A civic campaign for new public offices developed in Kew in the 1880s. After much deliberation, the location chosen was the junction of Bulleen and Cotham Roads. The buildings were designed by George Watson and John Henry Harvey, architects within the Department of Public Works (Victoria). Building was commenced in 1887, and after one year, the buildings were opened. The Post Office was transferred to the new Commonwealth Government in 1901. The Police Station and Court House, sold by the Victorian Government to the City of Boroondara in 2007, are now a community cultural centre and performing arts venue.The buildings were listed on the Victorian Heritage Register Register (HO885) in 1991. This copy of the original was written by Lieutenant Hans Folter and Major Helmut Bertram. Hans who was captured Jan 22nd, 1941 at Solum near Tobruk North Africa along with Major Helmut Bertram. Rutherglen had a regular event called Back to Rutherglen where by a committee was formed to organise Sporting events usually during Easter. The purpose was a means of raising money for various projects in the town, such as building the Soldiers Memorial Hall and in later years a Queen Competition was held to raise funds towards building the Swimming Pool. The postcard shows how the Mission to Seafarers, then known as the Seamens Institute, looked early in its operation - probably circa 1920. It also documents the types of activities were offered to visitors, and how the visitors used the facilities.The postcard records the fittings and furnishings of the Mission to Seafarers, then known as the Seamens' Institute: tables, chairs but also the paintings which were often donated. The largest one on the main wall above the stage is "Start Point Light, Devonshire" (see item 0230), painted and donated by Miss Madeline R. Lewellin (1854-1944) in 1918.
