Arthur Walstab (1844-1899) was a member of the Brighton Council representing the South Ward from 1877 until his death. He served for one year as Mayor of the Borough of Brighton in 1883 and then as Mayor of the Town of Brighton in 1890, 1891 and 1894. He represented Brighton on the Metropolitan Board of Works for five years. Councillor William Plummer Francis (1865-1941) was Mayor of Brighton in 1911 and 1918. Born in 1865 Geelong, he was originally worked as a miner, then at Melbourne Tramway Company before becoming a greengrocer with stores in Middle Brighton and Sandringham. He became a member of the Brighton Council in 1906, elected Mayor in 1911 and then again in 1918. This child's plate was owned by Elizabeth Morgan who was married to Mr P B Webb who was mayor of Warrnambool in 1917. A common item which has significance as it belonged to a local person who was Mayoress of Warrnambool Pale blue straight edged round baby's plate with wide flat rim. Transfer of lion in greenery surrounds is in centre of bottom of plate. Four small transfers of clowns around the edge of the larger transfer.. The alphabet and numbers 1-10 are around the flat edge of the plate. The side has a small ridge which has the remnants of gold paint.
