Petrol rationing was gazetted in May 1941. Australia's lack of fuel storage options and the diversion of tankers bringing fuel here forced the government to begin rationing. Initially it was proposed that consumption should be reduced by 50% but this was modified to 1/3 reduction. People had to apply for a petrol licence and this was then used to obtain ration coupons. Initially coupons were issued on a 6 monthly basis but this was reduced to 2 monthly and allowed people roughly 2000 gallons per year. Coupons allowed for 1, 2, 5, 10, 44 and 100 gallon amounts depending on need. eg. private, commercial, farm use. At the end of World War II, the Federal Government decided to increase the strength of the post-war Regular Army and Cabinet gave approval for the establishment of a Staff College in Australia. On 27 February 1946, the Staff School (Australia) was re-named the Australian Staff College. Authority was given to raise the College and to locate it at Fort Queenscliff. Because the Fort was not ready for immediate occupation, a temporary home was found for the College, in June 1946, at the School of Infantry, Seymour Victoria. On 26 October 1946, the advance party of the College arrived at Fort Queenscliff and the first staff course to be conducted at the new College began in January 1947. Only in November 1979, after much thought and discussion, was it decided that the Australian Army Staff College would have a permanent home at Fort Queenscliff. On 1 January 1982, the College was renamed the Command and Staff College. This reflected the new aim of the Course which included both command and staff aspects. New support facilities were opened at Crow’s Nest Barracks in 1985 and work began in 1986 on the new instruction block at Fort Queenscliff. On 29 January 1988, the new Military Instructional Facility (MIF) was officially opened by the then Chief of the General Staff (CGS). The MIF features a lecture hall, a model room, syndicate rooms, computer centre, and library. Major rebuilding of the Officers Mess and Mess Accommodation was completed in mid-1990. By December 1996, 1224 officers had graduated from the Command and Staff College. A number of items once belonging to shipwright Norman Desmond McKenzie were donated to Flagstaff Hill Maritime Museum and Village. They are related to Norman’s apprenticeship and certification as a Shipwright in Belfast, his Union membership and his employment as a shipwright in Melbourne. One of the items, a union Rules Book inscribed with the name H.B. Thomas and dated 1902, had within its pages Norman’s Indenture of Apprenticeship, dated 1941, Norman Desmond McKenzie was born in Belfast in 1925 and lived at 10 Pansy Street Belfast, Northern Ireland. At the age of 16 years, he began a 5-year Shipwright’s apprenticeship with Harland & Wolff Limited, Shipbuilding & Engineering Works, Belfast. He became a member of the Ship Constructors’ and Shipwrights’ Association, Belfast (B) Branch 20. His Registration Number was 38748. He completed his apprenticeship on December 16th, 1946, aged 21 years, his address was 26 Connsbrook Drive, Sydenham, N. Belfast. In October 1949 Norman received Clearance from his Union as a financial member to move to another branch. He completed his Apprenticeship on December 16th 1946. Two months later he migrated to Australia, and he arrived in Victoria, and he became a Financial Member of the Victorian branch of the Federated Shipwrights, Ship constructors, Naval Architects, Ships’ Draughtsmen and Boat Builders’ Association of Australia, Victoria branch. One of Norman’s donated books is the Rules of the Shipwrights' Provident Union of the Port of London. It is inscribed on several pages with the name H.B. Thomas and includes the year 1902 and the address of 29 Brickwood Street, Gardenvale. This is a location in Victoria, Australia. The Victoria Government Gazette, February 1959, in the section “Removal from Registration on The Architects Registration Board of Victoria, during the year ended 31st December 1956” lists “Deceased – Thomas, H.B., 29 Brickwood Street, Gardenvale”. The Architects Union includes Naval Architects and Shipwrights and other related trades came under the same union. It seems likely that when he was in Melbourne, Norman worked as a Shipwright for H.B. Thomas and was given the Rules book by Thomas, perhaps as a reference book or maybe as a gift. Around that same time, December 1949, Norman met his wife-to-be, Daphne, in Melbourne. Daphne had migrated from London with her family and her father found work with the Melbourne Harbour Trust. They married in Melbourne in 1953 and went on to have a family of five children. In 2003 Norman and Daphne moved to Warrnambool and then years later they celebrated their 60th wedding anniversary. Norman passed away on July 28th 2015 at Warrnambool’s South West Healthcare hospital.Norman McKenzie's Rules Book, Union Cards, Indenture of Apprenticeship, and other documents tell the story of a young Irish lad's work and qualifications to become a shipwright and his migration to Australia. The young man found a job and a wife who had also migrated, and they raised a family in Melbourne. He and his wife then retired to Warrnambool to enjoy their later years. The collection of documents relating to Norman McKenzie is significant for its connection with the shipping industry of the early 1900s, the migration of qualified tradesmen to Victoria, and their contribution to the development of Victoria. The collection also shows the role of the Union in the shipping industry. James Stewart Noel Harris was born in Rutherglen on 21 March 1905 to John Richards Harris and Jessie Lily nee Prentice. His father was a doctor in Rutherglen. John later entered politics and was knighted for his services in May 1937. After finishing his secondary schooling James (Stewart) Harris moved to Melbourne to study law, becoming a resident of Trinity College in 1925 and rising to become Senior Student in his final year, 1928-29. He enlisted in the Air Force Cadets at Point Cook in 1925 and transferred to the Air Force Reserve in 1930. On 7th October 1940 James transferred to active service as a Flight Officer. He worked his way up the ranks, being appointed Wing Commander in 1944. He also served as Chief Instructor of the RAAF School of Administration, receiving the RAAF Long Service Commendation. The RAAF School of Administration and Special Duties had moved from Ascot Vale to Trinity College in 1942 meaning that James Harris' service career had returned to the place it began in 1925. In 1945 he requested to be transferred back to the Reserve so that he could resume his civilian life. On discharge, James returned to Wodonga and resumed his legal career. In the early 1930s he had joined the legal practice of Mr. Edmondstone which had opened for business in High Street, Wodonga in 1886. The practice continued to develop and in 1966 was joined by Lou Lieberman, becoming known as “Harris Lieberman & Co”. Harris Lieberman still operates in Wodonga and Albury. James Stewart Noel Harris died in Wodonga on 30th November 1978.This item is significant because it recognises the War Service of a prominent citizen of Wodonga.A colour printed certificate presented to James S. N, Harris in appreciation for his service for "King and Empire" during World War II. The text is surrounded by columns and an arch. The Australian and British flags are at the top as well as representations of the Navy, Army and Air Force. It also features the logo of the Shire of Wodonga above the text. The badge of the Commonwealth Armed Forces is at the centre bottom of the certificate. This pair of spectacles was prescribed and made in Warrnambool by brothers Fred and Geoff Bennet from about 1946 when they established their optometrist business at 192 Liebig Street Warrnambool. The business moved to 152 Liebig Street in 1988, by which time it had already changed hands to become McMahon and Owen Optometrists. Jayson Ward and Mathew Bucks purchased the business in 2012, then changed the name to Warrnambool Eyecare in 2016. They also own and practice at Portland Eyecare.This pair of glasses is significant as an example of locally owned and manufacture red eyewear from the mid 290th century. The town of Tawonga is in the Kiewa Valley surrounded by farmland. It is adjacent to Mt Beauty (built from 1946), an SECV town built for the workers on the Kiewa Hydro Electric Scheme which was being constructed from 1911 to 1961. Tawonga consisted of essential amenities including a store, school, Butter factory, sporting facilities, post office, hall and hotel. This photograph depicts the Royal Australian Navy's ship HMAS Bendigo (J187), one of 30 sips commissioned by the RAN for defence purposes in World War II. The ship was named after the City of Bendigo in Victoria. The corvette ship was a Bathurst class minesweeper, built by Cockatoo Docks and Engineering Company, at Cockatoo Island, Sydney. The ship was launched in March 1941, commissioned May 1941, decommissioned September 1946, and sold to a Chinese company as a civilian vessel.This photograph is significant for its association with the Royal Australian Navy and Australia's maritime and naval history. The Oakey Army Aviation Centre is a training facility formed in October 1943 at Oakey, Queensland. It was built with the purpose of providing a maintenance facility: the units would erect, repair and insect aircrafts and engines. At the end of the war in 1945, the depot was used to store surplus aircraft. In early 1946, the RAAF Station Oakey was disbanded and categorised ‘to be retained but not maintained’. Since then, the RAAF Station Oakey facilities have been used few times for some minor activities.
