In the late 1960s the area in Wodonga between Hovell and Havelock Streets was zoned for civic purposes. By 1969 Melbourne architect Bruce Marshall had designed the civic centre which included a library, theatre and senior citizens' rooms. The main hall had a seating capacity of 1,000 people but could be divided by a sliding door. into smaller areas. It also included meeting rooms and kitchen facilities. The Civic Centre was officially opened by the Honorable Sir Henry Bolte, K.C.M.P., M.P., Premier of Victoria who was accompanied by the Honorable R. J. Hamer E.D., Minister for Local Government. The Shire President was Cr. James A. Terrill, J.P. In 1973, the Council engaged Bruce Marshall to design new offices beside the Civic Centre. Jennings Industries were contracted to complete the offices. The Governor, Sir Henry Winneke, laid the foundation stone of the new offices on 10 March 1976. Sir Albert Arthur Dunstan, KCMG was an Australian politician. A member of the Country Party (now National Party of Australia), Dunstan was the 33rd Premier of Victoria. His term as Premier was the second-longest in the state's history, behind Sir Henry Bolte. Dunstan, who was Premier from 2 April 1935 to 14 September 1943 and again from 18 September 1943 to 2 October 1945, was the first Premier of Victoria to hold that office as a position in its own right, and not just an additional duty taken up by the Treasurer, Attorney General, or Chief Secretary. The first section of Raheen was commenced in 1870 with an extension added in 1884. It was designed by William Salway and built for Edward Latham of the Carlton Brewery. Sir Henry Wrixon, prominent Melbourne barrister and solicitor, later owned and resided at the property. In 1917 Raheen was purchased by the Catholic Church and became the official residence of Archbishop Mannix, as well as four other Catholic archbishops of Melbourne. The manuscripts, photographs, maps, and documents were sourced by her from both family and local collections or produced as references for her print publications. Many were directly used by Rogers in writing ‘Lovely Old Homes of Kew’ (1961) and 'A History of Kew' (1973), or the numerous articles on local history that she produced for suburban newspapers. Most of the photographs in the collection include detailed annotations in her hand. The Rogers Collection provides a comprehensive insight into the working habits of a historian from the 1960s to the 1970s. Stawell was known as a gold mining town. The Stawell Town Hall clock and tower were erected by Mrs Norman Kelly in memory of her late father Cr George Barnes, a councillor of the Borough of Stawell over a period of 47 years, and also her mother, the late Emma Barnes. 10 May 1939. The animated mining scene on the Stawell Town Hall was incorporated into the tower from a bequest by Emma Kelly.
