railway line from Eltham to Diamond Creek, Wattle Glen to Hurstbridge, which was opened in June 1912. Includes details of events thereafter including Wattle Day and Railway accidents. Profusely illustrated with black and white photographs from the collection of the Nillumbik Historical Society (Diamond Creek). Agitation for a railway extension began in 1888 when a meeting was held at Arthurs Creek to press for the construction of a railway line from Heidelberg to Kinglake. The Chairman Mr Charles Draper said this was necessary because this was the best fruit growing district in Victoria. Mr Cameron M.P. pointed out that whatever route the line took it would have to follow the Diamond Valley from Eltham. At the same time another meeting was pressing for the line to be extended to Queenstown (St Andrews). However when detailed surveys were made it was discovered that the only possible route was to Hurstbridge because of the hills. In 1912 the railway was opened terminating at Hurstbridge. Bound with orange covers. Text with black and white illustrations. 30 pages.hurstbridge railway line, diamond creek, wattle glen, hurstbridge, nillumbik historical society -

Book, Gwendoline G. W. Davies, Poems - G. Davies, 1933-1934
Gwendoline (Gwenda) Grace Watson Davies, only daughter of Mr. William Watson Davies and Mrs. Grace Davies (nee Hayes) of Arthur Street, Eltham was born in Newport, 18 February 1908. Gwenda grew up in Arthur Street and when she left school she was employed as an officer at the State Bank of Victoria, Chief Accountants Department, Head Office, Elizabeth Street, Melbourne. During 1933-1934 in her early to mid-twenties, Gwenda wrote a series of poems which were captured in three books: one a leather bound three-ring binder with personalised gold embossing on the cover and two paper booklets held together by pink ribbon. These poems are a reflection of her childhood days, home, her mother, her environment, pioneering days and other miscellaneous subjects including one example titled “EIGHTEEN YEARS TO-DAY”, an homage to the brave men of Gallipoli. On October 20, 1937 after ten years of service, Gwenda submitted her letter of resignation effective November 26th as she was to be married in the near future to Fred Jones. Frederick Geoffrey Jones, born 7 January 1911, third son of Mr. and Mrs. W. Jones of Napoleon Street, Eltham, married Gwenda at the Eltham Methodist Church on 27 November 1937. They made their home at ‘Llangollen’, Arthur Street, Eltham, a new house Fred had constructed earlier that year opposite the Shire Offices. Their residence was recorded in the Electoral Rolls from 1963-1980 as 6 Arthur Street, Eltham which was situated on the corner of Arthur Street and present-day Commercial Place. In the 1970s their home was sold and demolished to make way for the new shops. They built a new home at the top of the hill in Bible Street. In the Electoral Rolls for 1943-1980, Frederick’s occupation was recorded as a Plumber’s Assistant. Fred was also a long-standing member of the Eltham Cemetery Trust. He was first appointed 26 April 1944 and resigned 17 July 1957 to be appointed to the Warringal and Eltham Joint Trust where he served till February 1980. He then re-joined the Eltham Cemetery Trust and served a further 14 years till his resignation on 24 August 1994. In total, Fred represented the interests of Eltham Cemetery for 50 years (1944-1994). Gwenda and Fred were blessed with a son, Frederick William Jones in March 1942. Sadly, Frederick only lived two days and was buried at Eltham Cemetery on March 11. It is not known whether his grave is marked. A second son, Geoffrey Morris Jones arrived 25 November 1944 but he sadly contracted polio as a child. A fall down the front steps of Fred and Gwenda’s new home in Bible Street culminated in Geoff’s death from a heart attack whilst in transit to the Austin Hospital on February 6, 1979, at age 34. He was also interred in the Eltham Cemetery. Geoff was posthumously awarded the British Empire Medal for his services to fire safety at the CFA. A small man, handicapped from his childhood polio, he had figured prominently in the area as an active Apex member and as group officer for the 13 local brigades in the CFA Lower Yarra Group. His work for the CFA, all voluntary, included writing a fire-fighting manual and the innovation of aerial fire spotting and weekly fire reports. Gwendoline and Fred were presented with Geoff’s B.EM. award at Government House. Four years later on the anniversary of Geoff’s death, Gwenda could not sleep and collapsed in the hallway at home from a heart attack, 6 February 1983 at age 74. She was interred with her son Geoff, at Eltham Cemetery on February 9th. Fred died 31 July 1997 at age 86 and was also interred at Eltham Cemetery. A memorial plaque to Gwenda, Fred and Geoff lies within the lawn cemetery at Eltham Cemetery. In February 2022 Gwenda’s book of Poems along with a copy of her letter of resignation from the State Bank of Victoria and a news clipping about the Autumn Show held in the Public Hall at Eltham (opposite her home with Fred) in which Gwenda is listed as having entered Cream Puffs and a Swiss Roll into the Cooking section, were donated to the St Vincent’s de Paul Society in Bega, N.S.W.. A dedicated volunteer there researched their origins and desirous for these items to return ‘home’, posted them to the Eltham District Historical Society for which we are most appreciative. EIGHTEEN YEARS TO-DAY “Tell me why you’re dreaming, Daddy” Said my little son to me, So, I told him all about it, As he sat upon my knee. I told him of that Sunday morn, ‘Twas eighteen years to-day, When the men of Australasia, Joined the mighty fray. How they landed on that foreign shore, And fought the gallant fight, Of how they nobly won the day, And put the Turks to flight. We saw the cliffs before us, To be scaled ‘mid shot and shell, And our comrades fell around us - - - - I remember it - - - so well. There are some who’ll sleep forever, On a hill that’s called Lone Pine, And the twenty-fifth of April, Is famous for all time. And so to keep their memory green, We march each Anzac Day, To pay tribute to those Heroes, Who gave their lives that day. - Anzac Day 1933 And in reflections to Gwenda’s childhood home in Arthur Street: HOME Where do my thoughts ever wander? Where do my thoughts always roam? To a little old house, on the top of a hill, To the place, that I call “Home Sweet Home.” No matter where-ever I travel, On land, or away on the foam. My thoughts will return, and my heart ever yearn, To the place, that I call “Home Sweet Home”. - 2/7/1933 Sources: Book of Poems, G. Davies Letter of Resignation, 1937, Oct. 20, G.G.W. Honor for a community friend, Diamond Valley News, 8 March 1995 (On reverse, 'Diverse program to entice riders' about St Andrews Saddle Club and fgeatures a photo of Debbie Jones) Gwendoline (Gwenda) Grace Watson Davies, only daughter of Mr. Newspaper clipping, Supermarket next on old site, Diamond Valley Mirror, Wed. Feb 17, 1965, p5, 1965
In February 1965, Staffs Railway Store, the oldest business premises in the Eltham shopping district was demolished. Formerly a self-service grocery, restaurant and electrical repair shop, the building for many years housed Eltham’s only ‘family’ grocer and feed store. Earlier it had appeared to have been the town’s bakery. The building had been purchased in late March 1939 by Mr Eric N. Staff. At the time of E.N. Staff’s purchase there were huge bakers’ ovens located at the rear and the building also had a well and four toilets for employees. When the ‘pictures’ came to Eltham with the opening of the Eltham Public Hall across the road in 1941, Mr E.N. Staff extended the business and opened a milk bar and sweet shop. Further extensions re-established the tea rooms of days gone by. Mr E.N. Staff conducted business for about 15 years before handing over the reins to his son, Ray Staff. When his son Ray took over, the milk bar and tea rooms were closed for several years but the milk bar and was later re-opened and subsequently became a greengrocers and later again, a restaurant. The tea rooms section was converted to an electrical repair shop about 1955. Electoral Roll records for 1967 record Raymond Charles Staff at 929 Main Road, Eltham, grocer, and in 1968 at Lot 4, Hillcrest Avenue, Eltham, taxi truck operator. So it would appear that Ray continued to run the business for approximately two years after the original store was demolished and a new supermarket was built. Today, 929 Main Road is the Nongkhai Thai Restaurant and is precisely where the original Staffs store stood. Even though the facade has been modified at eye level with new larger windows, the upper facade is identical to that of the new Eltham Big Star Food Centre of 1965/66. But how did the original building, the oldest premises in the 1965 era shopping centre come about? On August 12th, 1902 at the Eltham Courthouse, appearing before T. From the evidence presented we learn that Mrs Burgoyne of Eltham had purchased the property some months earlier from Mr Johnston, which consisted of a store and bakery establishment at Eltham occupied by Mr. Luther Haley, and whose lease expired some little time back, and up to the present time, Mr. Haley was not prepared to leave. He informed the court that he is unable to secure at Eltham a suitable house in which to carry on his business, but was building a place near the railway station which he expected to be done in about three weeks time, and he is then prepared to give up possession of the premises he now occupies. Mr Smallman informed the defendant, Luther Haley, that he will have to quit the premises in three weeks from the present date, and that a warrant of ejectment would be issued. However he also informed Mr Haley that he would order the warrant to lie in the office for three weeks from that date. The premises under construction referred to by Luther Haley in court were situated on the western side of Main Road, near the railway station slightly opposite present-day Arthur Street. It was opened around September 1902 as a General Store, Bakery and Tea Rooms. This was the original building in the present-day shopping precinct. At the time the only thing nearby was the railway station. Luther Haley’s business appeared to prosper and he would have catered to not only the locals abut also day visitors by train on Sundays coming up from Melbourne, offering fresh baked produce, tea rooms and summer drinks. The fields across Main Road running between present day Arthur Street and Luck Street were known as Haley’s Paddock and at times were used for community festivities and picnics. A newspaper report on the annual State schools picnic held at Haley’s Paddock on March 11, 1904 described it as “quite close to the railway station, and is quite capable of holding comfortably 10,000 people. With its ample shade and hilly surroundings, it is an ideal place for any gathering.” Luther Haley successfully ran his general store, bakery and tea rooms until 1917 when he and his family departed the district and moved to Westgarth Street in Northcote where he changed careers and became a publisher. It was then taken over by Hannah Lloyd and became known as Lloyd’s Railway General Store from 1917 to 1920. From then it had a succession of owners, one as short as two months until March 31, 1939 when the Grocery Business formerly carried on by Mr. T.K. White of Eltham for the previous eight years was purchased by Mr Eric N. Staff of Research and became known as E.N. Staff’s Railway Store. The ownership timeline for the store is as follows: Luther Haley Sep 1902-1917 Hannah Lloyd 1917-c.Feb 1920 Messrs J.R. & N.E. Lee 1920-Sep 1922 A. & E. Drawing - Newspaper clipping, Praise for Kinloch, Diamond Valley News, April 8, 1998, p11, April 1998
PLANNING Minister Rob Maclellan and Nillumbik Shire president Robert Marshall have both praised an innovative housing development on a historic property east of Eltham's town centre. Both were present at the launch of the Kinloch Gardens development, where 12 new double and triple storey homes will be built along a private road in the gardens of Kinloch, a mansion set on 2.4ha in Arthur St. About 100 people attended the launch. Cr Marshall likened Kinloch Gardens to the Woodridge Estate at Eltham, which he said provided housing on small allotments while protecting much of the tree canopy, and "showed how a suburb can be built". He said Kinloch could easily have been subdivided, with a court running up the middle of the development, but the owners, the Jelbart family, opted instead for a private road on the property, sweeping around a common pond and 'village green'. ''This is a perfect example of what can be achieved in urban planning,'' he said. Mr Maclellan said the development was one of the most impressive he had seen in his role as Planning Minister Picture - Historic launch: Planning Minister Rob Maclellan (left) on a visit to Eltham last week to help launch a new housing development.Digital file only; created from scan undertaken by EDHS of item on loanarthur street, eltham, graeme gunn, houses, ian jelbart, jelbart property, kinloch gardens, rob maclellan, robert marshall, woodridge estate -
