Bendigo Easter Festival - Australia's oldest festival ... .... .. Gold, gold, gold. The year of 1871 was a great year for Bendigo. Parks were laid out, trees lined the streets. Although acknowledged as starting in 1869 the Easter Festival was considered an annual event by 1871. Under brilliant illumination the whole of the Camp Reserve (now Rosalind Park) was filled with a bewildering variety of groups, exhibits and individuals all eager to be involved in such a worthwhile cause. There were sports meetings, theatricals, bazaars and instrumental items as well as dancing and carnival rides. On Easter Monday, as it is today, there was a grand procession that included a variety of bands. 1871 also marked the first year that the Chinese joined in the festivities. Originally the Chinese participated in the procession by dressing in richly embroidered costumes, and carrying colourful banners in all shapes and sizes, which were specially made for them in China. In 1889, the Chinese were given their traditional place in the Parade, the end. They created a wonderful spectacle with their colourful costumes, banners and flags, and in 1892, Loong, the dragon appeared. The Bendigo Easter Festival had been fortunate in that it bad such a lively Chinese community in its midst. At the time of course, Bendigo was known as Sandhurst, and it was not until twenty years after the first Easter Festival that the town was known as Bendigo. These days with sponsorship from the Sandburst Trustees, the Festival is known as the Sandhurst Trustees Bendigo Easter Festival. 132 years later, the Sandburst Trustees Bendigo Easter Festival has had many changes. But loyal followers have never been disappointed. This year people saw the traditions upheld with family entertainments and not Loong, but Sun Loong, meaning new dragon, a 100m long Imperial Dragon who was created to take the place of the aging Loong. 'Whose Ethics?':Codifying and enacting ethics in research settings Bringing ethics up to date? A review of the AIATSIS ethical guidelines Michael Davis (Independent Academic) A revision of the AIATSIS Guidelines for Ethical Research in Indigenous Studies was carried out during 2009-10. The purpose of the revision was to bring the Guidelines up to date in light of a range of critical developments that have occurred in Indigenous rights, research and knowledge management since the previous version of the Guidelines was released in 2000. In this paper I present an outline of these developments, and briefly discuss the review process. I argue that the review, and the developments that it responded to, have highlighted that ethical research needs to be thought about more as a type of behaviour and practice between engaged participants, and less as an institutionalised, document-focused and prescriptive approach. The arrogance of ethnography: Managing anthropological research knowledge Sarah Holcombe (ANU) The ethnographic method is a core feature of anthropological practice. This locally intensive research enables insight into local praxis and culturally relative practices that would otherwise not be possible. Indeed, empathetic engagement is only possible in this close and intimate encounter. However, this paper argues that this method can also provide the practitioner with a false sense of his or her own knowing and expertise and, indeed, with arrogance. And the boundaries between the anthropologist as knowledge sink - cultural translator and interpreter - and the knowledge of the local knowledge owners can become opaque. Globalisation and the knowledge ?commons?, exemplified by Google, also highlight the increasing complexities in this area of the governance and ownership of knowledge. Our stronghold of working in remote areas and/or with marginalised groups places us at the forefront of negotiating the multiple new technological knowledge spaces that are opening up in the form of Indigenous websites and knowledge centres in these areas. Anthropology is not immune from the increasing awareness of the limitations and risks of the intellectual property regime for protecting or managing Indigenous knowledge. The relevance of the Declaration on the Rights of Indigenous Peoples in opening up a ?rights-based? discourse, especially in the area of knowledge ownership, brings these issues to the fore. For anthropology to remain relevant, we have to engage locally with these global discourses. This paper begins to traverse some of this ground. Protocols: Devices for translating moralities, controlling knowledge and defining actors in Indigenous research, and critical ethical reflection Margaret Raven (Institute for Sustainability and Technology Policy (ISTP), Murdoch University) Protocols are devices that act to assist with ethical research behaviour in Indigenous research contexts. Protocols also attempt to play a mediating role in the power and control inherent in research. While the development of bureaucratically derived protocols is on the increase, critiques and review of protocols have been undertaken in an ad hoc manner and in the absence of an overarching ethical framework or standard. Additionally, actors implicated in research networks are seldom theorised. This paper sketches out a typology of research characters and the different moral positioning that each of them plays in the research game. It argues that by understanding the ways actors enact research protocols we are better able to understand what protocols are, and how they seek to build ethical research practices. Ethics and research: Dilemmas raised in managing research collections of Aboriginal and Torres Strait Islander materials Grace Koch (AIATSIS) This paper examines some of the ethical dilemmas for the proper management of research collections of Indigenous cultural materials, concentrating upon the use of such material for Native Title purposes. It refers directly to a number of points in the draft of the revised AIATSIS Guidelines for Ethical Research in Indigenous Studies and draws upon both actual and hypothetical examples of issues that may arise when requests are made for Indigenous material. Specific concerns about ethical practices in collecting data and the subsequent control of access to both the data itself and to published works based upon it are raised within the context of several types of collections, including those held by AIATSIS and by Native Title Representative Bodies. Heritage and the politics of recognition Laurajane Smith (ANU) Nancy Fraser?s model of the politics of recognition is used to examine how ethical practices are interconnected with wider struggles for recognition and social justice. This paper focuses on the concept of 'heritage' and the way it is often uncritically linked to 'identity' to illustrate how expert knowledge can become implicated in struggles for recognition. The consequences of this for ethical practice and for rethinking the role of expertise, professional discourses and disciplinary identity are discussed. The ethics of teaching from country Michael Christie (CDU), with the assistance of Yi?iya Guyula, Kathy Gotha and Dh�?gal Gurruwiwi The 'Teaching from Country' program provided the opportunity and the funding for Yol?u (north-east Arnhem Land Aboriginal) knowledge authorities to participate actively in the academic teaching of their languages and cultures from their remote homeland centres using new digital technologies. As two knowledge systems and their practices came to work together, so too did two divergent epistemologies and metaphysics, and challenges to our understandings of our ethical behaviour. This paper uses an examination of the philosophical and pedagogical work of the Yol?u Elders and their students to reflect upon ethical teaching and research in postcolonial knowledge practices. Closing the gaps in and through Indigenous health research: Guidelines, processes and practices Pat Dudgeon (UWA), Kerrie Kelly (Australian Indigenous Psychologists Association) and Roz Walker (UWA) Research in Aboriginal contexts remains a vexed issue given the ongoing inequities and injustices in Indigenous health. It is widely accepted that good research providing a sound evidence base is critical to closing the gap in Aboriginal health and wellbeing outcomes. However, key contemporary research issues still remain regarding how that research is prioritised, carried out, disseminated and translated so that Aboriginal people are the main beneficiaries of the research in every sense. It is widely acknowledged that, historically, research on Indigenous groups by non-Indigenous researchers has benefited the careers and reputations of researchers, often with little benefit and considerably more harm for Indigenous peoples in Australia and internationally. This paper argues that genuine collaborative and equal partnerships in Indigenous health research are critical to enable Aboriginal and Torres Islander people to determine the solutions to close the gap on many contemporary health issues. It suggests that greater recognition of research methodologies, such as community participatory action research, is necessary to ensure that Aboriginal people have control of, or significant input into, determining the Indigenous health research agenda at all levels. This can occur at a national level, such as through the National Health and Medical Research Council (NHMRC) Road Map on Indigenous research priorities (RAWG 2002), and at a local level through the development of structural mechanisms and processes, including research ethics committees? research protocols to hold researchers accountable to the NHMRC ethical guidelines and values which recognise Indigenous culture in all aspects of research. Researching on Ngarrindjeri Ruwe/Ruwar: Methodologies for positive transformation Steve Hemming (Flinders University) , Daryle Rigney (Flinders University) and Shaun Berg (Berg Lawyers) Ngarrindjeri engagement with cultural and natural resource management over the past decade provides a useful case study for examining the relationship between research, colonialism and improved Indigenous wellbeing. The Ngarrindjeri nation is located in south-eastern Australia, a ?white? space framed by Aboriginalist myths of cultural extinction recycled through burgeoning heritage, Native Title, natural resource management ?industries?. Research is a central element of this network of intrusive interests and colonising practices. Government management regimes such as natural resource management draw upon the research and business sectors to form complex alliances to access funds to support their research, monitoring, policy development, management and on-ground works programs. We argue that understanding the political and ethical location of research in this contemporary management landscape is crucial to any assessment of the potential positive contribution of research to 'Bridging the Gap' or improving Indigenous wellbeing. Recognition that research conducted on Ngarrindjeri Ruwe/Ruwar (country/body/spirit) has impacts on Ngarrindjeri and that Ngarrindjeri have a right and responsibility to care for their lands and waters are important platforms for any just or ethical research. Ngarrindjeri have linked these rights and responsibilities to long-term community development focused on Ngarrindjeri capacity building and shifts in Ngarrindjeri power in programs designed to research and manage Ngarrindjeri Ruwe/Ruwar. Research agreements that protect Ngarrindjeri interests, including cultural knowledge and intellectual property, are crucial elements in these shifts in power. A preliminary review of ethics resources, with particular focus on those available online from Indigenous organisations in WA, NT and Qld Sarah Holcombe (ANU) and Natalia Gould (La Trobe University) In light of a growing interest in Indigenous knowledge, this preliminary review maps the forms and contents of some existing resources and processes currently available and under development in the Northern Territory, Queensland and Western Australia, along with those enacted through several cross-jurisdictional initiatives. A significant majority of ethics resources have been developed in response to a growing interest in the application of Indigenous knowledge in land and natural resource management. The aim of these resources is to ?manage? (i.e. protect and maintain) Indigenous knowledge by ensuring ethical engagement with the knowledge holders. Case studies are drawn on from each jurisdiction to illustrate both the diversity and commonality in the approach to managing this intercultural engagement. Such resources include protocols, guidelines, memorandums of understanding, research agreements and strategic plans. In conducting this review we encourage greater awareness of the range of approaches in practice and under development today, while emphasising that systematic, localised processes for establishing these mechanisms is of fundamental importance to ensuring equitable collaboration. .1 The Preferred In-House Option (PIHO) proposes to meet the full requirements of the Request for Tender (RFT) by disestablishing Army Survey Regiment and establishing a new organisation which they have named the Defence Topographic Support Establishment (DTSE). It is proposed to locate the DTSE at Bendigo in the GFE facilities offered by the Commonwealth. The DTSE will be staffed by 140 Defence civilians, principally sourced from ex-RASvy members transferring to the Public Service under the provisions of Section 81B of the Public Service Act. Any existing civilian members excess to DTSE requirements are proposed to be managed within the terms and conditions of the Australian Public Service Redeployment and Retirement (Redundancy) Award 1987. Military members who elect to remain in the Service will be subject to redeployment or retraining in accordance with Service requirements. .2 Proposed re-organisation of Product Construction Squadron (PCS). Due to the transfer of Image and capture Sections to Digital Acquisition Squadron wef Jan 1995 it has been necessary to review the structure of those elements remaining within PCS. The review highlighted that there was an imbalance between Mapping and Digital products Troops. This could only be resolved by collapsing these two Troops into one single production element. This would halve the senior administrative personnel needed thus allowing them to be employed in other higher priority technical areas. EDHS Newsletter No. 272 October 2023 Our next meeting will be a special evening, if not a little unusual. On pages 3 and 4 in this newsletter edition there are articles about Eltham Films, with particular reference to the film ‘The Prize’, made by Tim Burstall in 1958/59. As Burstall had strong connections with Eltham it would have been an easy decision for him and his associates to use the local area as the setting for his first film. Following this film Burstall went on to make many more. He became a key figure in Australian postwar cinema and was instrumental in helping to rebuild the Australian film industry, at a time when it had been effectively dead for years. At this EDHS meeting we will view this film, or should we say review this film, stopping at times to attempt to identify the main actors and where certain scenes were filmed around Eltham. Some locations may be more obvious than others. The actors are mainly children playing the characters in the film. Through its quarterly newsletters, the Arthritis Foundation of Victoria (AFV), formerly the Rheumatism and Arthritis Association of Victoria (RAAV), was able to inform its members about the latest arthritis-friendly kitchen appliances and aids, and how to use them. In this photo, a woman demonstrates how to use a kettle pourer. She is sitting on a swivel chair on castors, at the kitchen sink. A similar photo appears in the Vol 3 No 1, Autumn 1990 issue of the Arthritis Foundation of Victoria's quarterly magazine, Arthritis Update. The photo in the magazine is captioned: " 'Sit-Stand Chair' in use at a pull-out workbench. It's [sic] adjustable height makes it a useful piece of household equipment." In the published photo, the woman is depicted sitting on the sit-stand chair, about to cut an apple on a small chopping board. The photo accompanies an article titled, 'Living with Arthritis', with the subtitle 'Independent Living Centre', 'A service of the Yooralla Society of Victoria'. Dr Leslie Koadlow AO (1920-2006), Rheumatologist, was the Medical Director of the Royal Talbot Rehabilitation Hospital. In 1968, he co-founded the Rheumatism and Arthritis Association of Victoria (RAAV) with his secretary, Alice Petty, and one of his patients, Mollie Riches (1896-1979). This photo of Dr Koadlow and Mollie Riches appears on page 11 of the Vol. 9, July 1978 edition of RAAV's quarterly newsletter, News Review. It is captioned, "Vision Becomes Reality. Co-founders, Dr Les Koadlow and Mrs Mollie Riches, together again at RAAV's new Action Centre in the grounds of Royal Talbot, where the idea for RAAV was born." On Friday the 26th and Saturday the 27th of May, 1978, an art and craft exhibition was held as a fundraising event in support of the Rheumatism and Arthritis Association of Victoria (RAAV). Titled, "Living with Arthritis - Aids to Daily Living", the exhibition was held at St Andrew's Parish Hall in Brighton. A second "Living with Arthritis" exhibition was held two months later in Footscray. Henceforth, the respective events were commonly referred to as "the Brighton exhibition" and "the Footscray exhibition". A fashion parade and panel discussion were also held as part of the two-day event. In this photo, Glad Beard advises Frank Wyer at the plant stall. He has been a member of the Methodist / Uniting Church for all of his 66 years. Having moved from being a compositer in the printing trade to a teacher and lecturer, in his retirement he has become an historian. Eltham Inhabitants is ostensibly a history of the Eltham Uniting Church, written to celebrate its 150th anniversary. The book is considerably broader than the commission suggests. This is hinted at in Eckersalls reference to the Eltham Wesleyan/Methodist/Uniting Church. Eckersall writes on the history and philosophy of the church from its beginnings in the 18th century to the present and places it in the context of the sociology and history of the period. Recognising the nexus between church and community, the author has in large part written a history of the Eltham community including the churches of other denomination(s). There are very few artists, academics or other interesting characters from the district who don't get a mention. This photograph shows the Richardson family having a picnic on the verandah of Captain McNeil' house at Marlo - April 1897. Snowy River Shipping Company formed in 1880. They were soon shipping produce (mainly vegetables) from the area to Melbourne. The Snowy River Shipping Company was formed by Mr Henry James during the 1880s, with Captain McNeil as master. Captain Hegarty was the shipping agent at Marlo. Towing a line of small barges these paddle steamers plied their trade between the port of Marlo, and the farms along the river banks, churning their way almost twenty miles upstream to a landing beside what is now Frank Richardson’s property. On these trips, the barges carried mail and supplies to the townspeople and farmers, loading their produce, mostly maize, on the return trip to the coast. The coming of the railway in 1915 spelt the end for the little river boats. ( ref. F. W. RODWELL in the “Snowy Review”) Frank Richardson 1877-1950 was a sawmiller at Tabbara and helped build and run paddle steamer "Curlip"as engineer. Captain McNeil was an always cheerful Marlo identity and local children had many times sailing with him on the river. Various colour photos of Wimmera Flour Mill at time it was being demolished. Note roof being dismantled. Rail line in foreground. Willaim Frayne founded the Wimmera Flour Mill on a site in Taylor Street (beside the railway line) Stawell 1876. When Willian Frayne dies 1899 his son George took over the mill. The mill continued to be a propriety company until early 1966, when it was sold to the Victorian Mill Owners. The sale was forced because of the lack of export markets. A factor which affected most country mills. The Victorian Oat Growers Pool took over on July 1st, 1967. Trading under the name of Wimmera Flower Mill as a subsidiary company. Later years it sold clipped and graded seed, oats, stockfeed for poultry, pigs and dairy cattle and all types of crushed grain. The original Frayne homestead still stands behind where the Mill stood facing Frayne Street. In 2007 during our "Collection Review" the four smaller colour photos, which were donated by Mr. Mick Walsh, 52 Patrick St Stawell were very similar to the bigger photo in the file 139.6e.139-6 a-d & e Coloured photographs showing various views of the Wimmera Flour Mill or Grain Handling Corporation building in progress of being demolished. There is a red brick building with a tiled roof in these coloured photos. The rail line is shown in foreground of 139-6 e. ‘A’ Squadron 8/13 Victorian Mounted Rifles conducted a parade at Buna Barracks, Albury on Sunday 1 May 1988 to mark the 103rd Anniversary of the formation of the Victorian Mounted Rifles and the 40th Anniversary of the linking of the 8th (Indi), 13th (Gippsland) and 20th (Victorian Mounted Rifles) Light Horse Regiments to form the 8th/13th Victorian Mounted Rifles. Colonel G K Howard, Director of the Royal Australian Armoured Corps was the Reviewing Officer. The Pipes and Drums of the 5th/6th Battalion Royal Victorian Regiment provided the music for the occasion. Following the parade Colonel Howard officially opened the Regimental Museum. The 8th/13th Victorian Mounted Rifles was raised as a regiment of the Royal Australian Armoured Corps on 1 May 1948 with Headquarters in Melbourne and squadrons in Sale, Benalla/Wangaratta and Albury. In 1955 Regimental Headquarters moved to Wangaratta and a second squadron was located at Albury. The Sale squadron transferred to 4th/19th Prince of Wales’s Light Horse. "Artie", which began as a cartoon character in the shape of a rat, eventually became the official mascot of the Rheumatism and Arthritis Association (RAAV). In this photo, the Friends of Artie auxiliary group are depicted at their monthly coffee shop, which was held at the Hawthorn Town Hall. A cropped version of this photo appears on page 13 of the Vol 1 No 2, April 1984 issue of RAAV's quarterly newsletter, News Review. It is captioned: "Friends of Artie, from left, Margaret Cleve, Eileen Erving, Kathy Payne, Phoebe Cum-mings, Dot Mortensen and Maureen Meyers, at their monthly coffee shop." Due to the photo having been cropped, 'The Rheumatism and Arthritis Association' sign on the wall isn't visible in the published photo. According to the article accompanying the photo, the monthly coffee shop catered to the craft market and raised about $100 a month for RAAV. The article also provides a brief history of the creation of Artie, which was initially a cartoon character created by Helen Semmler, daughter of Cliff Semmler, an executive member of RAAV. The character, a research rat, became so popular that it was eventually turned into a mascot, with a costume created for RAAV member, Dot Mortensen. The Freedom of Entry to the City on the 26th of October 1990 was an honour first conferred by the Bendigo City Council to the Army Survey Regiment in 1970. This was the fifth time the unit exercised its freedom of marching into the city with swords drawn, bayonets fixed and drums beating. The honour is usually bestowed upon local regiments, in recognition of their dedicated service, and it is common for military units to periodically exercise their freedom by arranging a parade through the city. The event began with a ceremonial parade at the Queen Elizabeth II Oval. The RAAF Central Command Band provided the music at the parade. After formal inspections of the troops, the Army Survey Regiment saluted as it marched past the Reviewing Officer - Mayor of Bendigo Councillor James Douglass, military dignitaries and guests. Led by the Regiment’s CO – LTCOL Rene van den Tol, the unit marched down View St, along Pall Mall and to Gaol Rd. Regiment members were treated to a civic reception at the City Hall after the ceremony. The Regiment also exercised its Freedom of Entry with anniversary parades in 1977, 1980, 1985, 1992 and 1996.
