In March 1995 ATCV had circulated a proposal for an ‘Australia Corps’. The proposal emerged over time from ATCV board and staff through debate and experience. ATCV Board member Alan Wright had written earlier: “There is in our society a terrible vacuum for adolescents to give expression to their independence and idealism in a constructive way, a chance to try themselves out independent of their parents/teachers in adult roles.” ATCV’s Brisbane office manager Phil Harrison had first been involved with ATCV as a volunteer from UK, drew together ideas about an ‘Australia Corps’, that had been discussed with Alan Wright, John Fenton and others at the ATCV staff/board planning workshop at Sorrento in December 1993 and “…based upon our experience and participation in the LEAP program and observations of Conservation Corps around the world”. The concept of a six-month program for young people with a training wage and accredited training which encouraged both competencies and personal development emerged, with a standard format of ten participants working fopr six months under the direction of a supervisor. The ‘Australia Corps’ proposal was widely distributed to Federal, State and Territory parliamentarians and received positive feedback. The Liberal Party, then in Opposition, included the idea of a “Green Army” in their environmental policy, placing more emphasis on environmental outcomes and less on job creation than the Keating ALP Government had. A young and up-and-coming parliamentarian, Tony Abbott MP, was enthusiastic and was to visit several ATCV projects (both before and after Green Corps started) to learn about their workings direct from volunteers and CVA staff. Several times he visited projects with Ian Smith project and Ian recalls being impressed by the efforts he made to talk at length with all participants. Tony Abbott took a personal interest in the progress of Green Corps. Colin Jackson and Phil Harrison were guests of Abbott in Parliament House, Canberra, on the evening of 20 August 1996. The Federal Treasurer, Peter Costello, announced in his first Budget Speech that: - “the Government will provide $42 million over the next 3 years to establish the Green Corps. The Green Corps will be open to young Australians aged 17 to 20 to demonstrate their commitment to the environment by working on projects to preserve and restore Australia's natural environment and cultural heritage. The projects will also contribute to their career and employment prospects through training, skills development, work experience and personal development.” ATCV’s chief executive officer Colin Jackson worked with senior staff Madeline Townsend, Garry Snowden, Phil Harrison, and John Fenton to fine-tune the ATCV proposal. On the strength of unique national coverage and credible record ATCV went on to win the tender to administer and manage the day-to-day operations of the Green Corps program for five years (1997-2002). Winning a $36 million contract was a big breakthrough for ATCV. Fourteen years before, a small non-profit group had started in Ballarat in country Australia with a vision – but little else. Its key people had shaped opinion and won political support for a concept. There was about to be transformation from hand-to-mouth existence into a nation-wide business with resources to build for the long term. The design of the bottle is called a Codd, sometimes referred to as a marble bottle or "Codd's patent bottle". During the mid-to-late 1800s, there were many inventions to keep the fizz in carbonated drinks such as ginger ale, soda water, and fruit drinks. Hiram Codd, an English engineer invented a successful process that he patented as "Codd's patented globe stopper bottle" in 1872. The Codd-neck bottle (commonly called Codd or marble bottle) is manufactured in two parts. The body of the bottle is cast in two sections. At the time of joining the sections, glass marble and rubber seal are inserted into the neck section. The lip is then applied to the top of the bottle. The Codd bottle is filled upside down as the pressure of the gas from the carbonated liquid holds the marble up and out of the way. When the bottle stands upright the gas pushes the marble up against the washer, creating a firm seal to keep the fizz inside. The bottle is opened by pushing the marble down firmly to allow some of the gas to escape. The marble drops down and is caught in a depression formed in the neck. When the bottle is tilted to pour or drink the liquid the marble rests in a dimple. Two Ballarat miners, Evan Rowland and Robert Lewis started manufacturing mineral and aerated waters, bitters, cordials, and liqueurs in 1854, in a tent on the shores of Lake Wendouree Ballarat. Another 13 firms at that time employed manual operations, whereas they introduced Taylor's No. 1 machine that speeded up the process and laid the foundation for their fortune. Evan Rowland was a pioneer in the aerated water trade in Australia. He was born on August 2, 1826, in North Wales. In 1852, during the gold rush, he emigrated to Melbourne, and in 1854 he went to Ballarat and formed a partnership with Robert Lewis, the firm being called ‘‘Rowlands & Lewis’’. Their next step was to secure a supply of pure water. Using mineral Waters that they found via a natural spring at Warrenheip, Victoria. From the outset, the beverages made from this water gained repute and were in great demand. Their business prospered so well that in 1858 they were able to build a factory at the corner of Sturt and Dawson Streets, Ballarat, and to fit with the most up-to-date machinery then in use. By 1870 their business had increased so much and demand had grown to such an extent that Mr. Rowlands erected another factory, covering over an acre of ground at the corner of Dana and Doveton Streets, costing £13,000. The factory was fitted with the most modern equipment of the time to manufacture cordials and aerated water. In 1873 Rowlands established an agency at 116 Collins St, Melbourne, because the demand for the products of the Melbourne factory became so large. The company expanded to Sydney opening a factory at the corner of Burns & Hay Streets Darling Harbour obtaining spring water to supply this plant from Katoomba in the Blue Mountains. The water was brought to Sydney by rail. In the meantime, the Melbourne concern had progressed so rapidly that in 1888 a magnificent factory embodying all the latest ideas and equipment was built in King Street Melbourne. Robert Lewis was a fellow Welshman born in 1816, and he arrived in Port Phillip in 1853 and became a partner in the early day with Evan Rowland but with lesser and shorter involvement in the firm, from which he retired in 1876. Robert Lewis was perhaps better known as Ballarat's first mayor and a Member of the Legislative Assembly. He was a strong supporter of local charities, president/treasurer of the Eisteddfod Committee, a major force in the development of the Ballarat Hospital, and he was the mayor of Ballarat five times, the first in 1863, (having been a counsellor as early as 1859) and for the last time in 1881. Lewis died in 1884 of a stroke in Ballarat. Rowlands continued in the firm and invented and patented an improved soda water bottle. The water used in Rowlands products was filtered four times but his attempts to use local corks failed on quality grounds. He was a stickler for quality, which was so good that many outside Victoria were prepared to pay the 'premium' imposed by inter-colonial customs duty payable at that time. By the 1890s, Rowlands had factories in Ballarat, Melbourne, Sydney, and Newcastle. He died in 1894 but his company continued until well after the Second World War when it was sold to Schweppes.An early manufacturing process producing the first mineral waters in Australia was invented and developed by an early Welsh migrant to Australia. The Evan Rowlands story gives an insight into the early development of manufacturing industries in Australia that allowed their workers and the towns they were situated in to prosper and develop into what they are today. Norval Guest-House Aginda and Wettenhall The original Norval The story of Norval begins in 1917 when it was built as a private residence for Mr and Mrs William Thompson. Mrs Thompson was a pioneer of the tourist business, having come from Ballarat to Hall's Gap in 1909 to manage Bellfield Guest-house According to Ida Stanton, in her history of Hall's Gap entitled "Bridging the Gap", Mr Thompson and his wife acquired the six roomed shearers quarters at "Hankelow", on land leased by the Wettenhall family, on the south side of Bellfield. Mr Thompson, she says, completely dismantled the quarters, carefully marking each board, then hired George McKeon to cart the material up to where the original Norval house stood. With great care, the rooms were rebuilt into a home for William and his wife Mathilda. Catherine Good, the daughter of Viola (nee Wettenhall) and niece of Dr Roland, in here "Recollections" entitled "Look to the Mountains - Viola's View 1887-1979", mentions Hankelow. Speaking of her days at Glen Holford, the Wettenhall home at Pomonal, Viola says "Verona and Francie Dennis, my cousins, and I went for one very exciting trip. Father (i.e Dr Roland's father) had bought 300 acres in the Gap to take sheep from Carr's Plains in time of drought, and had a little cottage there with one of the Glen Holford men and his wife in charge. It was called Hankelow. So we three set off over the Range from Glen Holford on foot and leading a pack horse with our night attire and no doubt sponge bags. "We stayed the night at Hankelow with Jim and Minnie. Minnie had been a housemaid at Glen Holford. I was very fond of her. It makes one laugh to think of the excitement of "roughing it"! Minnie gave us a lovely dinner with meringues, and cream, I remember, then early morning tea. After breakfast we were driven in the buggy to the foot of the Goat Rock (since renamed Mt Rosea) and off we went - walking in our long skirts and ankle boots. There was no track of any kind, nor blazed trail - we just made for the top. It was rather frightening at times because we couldn't see where the top was an it always seemed to get further and further away. The last mile was so terribly steep, with a lot of lose shale where you went up twelve inches and slipped back six. Now you motor to about a couple of miles from the top and then have a graded path. Anyway, we got there and back safely and were rewarded with a magnificent view" By a strange coincidence, Hankelow, the source of Norval Guest-house in times past (if the name can be applied to the property as a whole, which seems likely) is in fact also the source of our Wettenhall Campsite! Hankelow was named after a property owned by the Wettenhall family in England. In 1917 William and Mathilda retired to their newly built home (Norval) "to escape from the tourist business" However, so many people made requests to stay with them that they found it necessary to add several more rooms and sleepouts to their home. In this way, early in 1921, the guest-house began to take shape. Mr Thompson, a former librarian of the Mechanics Institute in Ballarat, named the house "Norval". The name "Norval" comes from a quotation from the play 'Douglas" by John Home. Written in the mid-16th century the play is set in the Grampian Mountains of Scotland. The story is of a boy who was parted from this mother during his early childhood, and was given to a shepherd who raised him. Some eighteen years later the mother by chance happens to meet here son, and not knowing his true identity, asks his name. He answers, "My name is Norval; and in the Grampian hills my father feeds his flocks." Perhaps it was simply because "Norval" was associated with the "Grampians" that it was chosen by Mr Thompson. He may also have been conscious of feeding "flocks" of tourists in his expanding, guest-house. Norval Guest-house prospered. It was known for its fine cooking and friendly atmosphere - a tradition which has carried through to the modern Norval! It closed between 1940 and 1949 because of the second world war. In 1949 it was decided to almost completely rebuild the house. Most of the old building (Hankelow plus) was demolished and rebuilt to a much larger and more modern plan. And then, on May 1, 1965, it was purchased by the Committee of Management of the Methodist and Presbyterian Conference Centres. At this time the guest-house was owned and operated by Marjorie and Lachland McLennan, Mrs McLennan being the daughter of William and Mathilda Thompson, the pioneers of the establishment. This miner's right certificate was issued in Orbost to Donald Munro of Orbost. It was valid from 24.10.1904 until 23.10.1905 and cost two shillings and sixpence. Donald Munro, with his brother, Archie carried on a boot-making business in one of the rooms of a three-storeyed barn at Lochiel. The Munros were musically inclined and through them a band was formed in 1889. Donald Munro was involved in many of the town's activities. (More in Mary Gilbert's Personalities and Stories of the Early Orbost District). The Miner's Right was introduced in 1855 in the colony of Victoria, replacing the Miner's Licence. Protests in 1853 at Bendigo with the formation of the Anti-Gold Licence Association and the rebellion of Eureka Stockade in December 1854 at Ballarat led to reform giving the right to mine gold, the right to vote, and the right to own land. This new system proved economical and sustainable, operating substantially unchanged up until 1975. This item is of historical significance as it is associated with positive outcomes for gold miners brought about by the Eureka Stockade rebellion and its subsequent democrat changes. The bearer of this ticket was George Thomas Henry Phillpot who was only 17 years old at the time he sailed. George relates his trip, summarised as follows; he caught a bus from Bolton to Manchester, in north west U.K then the train from Manchester to London and the boat train to Tilbury Docks (near Gravesend). On the morning of June 7th 1929 the ship S.S.Ballarat sailed down the Thames estuary and into the English Channel. The next port of call was Southampton, UK, to take on board some technical equipment. The S.S.Ballarat then sailed through the Bay of Biscay. Instead of taking the customary route around the Cape of Good Hope, this trip was going to be her maiden voyage through the Suez Canal. She sailed through the Straits of Gibraltar and into the Mediterranean Sea and on to Malta, where George and others paid a local boat owner to take them ashore for a short time. They then sailed to Port Said , stopping to load cargo, then at night through the Suez Canal. They woke up early the next morning to watch the locals working on the banks of the canal. The excessive heat on board the ship caused much illness. As they travelled through the Red Sea the heat and the smell of oil also caused sickness. On they went through the Arabian Sea to Colombo the capital of Sri Lanka (which at that time was called Ceylon). A Navigation Slip, donated together with this ticket, shows the coordinates for a location 16 miles from Colombo. They again went ashore for a meal at four-pence a head and a bottle of lemonade for a penny. George and another passenger walked to the slums area and were shocked at the state of it compared to Britain’s slums. They then sailed via the Indian Ocean to Freemantle, stopping again, stopping for goods to be unloaded. While ashore they played a game of soccer against the ship’s crew. Then on to Port Adelaide via the Great Australian Bight. Here shopped for suitable clothing under the advice of some Australian passengers. They then arrived at Port of Melbourne on July 20th 1929 and two days later (on George’s mother’s birthday) George left for Warrnambool. He received his Citizenship Award in 1971. He conducted an electrical retail business in Liebig Street for many years; his son William became principal of the accounting business Sinclair and Wilson, on the retirement of Bill Sinclair, and was actively involved in support of many community organisations. His daughter-in-law, Glenys Phillpot, is actively involved in the Warrnambool community and local government. George was one of 3 orphans on S.S. Ballarat. (The daughter and son-in-law of one of the other orphans also live in Warrnambool.). (Herbert B.G. Larkin, whose rubber-stamped name appears on the ticket, later migrated to Australia and passed away in NSW in 1944.)Of Historical Significance, this ticket is for the ship’s maiden voyage via the Suez Canal route (previously the ship travelled via the Cape of Good Hope). It is also the only existing ticket for the "S.S.Ballarat"(3rd) in our collection. Socially it shows the fare, luggage restrictions, conditions and weekly provisions for a third class passenger’s voyage from London to Melbourne, which has research potential. This ticket is also of significance to the Local Community, giving the background of the ancestor of a local family. It was also of Personal Significance to the bearer as he kept and preserved it in his possession for at least 46 years before donating it to our museum, together with a Navigation Slip, a map and a summary of his journey to Australia.Third Class (steerage) Passenger’s Contract Ticket for for passage on board the P & O line’s S.S.Ballarat, from Port of London to Port of Melbourne. The ticket is a thin paper page, printed on both sides, in very good condition. It has creases as though it has been folded. The passenger’s details, date of sailing (7th June 1929), amount paid and signature of the P & O Branch Service’s representative have been filled in. The ticket has information including a list of weekly provisions for the voyage, disclaimer of the shipping company, a list of dangerous goods not to be carried on board and fines. The page has straight edges top and bottom. The side edges are torn along perforations; some of the perforated holes can be seen. Along the inside of each perforation is printed a small fleur de lies, forming a decorative left and right border.The ticket has been stamped in black, No. ‘1040’. It has handwritten details with black pen and ink. The date of departure is written ‘Seventh June (192)9’ for the cost of,’33’ (poind), and the sum of ‘33’ pound is acknowledged as received. ‘Mr George T.H. PHILLPOT’, the age is written as ‘17’, equal to the status of ‘1’ adult, the total number of persons is ‘One’. The fare is handwritten in pen £’33’ and the total £’33’. It has a purple stamp ‘HERBT. B G LARKIN’ and a crossed out stamp ‘FREDERICK WHITE, and a handwritten signature ‘_Seymore’. The manufacture of The Mont Eltham Pot Belly continued in Victoria as The Mont Eltham Stove Co. by Barry and Glenda Burrowes in Montmorency and later in Thomastown. The castings were produced by leading Melbourne foundries, Cox & Rosetti , and Anderson & Ritchie. They were also made in Ballarat by The Harding Bros Foundry, and in Shepparton by The Furphy Foundry. The Mount Eltham pot belly stoves were manufactured until the late 1980s. They were training bases - Officer Cadet School and Australian Staff College. Originally the base at Portsea was the Quarantine Station established in the late 1800s. International protocols required captains of arriving ships to provide a clean bill of health from the last port of call. If this was not possible all on board would be transferred to the Quarantine Station by boat for observations. This was to stop the spread of diseases such as cholera, small pox, typhoid fever, influenza and the plague. In 1952 it became a military training base - Officer Cadet School. The quarantine station still operated and the Army had to be prepared to evacuated in an emergency. This occurred in 1954 when 113 passengers on board the Strathaird were quarantined with smallpox. Cadets and staff came with their families and was a small township. Training for the Vietnam War was here, Now gone the remnants of the quarantine station and army activites can be seen. Under Point Nepean Community Trust. Fort Queenscliff dates from 1860 when it was an open battery known as Shortlands Bluff. The Garrison included volunteer artillery, engineers and infantry. It was a Coastal Defence Installation from 1883-1946. The base on Swan Island was part of this and soldiers from the Fort would go on detail to the Island each day. A permanent group with their families were housed there. The children would attend the local school in Queenscliff. It eventually became and still is a restricted area. In 1946 the Fort became home of the Army Command and Staff College. Officers came from overseas to train. Families would come with them and be accommodated in the main officers residence "Maytone" or private housing rented by the Army. Their children would attend local schools. Staff Colleges were all moved to Canberra. Zilles Printers was begun by Lewis Zilles in the early 1930s. It was in McKenzie Street Ballarat. His son Jeffrey also became a printer - letterpress, offset and screen printer. The business became Zilles Printers/Graphics and was in Armstrong Street and later Bell Street Ballarat. The information for this book has been compiled by Shane Everard, the Springbank Football Club's historian. Early history took time to collect. Later years were easier.
