“City of Moorabbin” The township of Moorabbin, known as South Brighton until 1909, remained small, with the Plough and Harrow Hotel as its main building. In 1917 Sandringham borough was formed by severance from Moorabbin shire and in 1920 Mentone and Mordialloc were also severed. In the remaining Moorabbin shire the Moorabbin township was still small (1,770 persons), but the shire grew in population during the 1930s. On 10 October 1934 it was proclaimed a city. It existed as a separate municipality until 1995. When local government boundaries were changed in 1994 about half of Moorabbin city was united with Glen Eira city and about half with Kingston city. On 15 December, 1994 the City of Chelsea, parts of the Cities of Mordialloc, Moorabbin, Springvale and Oakleigh were amalgamated to create the City of Kingston by Order of the Governor in Council. The former St Kilda Soldiers’ Lounge was opened by the St Kilda Patriotic League and the YMCA in 1915, and run by Mrs Lucie Hallenstein. Located in the refreshment rooms of the former Comedy Theatre, Lower Esplanade, it provided a place for returned soldiers to relax and socialise. By mid-1916 the average weekly attendance had reached eight hundred servicemen. Throughout the year Melbourne Legacy provided classes for Junior Legatees such as dancing, gymnastics and eurythmics, the Demonstration was an annual event to showcase their skills. Melbourne Legacy conducted Annual Demonstrations / Parades from 1928 through to 1979, usually held at Melbourne Town Hall or Olympic Pool Stadium. The event had to be deferred due to a transport strike. An article in The Age said: "In view of the transport strike still being in operation on either Friday or Saturday nights, the annual demonstration of the Melbourne, Legacy Club in Melbourne Town Hall will not be held. Efforts are being made to arrange for alternative dates after the strike is settled, and announcement of these will be made." It went ahead on Friday 1 November, as reported in The Argus on 2 Nov 1946: "Preceded by the impressive ceremony of remembrance, nearly 500 members of the Junior Legacy Club gave their annual display of physical culture and folk dancing at the Town Hall last night. Of particular interest were the appearances of the Don Esses Boys and Girls, who are children of disabled ex-servicemen. Their training classes are controlled and financed by members of the Intermediate Legacy Club, sons of deceased ex-servicemen. Wes WALTERS (06 August 1928 - 19 August 2014) Born Mildura, Victoria From 1940 t0 1945 Wes Walters attended the Ballarat High School. He then studied architecture at the Gordon Institute in Geelong, followed by art at the Ballarat School of Mines (a division of the Ballarat School of Mines). During his time at the Ballarat Technical Art School (later Federation University Australia) Walters studied under Neville Bunning and Taylor Kelloch, and was awarded the Ballarat Ladies Art Association Scholarship in 1948. He next moved to Melbourne to work as a commercial artist with the George Patterson advertising agency. Each evening Walters studied life drawing at the Victoria Artists’ Society and taught himself anatomy. Wes Walters excelled in both abstract and realist art. He won the Art Gallery of Ballarat’s Minnie Crouch Prize for watercolour art in 1953 and 1956. He won the prestigious Archibald Prize in 1879 for his portrait of Phillip Adams.
