Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. The Volunteers Air Observers was formed in 1941 with the aim of observing aircraft flying over Australia. There were over 24,000 civilians volunteering their services and as the military threat to Australia subsided they took on roles as coast and weather watching. This certificate was presented to Miss S. McDonald of Warrnambool.A common item presented to people who contributed to the defence of Australia while in a civilian role.Cream paper with aircraft and Union Jack flags at top with man and woman in between with Royal Australian Air Force insignia below. Mary Pellatt married Dr Francis Leopold Hooper, one of Linton's first doctors, in 1865. They are believed to have lived in a house in Sussex Street, next to Bennett's butchers. Little is known about Mary Hooper, although her husband was an active member of the Church of England congregation and was on the Committee of the Linton's Common School (No. 373). As far as we are aware, Dr and Mrs Hooper had no children. They are both buried at Linton cemetery.
