The first civic welcome and ceremony of presentations was held on 4 December 1918. This second welcome and presentation, to a further group of returned soldiers of St. Kilda, was arranged to take place earlier than 14 May 1919 but had to be postponed because of restrictions on the holding of public meetings during the influenza epidemic. The St Kilda Seaside Lounge, later known as the St Kilda Soldiers’ Lounge, was opened by the St Kilda Patriotic League and the YMCA in 1915, and run by Mrs Lucie Hallenstein. Located in the refreshment rooms of the former Comedy Theatre, Lower Esplanade, it provided a place for returned soldiers to relax and socialise. By mid-1916 the average weekly attendance had reached eight hundred servicemen. For welcome and presentations to St Kilda's (1914) ANZACs on 4 December 1918. The event is described by John Butler Cooper in 'The History of St Kilda' (pp 263-264) as follows: 'On Wednesday evening, December 4, 1918, seventy Anzacs of St. Kilda who had returned were welcomed by the St. Kilda Patriotic Committee at the City Hall. The hall was decorated with an immense bouquet of red, white and blue flowers, depending from the centre of the ceiling, with floral and electric festoons leading therefrom. Anzacs shields in laurel wreaths and flags were displayed along the balcony of the hall. Over the stage the word "Anzacs," outlined by electric lights, was surmounted with the words "Patriotic Committee of St. Kilda heartily Welcomes You." As the returned soldiers marched into the hall, they were received with cheers, and an electric button being touched, the word "Welcome" flashed in light caught their eyes. The Mayor presented the 1914 soldiers with gold enamelled medals, bearing the arms of St. Kilda.' Ephemera - Flyer, Capt Albert Jacka VC MC Appeal, 1932
Notice of a meeting of citizens, convened by the Mayor of St Kilda, to raise funds for the widow and child of the late Albert Jacka, former St Kilda Councillor (from 1929) and Mayor (1930). The meeting was held in the St Kilda Town Hall on 25 January 1932. Albert Jacka had collapsed on 14 December 1931 after a council meeting and was admitted to Caulfield Military Hospital. He died on 17 January 1932 at the age of 39. Albert Jacka is most well-known for his military service in WWI, having received the Victoria Cross medal for his actions during the Gallipoli campaign and two more decorations for his bravery on the Western Front. He received a hero's welcome on his return to Melbourne in January 1920 and an estimated 50,000 people turned up to watch his funeral procession to St Kilda Cemetery, where he was buried with full military honours. On 29 January, the appeal committee, chaired by Brigadier-General Brand, decided to call for donations to the Albert Jacka Fund by 29 February. The full date is not given. During the Spanish Flu epidemic in 1919, 34 emergency hospitals were created in Victoria because the existing hospitals were unable to cope with the demand for care. An Epidemic Hospital was set up in the Drill Room at Albert Park, the expenses shared between the South Melbourne, Port Melbourne and St. Kilda Councils, to serve influenza patients from those local government areas. Each Council had three representatives on the Board of Management. Like the other emergency hospitals, the Albert Park hospital operated only for a short time while the epidemic was at its height. As noted in the catalogue, 'the majority of the blankets, etc. were never used.' It is possible that items advertised in this catalogue were auctioned on Thursday 19 August and Friday 20 August 1920. One of the earliest lines to use double-headed rail was the London and Birmingham Railway, which had offered a prize for the best design. This rail was supported by chairs and the head and foot of the rail had the same profile. The supposed advantage was that, when the head became worn, the rail could be turned over and re-used. In practice, this form of recycling was not very successful as the chair caused dents in the lower surface, and double-headed rail evolved into bullhead rail in which the head was more substantial than the foot. Construction commenced in January 1854 with work on a pier at Williamstown but lack of funds slowed progress, eventually prompting the company to sell out to the government. The 100-mile (162 km) section to Bendigo opened in October 1862. Its cost of £35,000 per mile made it the most expensive railway ever built in Australia. The Ravenswood Railway siding was constructed in 1862 with 12 feet wrought iron double-head rail held in cast iron chairs with Ransom and May patent compressed keys. Trenails held the chairs to the sleepers and the joints were secured in joint chairs. Joints were subsequently joined using fish plates. It formed part of the Melbourne to Echuca rail line, initially known as the Melbourne, Mt Alexander and Murray River Railway. George Christian Derbyshire, the first Engineer-in-Chair of the Victorian Railways was responsible for the design and construction of the works. No new lines were built in Victoria using double-headed rail after 1870. The siding was disconnected from the main line in 1988. The Ravenswood Railway Siding demonstrates the original 1856 philosophy of the Victorian Railways to adopt British permanent way technology. The siding demonstrates significant aspects in the development of permanent way technology in England and Victoria over the period from the 1830's to the 1880's. The chairs in the Ravenswood siding are physical evidence of early railway technology rendered obsolete 120 years ago, namely joint chairs at rail joints and trenails to secure the chairs to the sleepers. The double-headed rail demonstrates an important stage in the evolution of British rail technology in the 1830s. The old fish plates, square headed bolts and square nuts demonstrate the success of fishing the rail joins. The Ravenswood siding demonstrates the earliest form of rail joint technology developed in England, and existing in Australia, the joint chair. In part of the siding the sequence of joint and intermediate chairs is consistent with the 1856 specifications, that sequence is rare with the joints secured in joint chairs. The survival of chairs in this sequence is rare and almost certainly demonstrates that they remained in continuous use at the same location from 1862 to 1988. This remnant of the Ravenswood siding has survived 126 years. The siding has proved to be the most significant of extant remnant double-headed sidings in Victoria, containing a rare combination of early permanent way technologies. In this respect they are rare survivors and may be unique at the national level and of technical importance at the international level to the extent that they enhance contemporary understanding of early railway building technology. Surviving lengths of chaired double head rail survive at Kyneton, Ravenswood and Bendigo on this railway and include a number of different types of cast iron intermediate and joint chairs with hardwood keys and metal pins. The Ravenswood siding is of special significance for the diversity of chair types and for the sequence of chairs recalling rail lengths known to be associated with construction of the line in 1862. Construction of the Railway Tenders closed on 24 March 1858 with no less than 133 tenders being received. A contract was let to Cornish and Bruce for £3,356,937 to commence work on 1 June 1858 and complete the line by 31 July 1861. Cornish and Bruce made quick early progress with the Melbourne to Sunbury section being officially opened on 13 January 1859. The line was officially opened to Bendigo (Sandhurst) on 20 October 1862 by the Governor of Victoria, Sir Henry Barkly. A great banquet was held for 800 guests and this was followed by a grand ball. The extension of the line to Echuca was a relatively simple matter as that part of the line was across plain country without any significant engineering challenges. Tenders were called for the work in 1863 and the work was completed in 1864 by contractors Collier and Barry Apart from the line contractors, other firms directly involved were J Shire law and Co (sleepers), R Fulton, Langlands Brothers and Co, William Crossley (water supply), B Moreland, Langlands Brothers and Co (platelayers lorries), E Chambers (iron pins, traversers), Miller and McQuinstan (luggage vans and steam engines) and various contractors for building works. This depiction of Major George Devine Treloar (1884-1980) by artist Lis Johnson was commissioned by the George Devine Treloar Memorial Committee an initiative of Merimna Kynon of Oceania, Central Portian Pontion Association of Melbourne and Victoria Pontiaki Estiaâ and the City of Ballarat. Treloar was appointed as the League of Nations Commissioner for Refugees in Greece in 1922 where he worked to provide food, aid and comfort to what would eventually total over 100,000 refugees from the collapsing Ottoman Empire. This memorial grew from the desire of the descendants of refugees to honour his memory and his humanitarian work. Unveiled by Ballarat Mayor Councillor Samantha McIntosh on 8 September 2019 His glory lies not in the earth, but in the hearts of men (After Thucydides, 460-395 BCE) Back: Ballarat’s George Devine Treloar – Soldier and Refugee Helper Born in 1884, George Devine Treloar the son of Jane and Thomas Treloar, grew up in Ballarat attending St Patrick’s College. Treloar began his military career by joining the British Army during WWI and transferred to the elite Coldstream Guards where his bravery earnt him the Distinguished Service Order and Military Cross. Treloar was appointed as the League of Nations Commissioner for Refugees in Greece in 1922 where he worked tirelessly – with his wife and family – to provide food, aid and comfort to what would eventually total over 100,000 refugees from the collapsing Ottoman Empire. Based in the town of Komotini and then Thessaloniki, he created new villages to accommodate refugees. For his efforts Treloar would earn the praises of those he had helped. One of the new towns he had helped create was named in his honor – Thrylorion. He was awarded the Greek Gold Cross of the Order of the Redeemer in 1923. This memorial grew from the desire of the descendants of refugees assisted by Major George Devine Treloar in Greece to honor his memory. Without his help their ancestors would not have survived, making their way from across the former Ottoman Empire, from Pontus and Asia Minor to Australia. Here in the town of his birth stands his memorial, dedicated to his memory and good works, created by the people of Ballarat and the descendants of the refugees he saved.treloar, george devine, refugee, asia minor
