In 1848, when it was published in London as a guide to prospective emigrants, 23,904 people left the United Kingdom for the Australian colonies and New Zealand. In 1847, with the failure of potato crops threatening famine in Ireland and growing political unrest at home, the British Government had once again encouraged emigration by offering free passage to candidates of 'good character'.
